Founded in 1939, Norwegian People's Aid (NPA) is one of Norway's largest nongovernmental organizations (NGOs). Although NPA is currently involved in more than 300 projects in thirty countries, the organization still adheres to the basic principles set forth by its labor movement founders; solidarity, unity, human dignity, peace, and freedom. The range of NPA's projects is diverse, from extensive outreach programs for the people of Palestine, to short term emergency relief programs and long term development cooperation in over twelve countries in Africa, and more. One of NPA's most notable efforts is its humanitarian demining activities, centered in Asia and …

Teaching Them To Fish, Ernest Burgess
The Journal of Conventional Weapons Destruction
Vietnam, 1969. Uganda, 1978. Lebanon, 1986. Iraq, 1991. Rwanda, 1994. Kosovo, 1999. The world at war has greatly changed in the years that span these conflicts. Leaders and regimes rise and pass away from memory. Political objectives can and will shift. Weapons of destruction become ever more efficient. There is a constancy that can always be relied upon: the anguish, the loss of life and limb, and the starvation are the enduring legacy of warfare.

Defining The Pillar Of Victim Assistance, Sue Eitel
Defining The Pillar Of Victim Assistance, Sue Eitel
The Journal of Conventional Weapons Destruction
Mine victim assistance has become one of the main agendas on the international political platform. The United Nations' definition of mine victim assistance includes the identification and clearance of mines, mine risk education and victim assistance. The increase in attention to mine victim assistance is a result of the 1997 Nobel Peace Prize, as well as efforts from the late Diana, Princess of Wales.

A crowd of "mutilados," Portuguese for the mutilated ones, gathered outside the CARE office in Menongue, Angola. Among them were a few with prosthetic limbs, mostly ill fitting. As for the rest of the legless, they got around on crutches that looked like found objects. Several people in the crowd had lost an arm, one person was missing both. Another man had the requisite number of arms and legs, but no hands. These were survivors of landmines.
Effect Of Conventional Weapons On Civilian Injuries, Robin M. Coupland, Hans O. Samnegaard
Effect Of Conventional Weapons On Civilian Injuries, Robin M. Coupland, Hans O. Samnegaard
The Journal of Conventional Weapons Destruction
The use of weapons against people or targets containing people inevitably has a direct impact on the health of those people. This impact is related to factors dependent on the design of weapons and on their use. The nature of injury is closely related to the design of the weapon; wounds from bullets, fragments, and buried anti-personnel mines are distinguishable. Factors dependent on the user, such as discipline and desire to avoid or injure civilians, determine the number and kind of people injured and may, in the case of bullets, determine which part of the body is injured. This century …

Boch Non The Village Of Many Widows, Paul Giannone
The Journal of Conventional Weapons Destruction
Battambang Province has rich soil, precious gems and forests. The area once produced enough food to feed the entire country. Now the major harvest is landmines and unexploded munitions. But the province, now at peace, does provide opportunity. Villages are springing up wherever road improvements are made. People are homesteading regardless of the risk of landmines and buried bombs or the fact that there is no infrastructure to support them. Those that can't cope, and many can't, end up back in refugee camps or destitute in the larger cities.
Mercy Across Borders, Maureen Morton
Mercy Across Borders, Maureen Morton
The Journal of Conventional Weapons Destruction
What is it worth when a life is on the line and every moment counts? Will initial first aid arrive? Is emergency surgery available? Are painkillers and antibiotics guaranteed? The landmine victim now waits for help that varies in quality according to international funding and whatever remains of post-conflict medical and community infrastructure. Prosthetics, physio, occupational , psychological therapies and home care are serious issues; conspicuous by their absence. Independent life skills need to be learned, and occupational training depends on the availability of work and on the type, degree and combination of disabilities.

When a natural or a man-made disaster strikes a developing country, death and disease is often compounded by a lack of adequate medical care. In many war-torn countries, animosity is so great between warring factions that medical care is often denied to those in need because of their religion, ethnic identity, or political affiliations. In such cases, who will help the helpless? In 1971, a group of concerned physicians established Doctors Without Borders/ Medecins Sans Frontieres (MSF), to provide emergency assistance wherever wars and man-made disasters occur. Since then, MSF has grown into the world's largest independent international medical relief …

Prosthetics & Orthotics A Personal View From Cambodia, Carson Harte
The Journal of Conventional Weapons Destruction
Landmine victims have been the focus of attention since the formation of the International Campaign to Ban Landmines (ICBL), and this naturally peaked in 1997 with the signing of the Ottawa agreement. This event, while incredible, needs to be looked at as part of an ongoing process in the rehabilitation of people with mobility impairment living in low income. These are often considered as only landmine victims, but the context is wider. While the continuing work of ratification, awareness raising, advocacy planning etc. goes on, it is useful to look at the context of the ongoing work in rehab, the …

A Unique Sisterhood The African Women's Alliance For Mobilizing Action, Margaret S. Busé
The Journal of Conventional Weapons Destruction
Originally formed in 1997 as an advocate for African women's education. The African Women's Alliance for Mobilizing Action (AWAMA) quickly undertook the cause to support landmine victims and landmine removal. Working in the province of Zambezia in central Mozambique, Thelma Venichand, director of AWAMA, has no shortage of volunteers, and victims requiring assistance and integration. But, what AWAMA lacks is funding. Currently, their landmine-assistance programs and other support services are on hold till funding and financial aid for their project is received. They are hoping an organization and/or donor will step forward to coordinate efforts with them.

Mine Action's Cracked Pillar, Joe Lokey
Mine Action's Cracked Pillar, Joe Lokey
The Journal of Conventional Weapons Destruction
Just about anyone doing anything regarding land mines knows the four pillars of mine action. We routinely acknowledge that mine awareness, mine clearance, victim assistance and advocacy must all proceed simultaneously if the world is to be aware of the threat of mines, have safe roads, fields and schoolyards, support the rehabilitation and reintegration of victims and survivors, and convince all governments to move quickly toward a mine-free world.
What You Should Know About Landmine Victims, Margaret S. Busé
What You Should Know About Landmine Victims, Margaret S. Busé
The Journal of Conventional Weapons Destruction
One million people have been killed and maimed by anti-personnel mines. Twenty-six thousand people a year become victims, 70 people a day, or around one person every 15 minutes. Three hundred thousand children and counting are severely disabled because of landmines. Half the people who step on an anti-personnel mine die from their injuries before they are found or taken to hospital. An even higher percentage of children die because, being smaller, their vital organs are closer to the blast. After the end of hostilities, decades afterwards, anyone who strays into a mine field is at risk. Everyone is vulnerable: …

Angola, An Eyewitness Report Of The Landmine Crisis, Helen Long
The Journal of Conventional Weapons Destruction
Leaving the humidity and incessant noise of the Angolan capital, Luanda, whose streets are cluttered with cars and bands of children who subsist on a diet of refuse and insults, the elderly Hercules, a plane loaded with American corn, climbed unsteadily into the gray monsoon sky. It was the second flight the Hercules had made that morning to Malange, the northwestern provincial capital, and another ten planes laden with food were scheduled to follow that day. Malange is just one of more than 20 destinations that food and relief supplies are flown to everyday to keep alive the 2 million …

Animal Casualties Of The Underground War, Adam M. Roberts, Kevin Stewart

From The Editor's Desk, Margaret S. Busé
The Journal of Conventional Weapons Destruction
Signing on as Editor of the Journal of Mine Action has been an interesting experience. Getting an online and print publication up and running, from start to finish, has been intense. Conversations with individuals from all areas of the land mine community have been enlightening, engaging and thought provoking. Many of the contractors I had an opportunity to talk with expressed sincere dedication to landmine removal. They also expressed concern. Many spoke of the differences between policy and reality, between feasibility and research and the daunting task of a 99.6% clearance rate as dictated by the United Nations.
Boys With Toys Chase Silver Bullet, Joe Lokey
Boys With Toys Chase Silver Bullet, Joe Lokey
The Journal of Conventional Weapons Destruction
One of those wonderful little anecdotes in the mine action community that everyone quotes and misquotes allegedly came from a 13-year old school girl in Halifax, Nova Scotia. When hearing of the technical challenges in locating and destroying antipersonnel mines she asked, "Why is it that we can run a mechanized shoe box around the surface of Mars but can't seem to locate a dangerous tin can just a few centimeters below the surface of the earth?" Out of the mouths of babes...
The Operational Implementation Of Community Mine Awareness For Development: Practical Experiences In Mozambique, Peter Merten
The Operational Implementation Of Community Mine Awareness For Development: Practical Experiences In Mozambique, Peter Merten
The Journal of Conventional Weapons Destruction
The idea for the Community Mine Awareness for Development (CMAD) concept was especially designed by the GTZ/MineTech partnership to minimize the risks of mines and UXO to the local population. In those areas, no complete mine clearance could be undertaken effectively in the short term. By integrating educational and specific sociological elements, CMAD aims to support the active participation of the villagers and their local communities in the process of rehabilitation and reconstruction. Hence, CMAD is a specific empowerment process designed for those communities which have to live with the mine and UXO threat for a long period before receiving …

An Integrated Approach To Providing Humanitarian Aid: The Humanitarian Demining Development Response Program In Saurimo, Angola, Amanda Pritchard
The Journal of Conventional Weapons Destruction
There is potential for the effectiveness of humanitarian aid to be diminished through too narrow an approach. Recognizing this, Humanitarian Aid Medical Development (HMD) Response has developed an alternative. Rising to the challenge of responding to actual need, rather than prescribing a generic solution for multiple and intricate problems, HMD Response has developed a unique integrated program based in Saurimo, in north-east Angola.

Mine Action - The Management Of Risk, Steve Brown
The Journal of Conventional Weapons Destruction
The examination of "Standards and Measures of Success" at the recent Humanitarian Demining Conference, hosted by James Madison University (JMU) demonstrated that there must be fundamental changes in the approach to Mine Action if the global influence of land mines is to be successfully challenged. In addressing the need to measure the effectiveness of Mine Action we are acknowledging that the current situation is untenable, particularly if we are to get anywhere near the eradication of the problem by 2010.
The Devastating Effects Of Landmines: The Landmine Problem In The Sudan, Dennis Barlow
The Devastating Effects Of Landmines: The Landmine Problem In The Sudan, Dennis Barlow
The Journal of Conventional Weapons Destruction
Sudan truly illustrates the broad array of horrors that can be visited on a society as a result of landmine-related problems. While we are often haunted by the image of a small child who has experienced the agony of a landmine injury, the cumulative problems caused by landmines typically do not end with the personal, physical, or even mental trauma of an individual. Invariably the net effect of multiple and frequent accidents is to inflict societal trauma, via infrastructure and economic damage, on the country at large. These burdens, shouldered by a country already struggling for survival, can eventually spell …

Within the framework of the federal government’s guidelines and development policy objectives, the GTZ is responsible for the conception, planning and implementation of 2800 projects in 140 partner countries. In addition to federal ministries, the GTZ …
Norwegian People's Aid In Western Sahara: Mine Awareness In A Refugee Setting, Justin Brady
Norwegian People's Aid In Western Sahara: Mine Awareness In A Refugee Setting, Justin Brady
The Journal of Conventional Weapons Destruction
In September 1997, Norwegian People's Aid began efforts to assist Saharawi refugees living in southwest Algeria to return safely to their country. While the mid-Seventies are best known for the exit of Portuguese colonization from the continent of Africa and the subsequent problems that arose, the exit of Spanish forces from the area of Western Sahara brought its own legacy of war, landmines and UXO. The war saw Morocco, Frente POLISARIO, the Front for the Liberation of Saguia el Hamra and Rio de Oro, and in the beginning Mauritania as well, battle for control of the former Spanish holding. The …

United States Interagency Team Visits South Africa, John G. Zavales
The Journal of Conventional Weapons Destruction
In February 1999, an U.S. interagency team of humanitarian demining experts, including representatives of the Office of the Secretary of Defense, State Department, and U.S. European Command, visited South Africa. The purpose of this visit was to familiarize the team with South African demining research and development (R&D), and operations; and to conduct meetings on possible areas of cooperation between the two countries. This initiative was an outgrowth of the U.S. South Africa Bi-national Commission (BNC), which is chaired by Vice President Al Gore and Deputy President Thabo Mbeki.
Angola Shows Ottawa Achilles Heel, Joe Lokey
Angola Shows Ottawa Achilles Heel, Joe Lokey
The Journal of Conventional Weapons Destruction
Landmines are a bad thing. I know that. You know that. Everyone at Ottawa knew that. Even the Angolan Representative who signed the Mine Ban Treaty in Ottawa in December of 1997 knew that. But someone forgot to tell Dr. Jonas Savimbi. Whatever we may think of him, the head of Angola's UNITA (Union for Total Liberation of Angola) liberation group is not out of place in history along with many others intent on being King and overthrowing what they see as a repressive government. Landmines, it seems, are simply a tool in a deadly toolbox.
