The Journal of Conventional Weapons Destruction
For about five years now, it has been accepted wisdom that the national mine action centers (MAC) are the critical nodes of humanitarian demining activity. MACs are at the virtual cross roads of mine action, with policy "coming down" and tactical results "going up." MAC managers are asked to implement standards, evaluate clearance techniques and equipment, integrate the various components of mine action (marking and monitoring, clearance, mine risk education, victim assistance), help prioritize programs and activities, answer to donors, report to the host government, provide information to the UN, master GIS systems, fill empty data bases, develop the perfect …

National Mine Action: Problems And Predictions, Vernon Joynt
The Journal of Conventional Weapons Destruction
I recently received an e-mail with real good bait on the line so I would commit to sticking my neck in the noose once more. The questions included: Will technology ever improve speed and safety in Humanitarian Demining (HD)? What is the comparative efficiency among commercial, military and NGO clearance? Will dogs be more or less integrated into HD programs? When will land use priorities determine clearance priorities? Is "donor fatigue" a reality? If so, how do we fix it? These questions are right in the middle of my current pet struggle to give technology its rightful role and place …

Building National Mine Action Capacity: It Is No Myth, Ian Mansfield
The Journal of Conventional Weapons Destruction
After the success of short term mine action interventions in Kuwait and Kosovo, there has been discussion about the value of the United Nations building national mine action capacity in the countries it supports, rather than implementing a more direct, hands-on strategy. While there is obviously no way of dictating a one-size-fits-all policy, this article will show that the concept of building national capacity remains a vital one and one that has a proven successful track record.

Managing Landmine Casualty Data, Cisr Jmu
Managing Landmine Casualty Data, Cisr Jmu
CISR Studies and Reports
The Mine Action Information Center (MAIC) at James Madison University implemented this project to develop a framework for the systematic collection and management of landmine casualty data. The project was premised on the lack of an adequate system for collecting and managing landmine casualty data on a global basis. Data on landmine and UXO casualties is being collected in a systematic manner in some countries, but worldwide, it is not being collected in a comprehensive or consistent manner that allows it to be compared cross-nationally and aggregated globally. The lack of an adequate system hampers the ability of mine action …
