This article systematically examines fundamental obstacles to effective and efficient global energy governance. The first part of the article defines and conceptualises governance, global governance and global energy governance. It also explores the existing global energy governance architecture, depicting six types of global energy governor – intergovernmental organisations, summit processes, international non-governmental organisations, multilateral financial institutions, regional organisations that involve two or more countries as members and hybrid entities – and a sample of 42 such institutions and organisations currently operating around the world. Drafting Model Laws on Indoor Pollution for Developing and Developed Nations (July 12-13)

On July 12 and 13, 2012, experts convened at Colorado Law to demonstrate the extent to which a model law could help address the global problem of indoor air pollution from inefficient cook stoves. The air pollution that results from inefficiently burning biomass as fuel for cooking has serious health and climatic consequences. The workshop produced two sets of Model Laws and commentaries to help nations solve the problem, and the commentaries were published in the Colorado Natural Resources, Energy, and Environmental Law Review.

The future of the planet may depend upon our ability to increase energy supplies even as we reduce carbon emissions. This conference will address how a low-carbon energy program might evolve with a particular focus on the American West. It will focus on the future of energy in the West--on a “managed transition” to a different energy mix, on the need to nest this effort in a framework that acknowledges interconnections, and on identifying the most salient opportunities to consider the legal, political, financial, and technical challenges.

Wind power will be an important component of California's aggressive strategies to meet its greenhouse gas reduction targets by the year 2020. However, the costs of integrating wind power's variable and uncertain output are often ignored. I argue that California must take prudent action to understand, minimize, and allocate wind integration costs. A review of numerous studies suggests that for wind penetration levels below 20%, integration costs should remain modest. However, costs are heavily dependent on market structure, and I suggest numerous ways that California can optimize its market design to manage wind integration costs.

Rooted deep in Germany's past is its modern socio-political grounding for environmental respect and sustainability. This translates into individual and collective action and extends equally to the economic and policy realm as it does to educational institutions. This thesis evaluates research conducted in Germany with a view to what best approaches are transferable to the United States liberal arts setting. Furthermore, exemplary American models of institutional sustainability and environmental education are explored and combined with those from abroad to produce a blueprint and action plan fitting for the American college and university.

Recent research has determined what influences the adoption of state renewable energy policy instruments. At present, nearly all of the U.S. states have deployed or have begun to deploy infrastructure that derives energy from renewable resources. This multiple U.S. State study represents an effort to determine the factors that are influencing the wind renewable energy infrastructure deployment efforts in thirty-eight U.S. states that have widely varying wind power potential capacities, different capacities of wind generation infrastructure deployed and varying Renewable Portfolio Standard (RPS) policy goals. Theories of environmental outcomes have been developed mostly through large-N cross-national studies, which have a structuralist bias and do not include the mechanisms through which inferred causes operate. Structured, focused case studies can help overcome those limits by incorporating political processes and identifying causal mechanisms. Here, comparisons of climate policy outcomes within Germany are used to test and develop theory, by explaining the differences among nine cases with the help of process tracing. The findings suggest that environmental-outcome theories should be modified to include: external events and advocacy-coalition formation as key processes; multiple causal paths through which green parties improve …

Climate Policy Outcomes In Germany: Environmental Performance And Environmental Damage In Eleven Policy Areas, Roger Karapin

Germany has reduced its emissions of greenhouse gases more than almost any other industrialized democracy and is exceeding its ambitious Kyoto commitment of a 21% reduction since 1990. Hence, it is commonly portrayed as a climate-policy success story, but the situation is much more complex. Generalizing Germany's per-capita emissions to all countries or its emissions reductions to all industrialized democracies would still very likely produce more than a two-degree rise in global temperature. Moreover, analyzing the German country-case into eleven subcases shows that it is a mixture of relative successes and failures.
