Monitored Natural Attenuation (MNA) refers to the reliance on natural attenuation processes (within the context of a carefully controlled and monitored site cleanup approach) to meet groundwater protection standards (GPS) for a CCR unit within a reasonable time frame (USEPA, 1999). MNA is being evaluated as an adaptive management strategy for a CCR unit groundwater plume with statistically significant lithium concentrations above GPS, though with little risk of offsite migration. This paper examines the hidden environmental, geopolitical, economic, and social costs of the cobalt supply chain. Fueled by the demand for battery technology and electric vehicles, cobalt has become an essential element to the green energy transition. With the largest share of global cobalt deposits, the Democratic Republic of the Congo bears a disproportionate share of the industry’s harms. Cobalt mining in the DRC is marked by environmentally degrading practices and inhumane working conditions, compromising Congolese health, safety, and well-being. Artificial intelligence (AI) has the potential to create major economic and social benefits, but also to rapidly escalate electricity demand and its associated environmental impacts. Information availability has been a cornerstone of environmental law for half a century, and this Article argues that providing information to individual, corporate, and other users about the electricity demand and environmental impacts of AI can reduce those impacts without delaying development of the technology. In recent years, intensified geopolitical conflicts worldwide have increasingly exposed the vulnerabilities of traditional energy security frameworks, necessitating a shift in perspective from “ensuring stable supply” to “building systemic resilience”. China’s oil and gas market-oriented reform, developed through decades of exploration, has established a structure featuring multi-entity exploration in the upstream, independent operation of the national pipeline network in the midstream, and diversified competition in the downstream. Nevertheless, systemic challenges persist. A highly concentrated supply structure poses risks to energy security, while inadequate competition and limited market openness constrain operational efficiency. This project establishes a Cybersecurity Center for Offshore Wind Energy with the objective of designing and operating a cyber-physical testbed for wind energy farms (WEFs) that enables comprehensive cybersecurity research. The testbed incorporates a Supervisory Control and Data Acquisition (SCADA) system connected to turbine models via industrial-grade programmable logic controllers (PLCs) and remote terminal units (RTUs). The 21st century has seen a significant rise in global greenhouse gas (GHG) emissions, with the transportation sector contributing 23% of these emissions. Medium-duty and heavy-duty vehicles (MD/HD) are particularly impactful, accounting for over a quarter of transport-related emissions. In Humboldt County, California, transportation represents 53% of total emissions, with MD/HD vehicles being a major contributor. As light-duty vehicles shift to zero-emission alternatives, the MD/HD sector faces unique challenges. Hydrogen fuel cell vehicles offer a promising solution, providing longer range, higher energy density, and quicker refueling compared to battery electric vehicles (BEVs). Artificial intelligence (AI) data centers have become one of the United States' fastest-growing and least-regulated sources of environmental stress. In 2024 alone, U.S. data centers consumed 183 terawatt-hours (TWh) of electricity more than the entire nation of Pakistan and consumed an estimated 17 billion gallons of water (IEA, 2025; Berkeley Lab, 2024). Energy poverty (EP) remains a persistent global challenge with important implications for economic development, public health, and social welfare. While natural resources, particularly oil and gas, are often viewed as key sources of energy access, their effectiveness in mitigating EP remains underexplored in emerging economies. In response to growing concerns over global warming and energy sustainability, transitioning from fossil-fuel-based heating systems to renewable alternatives is essential. This study evaluates the economic and environmental performance of geothermal heat pumps for building heating and compares it with conventional coal-fired boilers, natural-gas boilers, and diesel furnaces. Using the heating degree-day (HDD) method, heating energy demand was analyzed for four U.S. cities—Anchorage (AK), San Francisco (CA), Salt Lake City (UT), and Las Vegas (NV)—representing diverse climatic zones. This paper evaluates a simplified physics-based energy demand model designed to estimate vehicle fuel consumption and CO₂ emissions—a critical tool for sustainable transportation planning and smart city applications. Unlike data-driven regression models that lack generalizability for user-defined conditions or complex physics-based approaches that rely on extensive, often proprietary data, the simplified model is distinguished by its minimal parameter requirements, depending primarily on a single, overarching powertrain efficiency value. The US is confronting a growing energy demand crisis, with analysts projecting a 2.4% rise in data center energy consumption by 2030. Data centers are major energy consumers, with primary usage concentrated in IT equipment and extensive cooling systems. Widespread implementation of energy efficiency is a key greenhouse gas emissions mitigation measure, but rebound can ‘‘take back’’ energy savings. However, the absence of solid analytical foundations hinders empirical determination of rebound magnitudes. In Part I, we developed foundations of a rigorous, analytical, consumer-sided rebound framework that is approachable for both energy analysts and economists. In this paper (Part II), we develop energy, expenditure, and consumption planes, a novel, mutually consistent, and numerically precise way to visualize and illustrate rebound. Community ownership structures for wind farms have been around for decades, particularly in European countries, due to high socioeconomic benefits. Given these significant benefits, one might expect community wind to thrive in the United States—especially in a state like California, which prides itself on progressive climate policy and renewable energy leadership. Yet utility-scale community wind remains largely absent from research on California’s energy system, raising questions about its existence in the state. Critical and strategic minerals have become increasingly important in U.S. government civilian and military policymaking in recent years. This is demonstrated by the heavy use of such minerals in many critical civilian and military infrastructures. This work will discuss how this subject has been addressed in laws, presidential documents, and works by government agencies along with congressional oversight committees and support agencies. Mismanagement of farm waste in the Midwest of the United States has resulted in significant methane emissions, water contamination, and public health concerns. The present manure management rules are still inconsistent, underfunded, and insufficient to motivate individuals to behave in a way that benefits the environment, despite increasing concerns about the environment. Overarching and broad policy goals for enhancing energy efficiency have existed globally over the last 50 years as a response to rising energy demands, heightening costs, and construction levels of residential and commercial buildings, and the associated rises in greenhouse gas emissions from energy use (Levine et al., 2007; World Bank, 2010). Emerging technologies such as artificial intelligence (AI) and machine learning are rapidly evolving and promising tools for efficient and continued safe operations of the U.S. nuclear power plants (NPPs). Emerging AI techniques like large language models (LLMs) are one such technology that may help personnel at existing NPPs perform work more efficiently. For example, operators may query the current operational status of a power plant via a chat interface, leveraging LLMs to access plant-related information in an interactive manner rather than manually collecting various sensor data for surveillance or work order tasks.
