The most threatened mammal group on Earth, Madagascar’s five endemic lemur families (lemurs are found nowhere else), represent more than 20% of the world’s primate species and 30% of family-level diversity. This combination of diversity and uniqueness is unmatched by any other country—remarkable considering that Madagascar is only 1.3 to 2.9% the size of the Neotropics, Africa, or Asia, the other three landmasses where nonhuman primates occur. But lemurs face extinction risks driven by human disturbance of forest habitats. We discuss these challenges and reasons for hope in light of site-specific, local actions proposed in an emergency conservation action plan.

Developing nations have been slow to develop and implement cybersecurity strategies despite a growing threat to governance and public security arising from an increased dependency on Internet-connected systems in the developing world and rising cybercrime. Using a neorealist theoretical framework that draws from Gilpin and Waltz, this qualitative case study examined how the government and private sector in Jamaica viewed the state of cybersecurity in the country, and how the country was currently developing policy to respond to cyber threats. Measuring the effectiveness of the Response to Intervention (RtI) framework has become a more urgent need in the broader context of educational policy and the high stakes associated with school improvement. In order to meet these needs, the systematic development of a series of RtI rubrics was initiated within the state of Colorado to support districts, schools, and educators with the implementation of the RtI framework. Novice teachers in the U.S. leave the profession at higher rates than the average U.S. teacher. Attrition of new teachers is problematic for three main reasons: districts must expend resources to replace teachers and school climate and culture are disrupted by staff turning over. Many factors at the individual level contribute to a novice teacher's decision to leave that cannot be easily controlled. Counseling is considered a newer healthcare profession and possibly unknown to others. This study uses a post-positivist phenomenological approach exploring healthcare faculty and students' perceptions of counseling professionals after participating in a semester long interprofessional health promotions and maintenance course. Results indicated most professions are unaware of counselors, their scope of practice, and their benefit to interprofessional teams. Participants showed growth in their knowledge. Results indicate the importance of interprofessional education and need for advocacy awareness.

Tobacco smoking harms health. Taxes and regulations can reduce that harm. But evasion reduces the efficacy of taxes and regulations and creates harms of its own in the form of illicit markets. Enforcement can reduce evasion but creates additional harms, including incarceration and violence. Peter Reu-ter has pointed out that a flat ban on cigarettes would be likely to generate illicit-market harms similar to the harms of existing illicit drug markets. Taxes and regulations can be thought of as “lesser prohibitions,” subject to the same sorts of risks. Minimizing total harm means minimizing the sum of abuse harms and control …

The network that local health officials use to communicate about professional issues is sparsely connected, which may limit the spread of innovative practices. We used agent-based simulation modeling to find out if a policy to promote more connections improved the network’s capability to diffuse innovation. We found that unanticipated effects could result, depending on the requirements of the policy and the proportion of health officials involved. With carefully crafted assumptions and reliable data it is possible to untangle complex processes using simulation modeling. Health inequalities, which have been well documented for decades, have recently become policy targets in the United States. This report summarizes current patterns and trends in health inequalities, commitments to reduce health inequalities, and progress made to eliminate health inequalities. Time trend data indicate improvements in health status and major risk factors but increases in morbidity, with black and lower-education individuals experiencing a disproportionate burden of disease. The primary objective of the study is to identify the extent to which the current school choice policy in New Orleans has afforded students in underserved neighborhoods or city planning districts the opportunity to attend quality schools elsewhere in the city. Though all students in New Orleans have access to schools outside their neighborhood, more than two-thirds (68%) of public school students attended a school within their planning district or in the adjacent planning district in the 2011-12 school year. In staying close to home, just one-fifth (22 percent) of students attended a quality school. A clear relationship existed between …

There are a series of state and federal incentives in California to encourage the installation of distributed generation (DG) renewable energy, largely photovoltaic (PV). This thesis explores the policies behind the incentives, namely the Federal Investment Tax Credit, California Solar Initiative, and Net Energy Metering requirements. Discussion is informed by environmental policy tools, as well as business models that have acted to increase accessibility to these investment-intensive projects. Underlying this analysis is the theme of a shifting energy paradigm, with distributed generation spreading political, economic, and electric power.
