This qualitative phenomenological study purposefully sampled 15 graduate international students at a Southern University (SU). Semi-structured interviews were used to determine their perceptions and attitudes regarding the implementation of campus carry policies at the institution. It was my fourth year of teaching at a Brooklyn elementary school when the COVID-19 pandemic forced school buildings, and the entire city, to enter a world of lockdown and quarantine. New York City was an early epicenter of the 2020 coronavirus pandemic, and the virus quickly revealed severe racial and socioeconomic disparities across the city. A disproportionate number of cases, serious illnesses, and death has been experienced by low-income Black and Latinx communities. At the same time, 2020 also ushered in a national racial reckoning following the May murder of George Floyd.

In a democratic society the use of inter- and intraorganizational collaboration as a pragmatic approach to addressing social issues germane to sustaining that democracy is a challenge, especially in the realm of public education reform. The Common Core State Standards Initiative, an attempt at collaboration to reform public schools initially adopted by more than three fourths of U.S. states, created an ongoing response that included proponents and opposers. The United States’ federal government funds homeless services provided at the local level through the McKinney-Vento Act, encouraging collaboration among providers. This dissertation studies three aspects of homelessness: merging of local planning bodies, identification of homeless students, and the relationship between experiencing homelessness in high school and long-term educational outcomes.

The first chapter studies the effect of merging Continuums of Care (CoCs), local planning bodies for homeless services. Disciplinary practices in California result in minority boys receiving a high rate of disproportionate discipline in the public-school system requiring those students to decide whether to return to school to achieve their high school diploma. The purpose of this case study was to explore what impacts the expelled student’s education decisions from the perspective of individuals who have experience with the California disciplinary system and counseling students who were expelled. Elementary and secondary education policies have evolved to improve academic rigor and increase global competitiveness. Common Core State Standards (CCSS) were established based on state-level elementary and secondary education student needs. The purpose of this quantitative content analysis was to explore how external factors influenced state-level policy actors during the formulation and implementation of one state’s CCSS. In 2010, Tennessee’s 106th General Assembly passed the First to the Top Act (2010), a companion legislation for the federal Race to the Top Act (2009) program launched by the Obama Administration. A provision of this state law required that half of teacher and principal evaluations be based upon student achievement, which included a component of required continuous academic growth. For school districts whose students scored at the highest academic performance levels, the continuous growth component would negatively impact their teachers’ and principals’ annual evaluations. With shared purpose, structure, and resources, network organizations can facilitate knowledge exchange and the growth of inter-organizational relationships.
