India has demonstrated considerable progress in improving various aspects of its primary education system, including infrastructure and buildings, teacher-student ratios, and school enrollment. However, student learning outcomes remain consistently low across the country. A review of the literature surrounding learning outcomes has highlighted gaps in school instruction and has shown the dire need for innovations in pedagogy and curriculum to improve student learning. In the Fall of 2017, Amazon Inc. opened an unprecedented nationwide bidding competition.[1] The huge online retailer was seeking a home for its second headquarters, dubbed “HQ2,” which could potentially include 50,000 high-paying jobs and billions of dollars of investment into a local economy.[2] The company completed a request for proposal (RFP) that detailed the baseline amenities that cities applying for the headquarters must have. This included Interstate access, a metropolitan population of over 1 million, an international airport, and the presence of a research university.[3]

In an analysis of natural disaster hotspots, the Philippines is one among several countries where large percentages of the population reside in disaster-prone areas (Hazard Management Unit of the World Bank, 2005). Consequently, these catastrophic events also entail adverse macroeconomic impacts to the economy (Bergeijk & Lazzaroni, 2015). This study looks at how all 50 states define STEM education in policy, using four models: (a) Disciplinary STEM (Science, Technology, Engineering, Mathematics); (b) Integrated STEM focusing on combining two or more disciplines to produce critical thinking, real world application, and creative problem solving; (c) the Disciplinary and Integrated STEM model that acknowledges both to summarize programs at the state policy level; (d) the model with no definition of STEM education. Like many other municipal governments, Lexington utilizes a web of partnerships to support economic development. These relationships take many forms; LFUCG employs grants, tax incentives for businesses, and contracts with other organizations. Unlike some of its peers, though, LFUCG does not have a strategic plan in place to drive decision-making processes and sharpen its focus on outcomes. Ginning Up Economic Growth? Evaluating The Effects Of County-Level Alcohol Sales, Nathan Smith

The academic literature on the topic of legal alcohol sales is vast; from the effects on crime to population health outcomes. The economic development impact of alcohol sales, however, remains relatively unexplored. This research examines county-level data from the State of Arkansas between the years 2009 and 2014 in a cross-sectional time-series regression analysis to determine whether economic development benefits exist that can be attributed either directly or indirectly to legal alcohol sales. Ultimately, this study finds that alcohol sales are positively and significantly related with food service and accommodation employment as well as higher per capita personal income.

The Economic Impact Of City-County Consolidations: A Synthetic Control Approach, Joshua Hall, Josh Matti, Yang Zhou

Although more rapid development is a primary motivation behind city-county consolidations, few empirical studies explore the impact of consolidation on economic development. No studies look at government consolidation in the United States using modern causal inference methods. We use the synthetic control method (SCM) to examine the long-term impact of city-county consolidations on per capita income, population, and employment. The results from the three cases explored indicate that consolidation does not guarantee development and actually can have negative effects. Additionally, consolidation can deepen the urban-rural divide by accelerating the decline of rural populations relative to those of urban areas. The …

The article challenges the perception among some in the field of community and economic development that small and socioeconomically distressed metro areas do not attract a proportional share of grant capital from the nation’s largest foundations.

The analysis presented in this article reviewed nearly 169,000 community and economic development grants made by the largest foundations between 2008 and 2013 to identify metro- area characteristics that are associated with higher levels of grant receipt.

The density of nonprofit organizations and the presence of large, local foundations are shown to be consistently significant predictors of grant receipt. After controlling for these and …

Small business success drives the health of a local economy. The problem of this three phase mixed methods study was to encourage entrepreneurship by identifying the resources that support business startup and growth. In the first qualitative phase, the city business resource webpage was observed and 10 entrepreneurs were interviewed to identify which business resources were used for their recent startups. Using the data from the interviews, a survey instrument was developed for the Small Business Subcommittee (SBS) that was used in the second quantitative phase which included 351 business owners; 35% were women and 65% were men. A region's workforce has been described as its greatest asset. Guided by human capital theory and new growth theory, regions have pursued economic development policies to increase the number of college-educated workers and expand the pool of STEM -- science, technology, engineering, and math -- talent. Academic literature and policy interventions have focused on a region's human capital in terms of educational attainment instead of a more fine-grained definition of human capital based on skills and competencies. This analysis of employment, output, unemployment, and house prices finds that the 10 major metropolitan areas of the Mountain West, despite significant economic headwinds, weathered the first quarter of 2015 with robust economic growth. Eight of the region’s 10 major metro areas advanced on all four metrics of economic performance, and the remaining two metro areas slipped only on a single front.
