A successful local government exemplifies inclusivity, innovation, and deliberate decision-making, all advancing responsible management of taxpayers' resources. In this qualitative investigation, a phenomenological approach is employed to delve into the lived experiences of local elected officials. The aim of this study was to gain insights into the capacity of these local elected officials for success in governance. Subsequently, the insights from these local elected officials' experiences are harnessed to evaluate their influence and impact on municipal performance.

Different mitigation strategies were developed as higher education institutions transitioned back to in-person learning, and the effectiveness of these strategies depended largely on adherence by college students. There are varying perspectives on, and divergent solutions to, the phenomena of income inequality and poverty. There seems to be polarizing views on both of these sensitive topics. One side of the argument believes income inequality should in itself be mitigated through redistribution measures, while the other argues that this should not be the focus of policy makers, as it deters them from facing the more pressing issue facing society – which is absolute poverty. Despite the evolving role of school psychologists, policies have failed to address the high student-to-school psychologist ratios. The purpose of this study was to determine the predictability of contractual caseload advocacy among California school psychologists and their use of resources to engage in policy-oriented learning strategies. A quantitative research design was used, and data were collected from school psychologists in California (N = 138) who completed an online questionnaire. The theoretical foundation was Sabatier and Jenkins-Smith’s advocacy coalition framework. Ordinal logistic regression indicated that school psychologists’ location and job were not statistically significant predictive factors for advocacy for contractual caseloads. …

Rural education issues in K-12 public schools are understudied despite a large rural student population in the U.S. This dissertation studies how different federal definitions of rural change how rural school districts and their diverse communities are portrayed, in comparison to their non-rural counterparts. This study also explores the recent federal rural policy changes on rural district revenue and student academic outcomes.
