This article critically compares China's rare earth policy with perspectives upheld in the rest of the world (ROW). We introduce rare earth elements and their importance for energy and present how China and the ROW are framing the policy debate. We find strongly dissonant views with regards to motives for foreign direct investment, China's two-tiered pricing structure and its questionable innovation potential. Using the metaphor of "China Inc.", we compare the Chinese government to a socially responsible corporation that aims to balance the needs of its internal stakeholders with the demands from a resource-dependent world. We present the design, construction and operation of a novel building systems laboratory, the BubbleZERO—Zero Emission Research Operation. Our objective was to design a space to evaluate the performance of Swiss-developed low exergy building systems in the tropical climate of Singapore using an integrated design approach. The method we employed for evaluation in the tropics was to design and build a test bed out of the shipping containers that transported the prototype low exergy systems from Switzerland to Singapore. A valuable skillset for building industry professionals is proficiency in high-level, scripting languages that can automate and perform many common repetitive or technically intensive tasks. This application-focused paper emphasizes the use of the Python programming language in various workflows common to the building performance modeling and simulation process. Python is an open, powerful, and easy-to-learn scripting language with an emphasis on programmer productivity. While the highlighted applications themselves are notably ordinary amongst building simulation practitioners, the novelty of this discussion is in the speed and usefulness of new Python libraries and data analysis techniques. Rapid development of unconventional shale resources in recent years has raised a series of regulatory issues both here and abroad. Because of the "distributed" nature of shale development and the significant increase in wells in key basins, local land-use conflicts have also erupted in certain areas of the country, leading to restrictions and moratoria on drilling by state, county, and municipal governments and raising questions about the industry's continued social license to operate in key jurisdictions. In the US, at the end of 2010 Congress extended the ethanol tax credit (VEETC) of $0.45/gal. for one year with the clear message to the industry and lobby groups that it wanted a long-term solution to be passed and implemented by the end of 2011. Following are some of the policy options that are being considered in 2011:
- Continue the 45 cent/gallon subsidy and the import tariff as at present
- Shift the subsidy from blender to biofuel producer

There is growing consensus in the scientific community that the global climate is changing. Increasing average global temperatures are expected to increase both the frequency and intensity of extreme weather events, which will affect human civilization. However, these events do not need to become disasters. Analysis of past extreme weather disasters in the United States shows that failures in policy, specifically in terms of disaster preparedness, are the real culprit and not the actual weather event. Given the increasing destructiveness of storms and the projected increase in frequency, it makes formulating a coherent and effective national response a priority.

The 2010 BP Deepwater Horizon oil spill in the Gulf of Mexico awakened communities to the increased risk of large-scale damage along their coastlines presented by new technology in deep water drilling. Normal accident theory and high reliability theory offer a framework through which to view the 2010 spill that features predictive criteria linked to a qualitative assessment of risk presented by technology and organizations. The 2010 spill took place in a sociotechnical system that can be described as complex and tightly coupled, and therefore prone to normal accidents. There are a series of state and federal incentives in California to encourage the installation of distributed generation (DG) renewable energy, largely photovoltaic (PV). This thesis explores the policies behind the incentives, namely the Federal Investment Tax Credit, California Solar Initiative, and Net Energy Metering requirements. Discussion is informed by environmental policy tools, as well as business models that have acted to increase accessibility to these investment-intensive projects. Underlying this analysis is the theme of a shifting energy paradigm, with distributed generation spreading political, economic, and electric power.

South Portland’s Energy Action Plan (EAP) has not been updated since the completion and approval of the most recent South Portland Comprehensive Plan in October 2012. The current EAP has three phases, of which the first has been partially implemented, calling for energy and other resource conservation practices to be put in place in all City departments. Phase 2 is concerned with how the municipality can engage and incentivize businesses within the City to address energy use and efficiency, and is discussed in three sections below. The problem of nuclear waste disposal has existed since the time of the Manhattan Project in World War II. Although there exist a number of technological hurdles, the main cause that has consistently plagued a solution to nuclear waste has been the politics behind it. This thesis attempts to add to the political literature behind nuclear waste disposal by examining the nuclear waste disposal preferences of members of the United States House and Senate. More efficient technologies, state laws as well as environmental, social, and political pressures have all contributed to placing solar acquisition on the agenda for California’s public entities over the last half decade. But a key question for these frequently cash-strapped jurisdictions is how to utilize public dollars and lands, and how to leverage incentives to obtain solar PVs. Rural perspectives are important for the issue of climate change. Rural areas are high concentrations of active voters who deny the problem of anthropogenic climate change. Rural residents also face decisions about inviting large, utility scale renewable energy developments in their areas. This research examines rural Nevadan’s perspectives on climate change to offer insights about the relationship between climate change perceptions and communication strategies. The research offers policy implications that address context specific issues, solution-oriented dialogue, and interest matching to mitigate anthropogenic climate change.
