Planning For Solar Equity: Zoning And Land Use Strategies For Community Solar Gardens In Rural Minnesota, Mahmoud Othman

This project examines how land use planning and zoning can support equitable deployment of community solar gardens (CSGs) in rural Minnesota counties and townships. Although Minnesota is widely regarded as a policy leader in community solar, most solar arrays are concentrated in metropolitan areas with greater planning capacity and demand. By contrast, rural jurisdictions must navigate dispersed populations, limited staff, and competing agricultural land uses. Focusing on Clay, Stearns, and Chisago Counties, the study analyzes local ordinances and related land use policies to understand how community-scale solar is defined, sited, permitted, and decommissioned.

Farm managers are destined to face a myriad of choices while looking for and seeking the right balance between methods and outcomes that satisfy their individual farm’s needs. One of these opportunities is the purchase of electricity for irrigation. Nebraska is a unique state in that its electric power is generated and delivered by public power companies. Under the Biden Administration’s Justice40 Initiative, a significant portion of benefits derived from federal clean transportation investments is required to be directed to disadvantaged communities. Meeting this mandate necessitates a transparent and reproducible approach that quantifies various dimensions of value and allocates them equitably. This dissertation presents a flexible framework specifically tailored for the deployment of electric vehicle charging infrastructure in Nebraska, effectively translating equity goals into rigorous spatial and economic analyses. The framework first identifies multiple distinct categories of benefit that reflect the societal value of charging access: energy savings, economic opportunities, environmental quality enhancements, and public health improvements. …

All-electric vehicles (EVs), battery-powered EVs (BEVs), and plug-in hybrid EVs (PHEVS) are gaining market share and increasing in popularity with the buying public because the battery range (longer) and cost (lower) have reached sweet spots, the charging infrastructure is more robust, and concern with global climate change is high. In 2013, only 100,000 EVs were sold in the United States, but by 2022, approximately 800,000 have been purchased. A similar growth is seen in EV supply equipment (EVSE), i.e., EV charging stations, with 19,742 documented EV charging station locations in the United States in 2013 to 50,054 documented EV charging …

Power systems are getting more complex than ever and are consequently operating close to their limit of stability. Moreover, with the increasing demand of renewable wind generation, and the requirement to maintain a secure power system, the importance of transient stability cannot be overestimated. Considering its significance in power system security, it is important to propose a different approach for enhancing the transient stability, considering uncertainties. President Obama had an aggressive climate plan that included regulation of carbon emissions from power plants. Hillary Clinton would have continued with aggressive policies to slow and reverse global warming but was defeated by Donald Trump in 2016. President Trump sought to undo most of President Obama’s climate policies and pursued a fossil-fuel friendly energy and climate policy. The 2020 election of President Biden marks a resumption of ambitious policies to slow and ultimately reverse global warming. This newsletter identifies three major policies the Biden administration is expected to pursue and attempts to explain what policy implication might look like.

In an effort to facilitate family engagement with services, improve reunification outcomes, and empower the families they serve, child welfare agencies across the country have developed and implemented programs designed to provide peer mentoring. These programs work to identify parents who have successfully navigated the child welfare system in the past and train them to mentor parents who are currently in the system. Executive Summary
Changes in climate create diverse challenges across the U.S. energy system. Some energy infrastructure assets have already suffered damage or disruption in services from a variety of climate-related impacts, such as higher temperatures, rising sea levels, and more severe weather events. In the absence of concerted action to improve resilience, energy system vulnerabilities pose a threat to America’s national security, energy security, economic wellbeing, and quality of life.

Nebraska is currently ranked 4th in the nation for wind energy potential, but ranks low in actual wind power production. The lack of wind energy production could be the result of Nebraska’s unique public power districts that have eminent domain of distribution and retail sales of electricity in the State. Public Power districts are prohibited from receiving benefits of state and federal tax incentives for the development of wind farms, however some Nebraska power districts still pursue wind energy as a renewable source of energy.

The United States remains the largest consumer of energy products in the world and is the second leading producer of green house gas (GHG) emissions.
