Post-Earthquake Relief Efforts: A Case Study In Foreign Aid And Development, Ella Israeli
Independent Study Project (ISP) Collection
On April 25th, 2015, a 7.8 magnitude earthquake struck Nepal, followed by a 7.3 magnitude aftershock on May 12nd, 2015. Immediate humanitarian aid was needed and promptly received. Now, seven months later, long-term relief efforts are beginning. The major players in both post-earthquake relief efforts and foreign aid are foreign governments, large organizations, and small organizations. In the immediate aftermath, relief workers supplied victims with temporary shelter, food, and healthcare. Now, in the long-term, the two major challenges faced are resettlement and reconstruction. This is true especially because of new problems created by the recent blockade. Victims still are need …

This study extends the Protective Action Decision Model, developed to address disaster warning responses in the context of natural hazards, to “boil water” advisories. The study examined 110 Boston residents’ and 203 Texas students’ expectations of getting sick through different exposure paths for contact with contaminated water. In addition, the study assessed respondents’ actual implementation (for residents) or behavioral expectations (for students) of three different protective actions – bottled water, boiled water, and personally chlorinated water – as well as their demo-graphic characteristics and previous experience with water contamination. The results indicate that people distinguish among the exposure paths, but …

The National Health Security Preparedness Index: Proposed Updates For 2015-16, Glen P. Mays
Health Management and Policy Presentations
The U.S. Centers for Disease Control and Prevention (CDC) initiated development of the National Health Security Preparedness Index in 2012 to create a platform for measuring the nation’s progress in preparing for, responding to, and recovering from disasters and other large-scale emergencies that pose risks to health and well-being in the United States. As a measurement tool, the Index is designed to summarize levels of preparedness achieved within individual states and for the nation as a whole. This session summarizes proposed updates to the Index for 2015-16 that are designed to improve the validity and reliability of Index measures and …

Measuring Changes In Local Surveillance And Investigation Capacity, Christine A. Bevc, Mary V. Davis, Anna P. Schenck
Measuring Changes In Local Surveillance And Investigation Capacity, Christine A. Bevc, Mary V. Davis, Anna P. Schenck
Frontiers in Public Health Services and Systems Research
Background: The outbreak of Ebola virus disease in West Africa and confirmation of the first cases in the United States highlight the need for robust and responsive public health surveillance system. With a 25% decline in funding since 2007, the impact on local surveillance capacities has not previously been described.
Purpose: The Surveillance & Investigation domain of the Local Health Department Preparedness Capacities Survey (PCAS) was reweighted to reflect the national profile of LHDs. Changes in subdomain performance of capacities and the effect of population size on subdomain capacity performance were examined over time.
Methods: Participating LHDs (n=208) …

The Facility Location Problem, Meghan E. Csoke
The Facility Location Problem, Meghan E. Csoke
All Student Theses and Dissertations
The purpose of this study was to analyze the location of an emergency facility location within a town based on given information from the village and to use the results to determine the optimal location for an emergency facility. A model of the problem was developed using a spreadsheet and computer program to record and analyze the optimal response time based on different locations of emergency facilities. Assumptions were made to create situations easily computed through spreadsheet and computer programs. Once calculated, information was used to create a framework of demand density across a gridded map. Once the computer program …

Emerging Leaders Program Team Projects
The 41 fellows in the 2015 Emerging Leaders Program worked with community partners to generate the theme, “Making the Invisible Challenges and Opportunities Visible: Collaborative leadership for economic and social well-being."
The projects provide fellows an opportunity to practice elements of collaborative leadership in peer-led teams working with multiple stakeholders. The projects focus on civic engagement, building a leadership base for Greater Boston that is ready to tackle the big challenges that ensure the broader economic and social well-being of the region. The project sponsor with whom each team works is a nonprofit or governmental organization with big goals. Each …

Parameterization And Validation Of Pyrolysis Models For Polymeric Materials, Stanislav I. Stoliarov, Jing Li
Parameterization And Validation Of Pyrolysis Models For Polymeric Materials, Stanislav I. Stoliarov, Jing Li
Fire Science and Professional Studies Faculty Publications
A methodology for parameterization of pyrolysis models for polymeric solids is proposed. This methodology is based on a series of experiments including thermogravimetric analysis, differential scanning calorimetry, infrared radiation absorption measurement and controlled atmosphere, radiation-driven gasification experiments involving simultaneous sample mass and temperature monitoring. These experiments are interpreted using a transient pyrolysis model run in an infinitely fast (0D) and one-dimensional (1D) transport modes to derive a complete property set. This property set is subsequently validated by comparing the mass loss rate histories obtained from the gasification experiments to the model predictions. For a range of previously studied materials, these …

Development Of Pyrolysis Models For Charring Polymers, Jing Li, Junhui Gong, Stanislav I. Stoliarov
Development Of Pyrolysis Models For Charring Polymers, Jing Li, Junhui Gong, Stanislav I. Stoliarov
Fire Science and Professional Studies Faculty Publications
Controlled atmosphere, radiation-driven gasification experiments were conducted on a series of synthetic polymers including poly(acrylonitrile butadiene styrene), poly(ethylene terephthalate), poly(methyl methacrylate)-poly(vinyl chloride) alloy (Kydex) and polyetherimide. Mass loss rate and non-radiated surface temperature of coupon-sized material samples were measured simultaneously and recorded as a function of time. These temperature data were combined with the results of broadband radiation absorption measurements and previously conducted thermogravimetric analysis (TGA) and differential scanning calorimetry (DSC) to characterize the transport of thermal energy inside the gasifying materials through inverse modeling. Subsequently, complete pyrolysis models, based on the kinetics and thermodynamics of the thermal decomposition derived …
Faith-Based Organizations In Disaster Relief: Locally-Based Strategies For A Higher Demand Future, Zach Goldberg
Faith-Based Organizations In Disaster Relief: Locally-Based Strategies For A Higher Demand Future, Zach Goldberg
Renée Crown University Honors Thesis Projects - All
Due to the effects of climate change, natural disasters are beginning to occur more frequently and are causing greater destruction. The American disaster relief system currently relies on a nationally focused, top-down approach. As resources become more and more limited, it is expected that disaster relief fatigue will occur, required local communities to take a larger role in their disaster relief processes. Right now, major player in both local and national disaster relief are Faith-Based Organizations (FBOs), who provide many crucial services before and after disasters
This paper develops an economic model of the rebuilding stage of disaster relief in …
Adolescent Girls, Human Rights And The Expanding Climate Emergency, Holly G. Atkinson, Judith Bruce
Adolescent Girls, Human Rights And The Expanding Climate Emergency, Holly G. Atkinson, Judith Bruce
Publications and Research
Many adolescent girls—the poorest girls in the poorest communities—already live in an “emergency.” Humanitarian crises only amplify the call on their coping and caring capacities, while exacerbating their vulnerabilities. The frequency and intensity of emergencies, including natural disasters, conflicts, and infectious disease outbreaks such as Ebola, appear to be growing.1 These emergencies threaten entire communities and whole countries, often with global implications. Many become virtually permanent. The authors urge key actors responding to both the threats and opportunities that climate change poses to understand adolescent girls as exceptionally at risk on the one hand, and as exceptionally resilient and …
