U.S. leadership in artificial intelligence (AI) research and development (R&D) may be challenged by China’s recent and centralized policy planning aimed at rapidly developing AI-related technologies. The Chinese government supports AI as a strategic area supported by high-level policies with ambitious and quantifiable targets, inter-ministry coordination, government funding for research and development, support for workforce development, and suggestions for international collaboration and expansion. Still, as a relative latecomer in the global AI race, China faces numerous challenges to implement its policy planning, including short-term skills gap and long-term institutional constraints.

Today more than 41 percent of the Jordanian population is comprised of Palestinian refugees. Some argue that Jordan has become the new Palestinian state in place of their former land pre-1948. This paper presents the complications of this claim by focusing on the Jordanian government’s constitutional provisions on refugee citizenship, Palestinian support programs and the role the Palestinian identity has played in the integration, or lack thereof, of Palestinian refugees into the social, political, and economic spheres of Jordanian society.

Current and immediate information about the increasingly unpredictable weather conditions are needed to augment conventional knowledge in local communities. Policy analysis on climate information services (CIS) provisioning in the agriculture sector is vital and warranted. This paper describes the global and national CIS policies as well as the institutions involved in provisioning through the characterization of pathways from data generation to dissemination. This thesis examines the effects of France’s educational social cohesion policies, Zones d’Education Prioritaire (ZEP schools) and L’Agence nationale pour la cohesion sociale et l’égalité des chances (Acsé). I argue that these policies affect access to education for working-class descendants of immigrants; however, France’s republican ideology inhibits the extent to which equitability can be established between working-class descendants of immigrants and the majority population. Though a quantitative and qualitative data analysis, I scrutinize trends in education access and the labor market over the 2000s. From 2004 to 2015, the health sector in Nigeria was substantially underfunded despite the existence of a federal health policy committing 15% of the national budget to health care financing. The purpose of this narrative and phenomenological study was to explore the nature and significance of economic claims made in this policy. The central research question examined the extent to which these economic claims were perceived to be realistic, attainable, and successful in meeting their intended policy objectives and impact. For many regions and local governments, budgetary restraints limit funds appropriated for emergency management activities to inadequate levels, and little guidance exists related to decision factors used by elected officials in identifying budget and ordinance priorities. Using Kwon, Choi, and Bae's conceptualization of punctuated equilibrium theory, the purpose of this case study was to examine how decision factors influenced Hampton Roads, Virginia, elected official disaster recovery policy between 2003 and 2012. The importance of this topic was to provide a manageable and collaborative initiative for leadership at institutions of higher learning to identify, develop, implement, and evaluate a policy that can effectively prevent acts of campus-related violence. Pakistan has successfully completed the Extended Fund Facility arrangement with the IMF. The economy has stabilised; inflation has been subdued and initial investment under CPEC has begun. We now stand at a crossroads. One road leads to sustained growth and prosperity, the other to a place where our preoccupation with election-year politics can push us back into the IMF’s arms. The first road requires acting on policy at full throttle so that there are perceptible economic dividends by 2018. What is required to tread this road? Background: This study examined the formulation, adoption, and implementation of a ban on smoking in the parks and beaches in Vancouver, Canada.

Methods: Informed by Critical Multiplism, we explored the policy adoption process, support for and compliance with a local bylaw prohibiting smoking in parks and on beaches, experiences with enforcement, and potential health equity issues through a series of qualitative and quantitative studies.

Results: Findings suggest that there was unanimous support for the introduction of the bylaw among policy makers, as well as a high degree of positive public support. We observed that smoking initially declined following the ban’s …

Homelessness and housing have become central issues in King County, Washington in recent years. This paper analyzes policies across multiple levels of government, and discusses the ways in which they have impacted homeless people in King County. This paper finds support for the idea that geographical disparity in resources has contributed to some of the challenges that King County and Seattle have experienced in their attempts to reduce homelessness.

The European Commission's effort to define the scope and components of the maritime economy was initially motivated by the "Integrated Maritime Policy" (2007). This policy package, principally based on coastal environment protection, maritime safety and security, and the European marine observation and data network, also included the development of an EU-wide economic and social database on maritime activities. Both the individual and the long-term economic consequences of concentrated poverty are well- documented in social science research. The report adds to that knowledge by examining the practical, budgetary consequences faced by urban centers that are characterized by high poverty levels. This paper examines the association between race blame attitudes with support for policies aimed at improving the nation’s large cities among White and Black Americans. Although legislative safeguards protect the constitutional rights of all Americans, Blacks trail Whites on nearly all quality of life indicators. By extension, the quality of life within cities with disproportionate and segregated Black populations is decidedly worse than in other cities.
