At the end of October, the Arkansas Department of Education released annual adequate yearly progress (AYP) figures for Arkansas schools. These results are based on benchmark and end-of-course test scores in math and literacy for both overall populations and subgroups within schools. They are used to determine whether a school meets state standards and, given their performance in the most recent two years, whether they are placed in the "school improvement" category

Marginalized Stakeholders And Performative Politics: Dueling Discourses In Education Policymaking, Celina Su

American urban education policy debates pivot around dueling lines of discourse on what ails inner-city youth; such students are portrayed as emblems of a largely African-American and Latino ‘culture of failure’, even as their voices remain largely absent from debates about them. In response, youth-led organizations attempt to forward youth as political stakeholders. I draw upon ethnographic data from two such organizations to examine the performative aspects of their campaign work. I focus on how they engaged in (1) counter-scripting, to imagine themselves as political stakeholders and substantively prepare themselves for their new roles, and in (2) counter-staging, to gain …

To thrive in 2020, we must conceive of the field of public administration in the broadest possible terms. Phenomena that typically have been treated peripherally in our literature are emerging center stage in recent years, confirming that the “old” boundaries of our discipline do not reflect contemporary reality. After reviewing three key developments—the rise of mixed and nongovernmental institutions in public policy, the increasing importance of market mechanisms, and the assertion of meaningful global regulation—an argument is made for a broader reconception of “publicness” that goes hand in hand with the embrace of governance in lieu of administration.

The general purpose of this evaluation is to assess the effectiveness of independent charter schools in promoting two desirable student outcomes: student achievement growth and educational attainment. Independent charter schools are authorized by non-district entities and are considered “independent” because they are not a part of the Milwaukee Public School District. We will estimate achievement growth of independent charter school students in grades 3-8 over four years in reading and math on the Wisconsin Knowledge and Concepts Examination (WKCE). Similarly, in later reports we will track student attainment, specifically whether uppergrade cohorts in our evaluation graduate from high school. Case …

In February 2008 and March 2009, the School Choice Demonstration Project (SCDP) issued its first report and subsequent update on the fiscal impact of the Milwaukee Parental Choice Program (MPCP) on taxpayers in Milwaukee and the state of Wisconsin. These reports covered the period 1993-2009, and addressed two distinct questions: 1. What is the net impact of the MPCP on state and local public funds? That is, what is the difference between the public funds expended on Wisconsin students, including MPCP students, and the amount that would have been spent without the MPCP? 2. This paper presents a theory on the endogenous choice of a country's education policy and the two-way causal relationship between trade and education systems. The setting of a country's education system determines its talent distribution and comparative advantage in trade; the possibility of trade by raising the returns to the sector of comparative advantage in turn induces countries to further diferentiate their education systems and reinforces the initial pattern of comparative advantage. Specifically, the Nash equilibrium choice of education systems by two countries interacting strategically are necessarily more divergent than their autarky choices, although the difference is still less than …

This review of the literature on the concept ally and ally identity development was inspired by a qualitative study exploring the identities and social justice values of prospective teachers of color. Although the participants in the original study never used the term ally, their narratives inspired me to characterize them as allies in the struggle for social justice education. However, a review of the literature on allies, as analyzed through critical race theory and critical discourse analysis, revealed emerging conceptualizations of ally as incongruent with minority identities as they position people of color at the periphery of this social justice …

In July, the ADE released results for the 2009-10 end-ofcourse (EOC) exams given in Algebra I, Geometry, and Biology administered in April 2010. These results followed the Grade 11 Literacy results released in June. First, we present statewide 2010 results compared to last year. Second, test scores are examined across the state by districts' region, poverty level, and size. Third, we consider the performance of Arkansas students on other assessments to see if these results are consistent with EOC results.

Since its passage in 2004, Arkansas’ Act 60 has had a major impact on the smallest school districts in Arkansas. The law requires school districts to be consolidated if their enrollment drops below 350 for two consecutive years. This policy brief will report on the numbers and types of schools and districts that have closed since the passage of Act 60. Moreover, the brief will evaluate the enrollment trends to predict which school districts are “at-risk” of being consolidated for dropping below the 350 student threshold established by Act 60. Children’s ability to walk or bike to school depends largely on where they live. Surprisingly, we know very little about how families make choices about where to live in relation to school travel. Existing school travel research has generally focused on the effects of environmental characteristics on the likelihood of children walking or biking to school. This project took a more comprehensive approach by examining the relationships between transportation to school, neighborhood walkability and where families choose to live.

As Dirk van Damme suggested (van Damme, 2009), the effects of the global financial crisis (GFC) have been manifold and complex and affected countries differently. Australia and Ireland have fared very differently in the GFC so choices will inevitably have been influenced by their relative capacity to spend on higher education. Since 1988 Australia has had a unitary, government-regulated but independent higher education system with block funding from a combination of government allocations and student contributions. In contrast, Ireland retains a government-regulated binary system dependent upon public investment and direct government control of staffing budgets. In recent years, both countries …

School funding has been an area of contention in the courts of nearly every state. Many of these court cases have challenged the constitutionality of state funding formulas, arguing the funding system was inadequate or inequitable because poor urban or rural districts often faced a disadvantage in garnering tax dollars for education. Specific to Arkansas, in the 1983 decision Dupree v. Alma School District, the Arkansas Supreme Court declared the state’s funding system was not meeting its constitutional requirements.

The study analyzed the pretest-posttest results of high stakes test scores, absence frequencies, and high school eligibility cut scores of students who completed fourth-grade through eighth-grades in two academically equivalent but socioeconomically diverse same city Catholic schools. Study outcomes were compared for a naturally formed group of students (n = 28) who had completed fourth-grade through eighth-grades in an urban Catholic school representing fewer family socioeconomic advantages and 40% eligibility for free and reduced price lunch program participation and tuition assistance and a randomly selected group of students (n = 28) completing fourth-grade through eighth-grades in a suburban Catholic school …

In September of 2009, the Office for Education Policy (OEP) released a report titled “An Analysis of Charter Schools on Desegregation Efforts in Little Rock, Arkansas.” In this report, we presented data from the 2005 to 2009 schools years for students who transferred to open-enrollment charter schools in Pulaski County from the Little Rock School District (LRSD). The aim of this report was to show what impacts – if any – these transfers were having on the desegregation efforts of the LRSD. Diversity is seen as a basic norm of higher education policy because it best meets educational and labour market. This presentation examines the concept of diversity as it applies to institutional mission and differentiation, and to research. It argues that in response to rankings and the global financial crisis, policymakers are tending to make a simple correlation between rankings, elite higher education and global competitiveness. There is increasing emphasis on selective excellence and focusing on the 'economic value of research outputs'. However, pursuit of ‘world class’ is skewing policy and institutional priorities.

In 2005, the Thomas B. Fordham Institute, with the support of the Walton Family Foundation and the Bill and Melinda Gates Foundation, published a report showing that charter schools were greatly underfunded compared to traditional district schools in the 2002-03 school year. This report uses FY 2006-07 data, the most recent available when this project began, to describe the state of charter funding, and to see if it has changed since the last report. It includes all of the original 17 states and Washington D.C., as well as seven new states. The new edition also improves our method of analyzing …
