During the Bosnian war in the early 1990s, Croat, Muslim and Serb forces deployed between 600,000 and one million anti-personnel landmines. This can seem a meaningless figure until you see the effects of both exploded and unexploded landmines. Driving into town from the Sarajevo airport, I witnessed the striking contrast between the beauty of the hills surrounding the city and the pockmarked buildings damaged by relentless shelling during the Bosnian war. The old town has been largely restored to its historical charm, while the rest of the city and outlying areas continue to exhibit the awful blemishes of war. I …

Conferences: Who Needs Them?, Dennis Barlow
The Journal of Conventional Weapons Destruction
The global mine action process seems to spawn conferences. During the past three years there have been at least 13 major gatherings which contained in their agendas major activities dedicated to improving demining operations. What have the three years of meetings, issue development, and projects produced? Have the conferences and attempts to frame operators' needs been a wasted effort, characterized by travel boondoggles of innumerable representatives to venues far and wide? Or have they driven real development and positive achievement?

In October 1999 when Kosovo Forces (KFOR) entered the Province of Pristina, they were immediately confronted with the problems encountered by a population returning through areas contaminated by unexploded, I NATO-dropped, cluster munitions (CBU). NATO advised that as many as 333 areas had been bombarded with such aerial delivered weapons. T hey found the problem extended to more than 600 mine fields left by the Serbian Army (VJ), Police (MUP), and other paramilitary forces. These were principally along the border with Albania and the Federal Yugoslav Republic of Macedonia (FYROM) and scattered in other strategic areas on the interior.

Dropci is a tiny, devastated, and currently empty community of family farmers in northwestern Bosnia and Herzegovina, near the border with Croatia. Its people are still refugees from the war, as the land is strewn with landmines, booby traps and unexploded ordnance. Monterey County, Calif., is known as the "Salad Bowl of the World" for its agricultural abundance, the "Golfing Capital of the World," and the site of the spectacular Big Sur coastline. Dropci and Monterey County are worlds apart. What is the cord that binds these two communities? The Adopt-A-Minefield Campaign, a program coordinated by the United Nations Association …

The Journal of Conventional Weapons Destruction
Landmine Survivors Network (LSN) works to help mine victims and their families recover through an integrated program of peer counseling, sports, and social and economic re-integration into their communities. In countries in the developing world where landmines are prevalent, survivors lose more than a leg or arm; they often lose their place as a valued and respected member of their society. LSN works with survivors and their families to support their efforts to retake their place and become productive members of their communities. for example, landmine survivors play a crucial role in landmine education, particularly for children within communities at …

An Integrated Approach To Providing Humanitarian Aid: The Humanitarian Demining Development Response Program In Saurimo, Angola, Amanda Pritchard
The Journal of Conventional Weapons Destruction
There is potential for the effectiveness of humanitarian aid to be diminished through too narrow an approach. Recognizing this, Humanitarian Aid Medical Development (HMD) Response has developed an alternative. Rising to the challenge of responding to actual need, rather than prescribing a generic solution for multiple and intricate problems, HMD Response has developed a unique integrated program based in Saurimo, in north-east Angola.

The purpose of this visit was to familiarize the team with South African demining research and development (R&D), and operations; and to conduct meetings on possible areas of cooperation between the two countries. This initiative was an outgrowth of the U.S. South Africa Bi-national Commission (BNC), which is chaired by Vice President Al Gore and Deputy President Thabo Mbeki.

In the fall of 1996, the Center for Geographic Information Science (GIS) at James Madison University became involved in a Department of Defense project, under the auspices of Essex/Star Mountain, Inc. This project evaluated the data needs and data management systems for humanitarian demining in the Third World. In particular, it focused on the information needs of demining in Cambodia and in Bosnia. During the first phase of the project one team of researchers attempted to identify all sources of unclassified country data, image data, and map data. Another team of researchers evaluated commercial off-the-shelf computer software packages for the …

An Interview With Colonel Lawrence Machabee, Usmc: A Retrospective View Of Humanitarian Demining At The Department Of State, Peter J. Hager
The Journal of Conventional Weapons Destruction
Despite the growing attention that humanitarian demining receives now worldwide, in 1994, when Col. Lawrence Machabee began his three-year stint as a Department of Defense (DoD)/Department of State Exchange Officer within the Department of State, humanitarian demining was "on no one's radar screen, at least politically" in the U.S. In FY 93, the U.S. government started demining programs in six countries and had allocated a total of $9 million to its demining efforts around the world. All this changed in January 1994 with the Department of State publication Hidden Killers. Col. Machabee was a central figure in the development of …

The Humanitarian Foundation Of People Against Landmines, Stiftung Menschen Gegen Minen, Colleen Pettit
The Journal of Conventional Weapons Destruction
Founded in January 1996, the Humanitarian Foundation of People against Landmines, or Stiftung Menschen gegen Minen (MGM), is Germany’s first Non-Governmental Organization (NGO) created specifically for humanitarian demining. Before the inception of MGM, Germans in need of demining aid turned chiefly to England (the HALO-trust and Mine Action Group) and Norway (Norwegian People’s Aid). Though a few German organizations have been involved in demining, they have focused on limited mined areas or on political campaign. MGM, in contrast, provides emergency demining aid; instructs and employs the local population in demining precautions and operations; and conducts research in demining operations.
