Various forms of school choice have emerged in recent years to combat the poor results seen in the public education system, but these private schools are financially unattainable for many Americans. Bureaucratic overload, city corruption, inequities in funding, and frequent teachers’ strikes have certainly contributed to the destitute state of Illinois’ public education. In this thesis, the attainability of fiscal relief for Illinois families who choose alternative education and the necessity of the state in permitting such alternatives is discussed.

Trauma-informed pedagogy recognizes childhood trauma and its influence on students’ behavior, health, and ability to learn. By utilizing trauma- informed pedagogy, teachers can help children who have experienced trauma build resiliency. To determine if pre-service teachers are being trained in trauma-informed pedagogy, a systematic review of state-level teacher competency policies from all 50 states and Washington, D.C. was conducted. These teacher competencies were coded for the presence of elements of trauma-informed pedagogy. The review has shown that five states require teacher training in trauma-informed pedagogy and far more require training in individual elements, including social-emotional learning and cultural responsiveness.

This dissertation examines the policy requirement of site-based expenditure reporting which is a requirement of the newest reauthorization of the Elementary and Secondary Education Act of 1965, the Every Student Succeeds Act. For the first time, the federal government has required school districts to report site-level expenditure data publicly. In Illinois, the tool used to meet this federal reporting requirement is Site-Based Expenditure Reporting. In this study, I focus on how school finance leaders understand, process, and implement the site-based expenditure reporting requirement while considering concepts of equity and adequacy. Amid the disruptions of COVID-19 are opportunities to reimagine schooling and education. Taking a historical perspective, this article analyzes education policy following an earlier pandemic, the influenza pandemic of 1918-19, to explore if and how educational change might be possible. Drawing on primary source analysis of Missouri education policy, I argue that influenza-related policy talk was practically non-existent, and the talk that was present mainly focused on how the flu disrupted, but not changed, school operations. This study explores the ways in which the democratic notion of "the people" may be enacted in the school choice arena. Through an investigation of a charter school movement in a rural and segregated district in the Deep South, we explore themes of the constituent paradox that enabled the community to move beyond individual interests towards an expression of the common good. It is argued that for "the people" to be invoked via the democratic claim, they must identify more deeply than the institutions of their representation and recognize an expanded form of individualism defined through participation over consumption.

The COVID-19 pandemic brings to the fore strengths and weaknesses in many public policies, including higher education. There are at least three separate but related areas where institutions of higher learning have been stressed by COVID-19: financing, issues related to the logistics of learning, and inequality. These problems are especially pronounced in countries that suffer from high levels of inequality, such as Chile. This editorial offers a review of some of these challenges and their implication for long-term education policy, touching on the cases of Chile, Canada, and the United States.

Since 2016, refugees from the Congo Wars (RFCWs) have been one of the largestpopulations of refugees resettled in the United States. High-school aged RFCW students are, however, dropping out of Florida public high schools are alarmingly high rates. This study uses ethnographic methods such as interviews and participant observation to investigate educational challenges experienced by RFCW youth. How does spending affect academic outcomes in higher education institutions? Postsecondary schools incur costs to provide services to its student body. In this study, I introduce multiple outcome variables, a two-stage production function, and current-year expenditures on core services to evaluate how school spending affects academic outcomes.

The empirical analysis includes 28 group sample parameter estimates from four outcome variables, the pooled sample, and group samples for each of six sectors. The fixed effects/instrumental variable (FE-IV) instructional expenditure parameter estimates were positive for 20 of the 28 group samples. In 1999, Florida began grading schools on an A to F scale. These grades constituted part of the A+ package of policies advanced by Governor Bush’s administration. Schools then earned grades based on student standardized test scores. These changes followed a decade of increasing dismay over the trajectory of American education and preceded national moves towards test-based accountability for students and schools. Nearly 25,000 graduating high school students across California have earned state recognition for achieving proficiency in multiple languages in 2014. This exploratory, mixed-methods study investigated the early implementation of the State Seal of Biliteracy (SSB) in California. Sixty-two district personnel were surveyed, three SSB directors were interviewed, and a document review was conducted. Overall, the study revealed four themes that influence the implementation of the SSB at the district level: Intentional Creation of an Ecology of Biliteracy, Developing Notions for Biliteracy Scripts and Assessment, Privileging Sequential Biliteracy Development—Scarcity of Biliteracy Pathways, and Individual and Collective Agency for Biliteracy.
