Relative to social and economic rights, there is little discourse on the issue of political rights in sub-Saharan Africa (SSA). This fact is attributable to the pressing problems of lack of access to food and healthcare that plague millions of people in the region. However, without the observance of political (and civil) rights, economic development, wealth redistribution, and basic social order may be compromised. Contrary to arguments that insist that economic growth and social stability often require the limitation of political rights, political rights are a necessary requisite for promoting civilian support of governmental policies. In recent years “poverty reduction” has become the watchword in development agencies, in international lending institutions, and among development economists generally. The focus on poverty reduction reached a high point perhaps with the articulation of the Millennium Development Goals (MDGs) and with the extensive analytic work that has accompanied the MDGs. Yet, much of the discussion of poverty reduction and economic development in low and middle income countries has either ignored the issue of income distribution or has tended to view income distribution only in terms of its impact on economic growth.

This report examines the four central cities in Northeast Ohio – Akron, Canton, Cleveland, and Youngstown — in the context of their metropolitan areas. A central city is the largest or most important city of a metropolitan area. A metropolitan area combines a large city with adjacent urbanized areas and peripheral areas that are closely bound to the center with strong ties to commuting, commerce, and a common labor market.

This report describes the findings from the third study of Dashboard indicators using the framework that was developed in the previous two studies. The framework resulted in a set of indicators that explains the dynamics of regional economic growth for large and mid-sized metropolitan areas in the United States. The objective of this study is to continue monitoring the performance of Northeast Ohio metropolitan areas over time and in comparison to other metropolitan areas across the United States.

The concept of “clusters” has been a key idea in economic development in Maine and other states for more than a decade. In 2002, the Maine Science & Technology Foundation (MSTF) released a study of the cluster characteristics of the seven technology sectors that were designated as the focus of attention for Maine’s research and development support programs.

The elimination of childhood lead poisoning is a national health policy objective to be attained by the year 2010. A full understanding of the poisoning risks that lead poses for young children and infants evolved as more research focused upon its effects. Some of the first warnings of the potential dangers associated with lead began with studies conducted as early as the 1940s and 1950s. Over time, the link between exposure to lead and reduced cognitive function and impulse control in young children was firmly established. The Honest Broker? Canada's Role In Haitian Development, Michele Zebich-Knos

Since the early 1990s Canada has played a key role in Haiti’s development process. The article explores whether Canada’s foreign policy is becoming more reliant on military-assisted solutions, including peacekeeping, as a way to solve Haiti’s internal problems and achieve good governance. The article also examines the Canadian concepts called “Responsibility to Protect, React and Rebuild” which are linked to humanitarian intervention, and their implication for Haitian sovereignty. The conclusion cautions against an overly ambitious Canadian development policy for Haiti which has little chance of success.

Historic preservation has been a successful economic development tool that has led to heritage tourism in some Tennessee towns but not in others. The problem studied was to determine if there was a set of tangible attributes a town must possess to be successful in using historic preservation as an economic development tool. Through an extensive literature review, 59 predictor variables were identified and arranged into 6 research questions looking at the tangible attributes related to town demographics, geography, organizational structure, historic preservation organizations, heritage tourism organizations, and town financial structure. This report describes trends in the high-tech sector in Northeast Ohio, focusing on the 2004-2006 time period. It is the first update to a baseline report released in February 2007 that analyzed trends between 2000 and 2005. This study follows the baseline report in that it examines the high-tech sector in Northeast Ohio from three perspectives — high-tech industries, high-tech occupations, and research and development activity. It assesses the strengths and weaknesses of high-tech industries in terms of employment, average wage, gross regional product (output), and productivity.
