This study focuses on teachers and the impact technology has on their instruction, with a focus on how technology affects their craft. Technology moved into classrooms over several decades, but was boosted significantly by the need to migrate to online instruction by the recent COVID19 pandemic. This migration required teachers to adapt methodologies to offer instruction. This study exposes what teachers articulate about their skills. Their experiences with immersion into digital platforms provide rich commentary on the purpose, progress, and pitfalls of online teaching for them and their students. Students with disabilities (SWDs) in U.S. public schools face unique challenges that profoundly shape their educational experiences and transition into adulthood, such as lower academic achievement and higher rates of exclusionary discipline and juvenile justice involvement. Foster Care Alumni (FCAs), or individuals who left the foster care system either by aging out, adoption, or returning to their family of origin, typically make up a small, fragmented portion of the student body at higher education institutions. This group is increasingly referred to as Foster Scholars on higher education campuses. FCAs tend to have unique and significant challenges like lack of support, need for mental and emotional health services, financial needs beyond tuition and campus fees, and the need for enhanced academic support. This study has explored student’ use of space and time on campus at a public, urban research university in the northeast region of the United States. The study aimed to uncover how students spend time in classrooms and, separately, in public spaces (other than classrooms) on campus. The study complements prior work on the use of space in higher education in two ways. First, it extends what is known about how much time students spend (hours per week, times visited per week) in different kinds of campus space. This dissertation explores the allocation patterns of the official development assistance (ODA) by the World Bank (WB) and the United States Agency for International Development (USAID) in eighteen developing countries of Middle East and North Africa (MENA) and South Asia (SA) for the time-period, 1990-2015. Differing perspectives have been offered by researchers on donor motivations for ODA allocation such as ethical drivers, influence of endogenous country characteristics (educational, socio-political factors of recipient nations) and exogenous considerations (interest of the donor agency) as well as the role of international commitments. Using the Trends in International Mathematics and Science Study Data (TIMSS) 2015 dataset, this study examines 30 different contextual indicators to determine significant predictors of girls’ mathematics achievement globally. The study design employs three nested levels in the hierarchical linear model (individual, classroom, and nation) to analyze cross-national scores and responses to the contextual questionnaires. Additionally, the focus is on girls as a standalone, independent population, not in comparison to boys. This study focused on the political influence of the Long Island Opt-Out Organization, an interest group that promoted the right of parents and guardians to have their children opt out of standardized testing. The study examined the activism and influence of this group on school board elections and policy agendas in four school districts in Long Island, New York during 2014-2019.

This is a quantitative study that examined the efficacy of an orientation program held at a college of technology on first-year student retention and the applicability of Tinto’s Theory of Student Departure (1975, 1993). Data collected through observations and student records of students who began in fall of 2018 and fall of 2019 were analyzed using statistical tests to see if students who were retained attended more sessions than those who departed, if any of the six specific session blocks showed a greater relationship between attendance and retention, and if students who attended more than half of the orientation session …

This research examined faculty attitudes toward online instruction (FATOI) at public high schools across New York State. The research sought to better understand the role that perceived positive and negative aspects of online learning play in shaping FATOI and whether a teacher’s gender, years of service, age, academic background, or experience with online learning played a moderating role. The study further sought to analyze the impact of economic need, location, and instructional application on FATOI. Conventional punitive detention- and suspension-based correctional approaches to student disruptive behavior are widely considered ineffective and counterproductive. Instead of offering opportunities for change and growth, they punish students they deem incorrigible by excluding them from instruction. While effective alternative approaches and programs exist, their use is far less widespread than would seem indicated. The purpose of this study is to explore how schools with successful alternative educational and disciplinary programs manage to overcome resistance to change and create settings that sustain the education for these students who through repeated disruptive behavior tend to fail in conventional punitive disciplinary programs. In the blink of an eye schools across the country closed their doors in March 2020 and teachers were forced to transition from face-to-face instruction within a brick-and-mortar setting to ICT-based remote teaching. Many high school mathematics teachers were accustomed to their students having devices as their schools had established 1:1 computing programs. Even so, not all teachers had fully embraced ICT enhanced instruction in their classrooms. However, often missing from the conversation is consideration of geographic diversity across urban, suburban, and rural school districts. In 2010, New York State both adopted the Common Core Learning Standards and identified the State’s first 67 “persistently lowest achieving” schools, the most severe failure designation available under the State’s accountability system as based upon standardized test performance and/or graduation rates (Common Core Standards Initiative, 2015; NYSED, 2010a). Teacher quality is the most important school-based factor affecting student learning and achievement. In 2009, the Race to the Top (RttT) federal education initiative provided an opportunity for states to compete for federal grant resources to reform their public education systems, which included revamping teacher evaluation systems to improve teacher (and principal) effectiveness. Consequently, New York State was awarded almost $700 million in 2010 during the second phase of RttT for its Regents Education Reform Plan, which established a new teacher and principal evaluation plan known as the Annual Professional Performance Review (APPR). Interest in the role of non-cognitive skills on successful life outcomes (such as academic performance) has increased in recent years. Policy makers in many countries have prioritized the learning of non-cognitive skills in the school curriculum and training frameworks. This qualitative research study provides a critical analysis of New York State’s teacher evaluation policies to document and understand how teacher agency is promoted in these policies over time. Between 2009 and 2014, the United States Department of Education under its national Race to the Top education reform initiative incentivized significant changes to teacher evaluation policies and systems as a key strategy to enhance the quality of the teaching profession. This exploratory study compares the opportunities to learn mathematics intended and enacted between countries with high and low student average performance levels, according to the Trends in International Mathematics and Science Study (TIMSS). It analyzes the differences in OTL in relation to some of the factors that influence teachers’ instructional decisions. The analysis contributes to the knowledge about teachers’ role in the enactment of mathematics curricular policy and that of curricular governance.

This study addresses gaps in the theoretical and policy literature by examining the relationship between associate degree program credit requirements and four student outcomes: associate degree attainment, time to degree, final associate degree grade point average, and persistence. Using student unit record data, a longitudinal quantitative study of a cohort of community college students was conducted for the observational period of fall semester 2011 through winter semester 2016, in order to determine if community college students enrolled in academic programs with higher minimum credit requirements have different outcomes than students in programs with lower minimum credit requirements.

This study investigated how U.S. graduate students financed their Master’s and doctoral programs in 2011-2012. In particular, it focused on students who were eligible to receive Federal financial aid and loans during that year, using a sample of graduate students included in the restricted-use version of the National Postsecondary Student Aid Study. This study investigates the legitimacy of policies to import cross-border higher education (CBHE) in the United Arab Emirates (UAE). This study compares two of the UAE’s higher education subsystems – Dubai and Ras Al Khaimah – to understand how higher education stakeholders in the UAE interpret foreign involvement in higher education and investigate how those interpretations contribute to stakeholders’ assessments of the legitimacy of the country’s CBHE policies. Most countries, developing as well as developed, have adopted some type of quality assurance mechanism. Argentina is neither an island nor an outlier in higher education reforms in general, and it not when it comes to graduate program accreditation in particular. This study explores the way higher education institutions, as examples of autonomous organizations, respond to a new set of regulatory policies. My specific core interest is to discover what types of responses graduate programs give to compulsory accreditation. The study incorporates analysis from the regulatory and the higher education literature, theories and findings.

The purpose of this study was to explore the impact of school-level factors (physical resources, teachers’ and schools’ characteristics) and system-level factors (delegation of financial authority to public primary schools through Parent Teacher Councils (PTCs)) on two educational outcomes - retention rates to the last grade of primary school and learning outcomes - in the Khyber Pakhtunkhwa (KP) province, one of the least‐developed and conflict-affected provinces in Pakistan.
