Participants in the CONVERGE COVID-19 Working Group’s Workshop 3 on Logistics breakout sessions identified key issues that included population considerations, training needs, continuity of operations and resources still available, site planning (i.e., feeding, registration, shelter design, resources, family unity), facility requirements, and supplies needed during a hurricane evacuation.
Operational safety measures and population considerations were mentioned throughout the workshop. This included the need for identifying additional resources, facilities, and staffing to be able to ensure safety is a priority while accommodating social distancing recommendations and the needs of vulnerable populations and staff. Workshop participants emphasized the need to identify new …

COVID-19 has tragically demonstrated the serious threat that pandemics and other disasters pose to older adults’ health, safety, and well-being. What role can senior centers and senior villages play in protecting older adults’ health and building their resilience during COVID-19 and other disasters?
It Took A Fire To Change Us, David Schwartz
It Took A Fire To Change Us, David Schwartz
Executive Vice President & Provost Faculty Research
Everyone who was in Las Vegas on the morning of November 21, 1980 remembers what they were doing when they heard that the MGM Grand was burning. It was the worst disaster in the city’s history, and, at the time, the second-worst hotel fire in the nation’s history. (The 1946 fire in Atlanta’s Winecoff Hotel, which claimed 119 lives, had that dubious honor.) All told, the MGM Grand fire would claim 87 lives. Thursday night had ended normally. At 7:15 Friday morning, a fast-moving fire erupted from the hotel’s deli, racing through the casino and sending toxic smoke through the …

School Violence Threat Assessment: Professional Development Training For K-12 Educators, Christopher J. Potter
School Violence Threat Assessment: Professional Development Training For K-12 Educators, Christopher J. Potter
Dissertations, Theses, and Projects
While threats of violence are relatively common in U.S. K-12 schools, the likelihood of a threat being carried out is very low. School leaders must take all threats of school violence seriously but must also have evidence-informed means to discern less-serious, transient threats from more serious, substantive ones. School violence threat assessment training is a vital professional development tool, to ensure safer schools while avoiding unnecessary labeling of students or overly harsh consequences through disciplinary over-reaction. This manual supplements an abbreviated professional development training presentation on school violence threat assessment based on research and models developed by Dr. Dewey Cornell, …
Comparative Analysis Of National Emergency Management Charters: A Pilot Study Towards Achieving A Standardized Global Emergency Management Framework, Wael Elrayes
Theses & Dissertations
The world is facing increasing risks from a variety of threats, especially those related to extreme weather and natural disasters. The substantial and sustained impacts of major disasters are reinforcing the calls for global collaboration. Nevertheless, worldwide emergency assistance efforts are confronted with several challenges that negatively affect the disaster victims, stress international diplomatic relations, and threaten the social and national security of nations. These challenges arise from the unique nature of each national emergency management framework and the lack of global standardization and governing rules.
We conducted this qualitative study. Using a variety of qualitative analytical methods. we examined …

Climate Migration: Evaluating The Conditions That Breed Conflict, Avery Dillon
Climate Migration: Evaluating The Conditions That Breed Conflict, Avery Dillon
Honors Thesis
The prediction that climate change will cause conflict is at its core based on the assumption that climate change will trigger resource scarcity, resulting in displaced peoples and potentially violent conflict. However, the empirical evidence supporting this phenomenon is highly uncertain and at times directly contradictory. In recent decades, some have claimed that climate change’s exacerbation of extreme weather events such as hurricanes, floods, and droughts have already played major roles in conflicts such as the Syrian Civil War (Selby 2019). Others directly dispute this direct effect, arguing instead that climate change has played only a minor role in influencing …
Locating Emergency Shelters While Incorporating Spatial Factors, Justin Taylor
Locating Emergency Shelters While Incorporating Spatial Factors, Justin Taylor
Graduate Theses and Dissertations
In the immediate response phase of a natural disaster, local governments and nonprofit agencies often establish shelters for affected populations. Decisions regarding at which locations to open shelters are made ad hoc based on available building inventory, and may result in high travel impedance to reach shelters and congestion. This thesis presents a shelter location optimization model based on the two-step floating catchment area (2SFCA) method. The 2SFCA method creates a shelter accessibility score for each areal unit (e.g., census block group) which represents the ability for persons in the unit to access shelter capacity with low travel impedance, relative …
Climate Resiliency: Application Of Gis Methods To Assess Flood Risk, Vulnerability, Potential Impacts, And Resiliency In Hidalgo County, Texas, Joe F. Chavez
Theses and Dissertations
A contemporary concern towards the increased force of storms and massive rainfall occurrences caused by climate change are issues that can cause socio-economic disturbances, destruction of property, and loss of life. The implementation of techniques towards enhancing preparedness, planning, and mitigation, such as assessing risk and vulnerabilities through a Geographic Information System (GIS), can promote climate resiliency. This study measures the risk and vulnerabilities of assets within Hidalgo County through GIS spatial analysis. STATA and GIS results were used to summarize the number of vulnerable assets and assets at risk as well as assets exposed to flooding at the County …

Do Individuals Have Stressful Experience Of A Future Possible Disaster In The Rio Grande Valley?, Nancy Carlson
Theses and Dissertations
The risk of exposure to natural and man-made disasters in the United States has been an increasing concern among key stakeholders. During a disaster event, individuals living in the impacted area experience destruction through personal experience. Whereas, individuals living in other parts of the country experience the disaster second-hand through media outlets such as print, news broadcast, social media, and the Internet.
This study focuses on individuals living in the Rio Grande Valley, a location that is geographically vulnerable to natural disasters including hurricanes, flooding, flash flooding, and storm surge. The study investigates whether individuals indirectly experience stress of two …

Editors’ Note: Fighting The Covid-19 Pandemic Financial Crisis, Andrew Metrick, Rosalind Z. Wiggins
Journal of Financial Crises
Policy makers need decision support as they consider their options. For the past six years the Yale Program on Financial Stability (YPFS), which also publishes the Journal of Financial Crises, has researched and created content about the numerous interventions governments deployed during the Global Financial Crisis (2007-09) and other crises. With the onset of the COVID-19 crisis, we considered how we could best deploy our past research and skills to assist the current crisis-fighting efforts. We decided that we could best contribute to the effort by staying true to our mission to create, disseminate, and preserve knowledge about financial crises …

To address regional flooding in the United States, federal and state agencies are adopting strict drainage policies in any large-scale commercial development within the watershed boundary. The conventional approach of implementing a wet detention pond (WP) reduces the land cover and causes operation and maintenance challenges eventually. The present study developed a decision-support system (DSS) in the Lower Rio Grande Valley region of South Texas for optimal selection of Best Management Practices (BMPs) by substituting a portion of the WP footprint with three regionally promising low-impact development practices, namely, porous concrete pavement (PCP), bioretention (BR), and bioswale (BS). Integrating Emergency Preparedness Rules In Cms Regulated Nursing Homes: A Case Study In Hampton Roads, Va, Tihara A. Richardson
College of Business (Strome) Posters
The purpose of this research is to examine emergency preparedness in nursing homes within the Hampton Roads region. In 2016, the Centers for Medicare & Medicaid (CMS) added specific emergency preparedness requirements to the existing fire safety requirements for regulated nursing homes. The Emergency Preparedness rule outlines regulations for states and long-term care facilities in four core elements: risk assessment and emergency planning; communication plan; policies and procedures; and training and testing. Although there has been an increased focus on emergency preparedness for hospitals, the long-term care industry has often fallen through the cracks as an important component of the …

Bolstering Emergency Management With Technological Tools: Opportunities For 'E-Resilience' Collaborations In Hampton Roads, Ren-Neasha Royanna Blake
College of Business (Strome) Posters
Emergency management continues to ignite policy discussions globally. With the growing impacts of climate change, pandemics, and the international political economy (IPE), more resources are invested in emergency resilience. Researchers in the Hampton Roads area underscore the growing need for emergency management strategies, especially considering the recurrence of natural disasters in the area. To that end, seminars, workshops, and conferences are held annually to convene key stakeholders on this subject. Simultaneously, there is rapid growth in global technological innovations that aim at bolstering countries’ resiliency thrust. These technological innovations gave rise to the 21st-century buzzword ‘e-resilience’. E-resilience involves the use …
An Overview Of Supply-Chain Logistics In International Humanitarian Aid: Finding Challenges And Solutions, Arjun Ganga
An Overview Of Supply-Chain Logistics In International Humanitarian Aid: Finding Challenges And Solutions, Arjun Ganga
Independent Study Project (ISP) Collection
Humanitarian supply chain logistics concern the flow of goods and services in public health delivery. Such supply chains operate in both general development contexts and in acute crisis situations. In this paper, I give an overview of supply chains and then explore some of the challenges and potential solutions in delivering goods and services effectively and efficiently. Specifically, I analyze procurement, maintaining quality goods, incentivizing countries to act, collaboration, verification, possible losses in the supply chain, and ensuring appropriate use of product. I conclude that although humanitarian supply chains pose unique challenges, there is surprising efficiency in the system. This …

Ensuring Accountability To Affected Populations In Humanitarian Settings: "Holding Humanitarian Organizations Accountable To People.", Jazmin Williamson
Independent Study Project (ISP) Collection
Aim: This research aims to examine what guidelines and regulations help ensure that humanitarian organizations are held accountable to their beneficiary populations.
Background: Although people have always been the focus of humanitarian aid, their voice and participation didn't become a centralized part of the conversation until the 1990s and later gained real traction in the early 2000s. During these times, many new foundational documents were created to highlight the "centrality of local participation in aid." Among the documents that enshrined this new principle of population participation included the 1992 Code of Conduct for the International Red Cross and Red Crescent …

Covid 19 In U.S. Migrant Detention Centers: The Call For Freedom In The Face Of A Global Pandemic, Salma Rojas
Independent Study Project (ISP) Collection
My research paper investigates the responses of the U.S. immigration detention system to the COVID 19 pandemic and determines the capacity of the detention centers to keep detained individuals alive and healthy. As I analyze their capacities, I look to past detention center outbreaks, updated public health resources, reports on ICE facility conditions and the testimonies of migrant people who were detained during the COVID 19 crisis. The urgency of the COVID 19 pandemic is why I dedicate part of my paper to what needs to be done to prevent the situation from worsening. In drawing from these various sources, …

Independent Study Project (ISP) Collection
This research explores the ways in which non-state actors have responded to the COVID-19 pandemic in Nepal and the needs present in the months before drastic increases in cases began on May 11th. In doing so, it describes how social and political inequality within Nepal has caused people experiencing the most need to be left out of early phases of the COVID-19 pandemic relief effort. This research includes a literature review which situates Nepal amidst the global pandemic as well as interviews with non-state actors currently responding in Nepal. It finds that migrant workers, daily wage earners, Dalits, Janajati/Adivasi peoples, …

Talking about flood as California's" other big one," otherwise known as a plausible natural disaster with the power to cause damage equivalent to that caused by a massive earthquake, does important work in capturing the imagination. Nearly a quarter submitted short stories about narrowly escaping death-by-ARkStorm, piling on the melodrama and watery metaphors. Because of its sheer scale, epic flooding is not hard to picture and/or to fear, even amidst the palm trees of Los Angeles.[...] I do fear that ignoring the more quotidian flare-ups and inundations and dry spells and snowstorms and other threats, the unevenly distributed" slow violence" …

The Sustainability Of Child Protection Services In The Republic Of Kosovo, Shpetim Bylykbashi
Capstone Collection
Today, in Kosovo, are services provided for the children most in need sustainable? Do these services have stable and long-term funding? Did the decentralization of the Kosovo government strengthen or weaken the existing child protective environment? In an attempt to answer these questions, a review of available literature was completed, as well as direct interviews conducted with relevant stakeholders engaged in Kosovo’s child protection services at both the governmental and civil society levels. The main finding of my research is that vulnerable children in Kosovo, such as children without parental care, children with special needs, and child victims of domestic …

Political Science Faculty Research
Armenia's Government has taken acute measures to combat COVID-19, the novel coronavirus disease, by implementing a set of aggressive policies aimed at containing the epidemic. The perceived relative success of these measures--although it is quite premature to speak of any kind of success at this stage--also recognizes the inevitable: the virus cannot be fully contained and it is a matter of time before its transmission escalates. This is precisely what has been observed in much of Europe, Asia, and North America: containment strategies remain limited, so governments are proceeding with more complex mitigation strategies.

If we were creating a public education system from scratch, would we organize it as most of our public systems are now organized? Would our classrooms look just as they did before the advent of personal computers and the internet? Would we give teachers lifetime jobs after their second or third years? Would we let schools survive if, year after year, half their students dropped out? Would we send children to school for only eight and a half months a year and six hours a day? Would we assign them to schools by neighborhood, reinforcing racial and economic segregation?
