Since the end of World War II, and especially over the past three decades, there has been a dramatic increase of interactions between international financial institutions (IFIs) and states. This paper will explore these interactions by examining the Hashemite Kingdom of Jordan and the International Monetary Fund (IMF). This paper rests on the assumption that the complex implications of these interactions are not yet comprehensively understood and will move towards that goal by setting forth a collection of new approaches to further understand IFI-state interaction. Recent legislation by the U.S. Congress authorized a federal regional commission for the Black Belt South. Three southern social scientists first proposed the commission at Tuskegee University’s Professional Agricultural Workers Conference in 1990. Following congressional seminars on the Black Belt by Ronald Wimberley and Libby Morris, the first legislation for the commission was introduced in the U.S. House of Representatives in 1994. After a succession of 12 U.S. House and Senate Bills, Congress finally authorized “the Southeast Crescent Regional Commission” in 2008 with support by various, and sometimes competing, groups. Post-Secondary Promises: What Do Ontario Municipalities Expect To Realize From University Satellite Campuses?, Brittney Yeats

This paper examines the local impact of university satellite campuses by focusing on the factors that motivate municipalities to pursue a satellite campus and the benefits they intend to realize with these developments. It uses four case studies – Laurier Brantford, Lakehead Orillia, McMaster Burlington, and University of Waterloo Stratford – as well as a diverse range of literature to gain further insight on the motivations and expected benefits that municipalities seek to accomplish. The findings reveal that municipalities pursue university satellite campuses as a form of development policy, with the expected benefits far exceeding the perceived costs to the …

This paper examines the topic of homelessness with a specific focus on Winnipeg, Manitoba to determine why it has remained inactive in addressing this social issue. It uses a qualitative approach in the form of interviews with different employees for the City of Winnipeg and members of non-governmental organizations to understand why the city has had such a limited response. This paper also compares Winnipeg to Edmonton, Alberta and Vancouver, British Columbia to analyze the experiences of other Canadian cities that are attempting to tackle homelessness. In 2010, GICHD initiated a project on landmines and land rights in conflict affected contexts. The purpose of the project was to strengthen the capacity of mine action organisations to prevent and respond to land-related conflict before, during and after mine action operations. Since 2011, GICHD has been partnering with UN-HABITAT to undertake a series of land assessment and support missions in key countries toprovide mine action organisations with analyses of land related conflicts and practical guidance on how they can ensure their mine action operations “do no harm” and take land issues into consideration. It is recommended that the City of Guadalupe prepare and implement a small-scale business expansion and retention program using existing service providers in the area.  This type of program model seems to hold the most potential for Guadalupe. A mixed-methods approach including in-depth cases studies of existing economic development programs and an analysis of opportunities and constraints in Guadalupe informs a set recommendations for future economic development in the City. This report describes the outcome of case study research of consolidated dispatch centers in the state of Ohio. Each case study includes descriptions of the governing and operating structure, consolidation process, funding and fee structure, and the successes, challenges, and lessons learned by each entity. The results suggest that while the experiences among consolidated dispatch centers varied, the elements that should contribute to a successful transition are building strong relationships, involving a center director and other stakeholders (including affected employees) in the planning process, having a willingness to compromise, providing training for dispatchers developing of standard operating procedures, and establishing …

Across the U.S., and particularly in the Northeast, cities known as former "mill towns" have been largely unsuccessful in attempts to revive their economic vigor. States and cities invest millions each year in efforts to reinvigorate these cities through economic development policies. Debates about the effectiveness of such policies in generating economic growth outcomes are prevalent in the literature. This thesis takes a different focus by considering the alignment of economic development goals and actions among citizens and government professionals. This report describes results from research conducted by the Center for Public Management (PM)of the Maxine Goodman Levin College of Urban Affairs at Cleveland State University to gain an understanding of the relationship between the supply and demand sides of Northeast Ohio’s Information, Communications, and Technology (ICT) market, and how supply and demand communicate to provide the skilled ICT workers needed by ICT-related employers. Further, the intent of the Phase II research was to gain an understanding of how post-secondary education institutions link to the ICT employers as providers of students to meet market demand.

In continuation of its generous support to the Regional Initiative for Sustainable Economy Programme, known as RISE, the Government of Japan has agreed to extend the duration of the programme until June 2007. This USD 12.7-million programme is fully funded by the Government of Japan under the Peace Building Grant Aid scheme, and has been in operation in Balkh, Nangarhar and Kandahar provinces. The actual implementation of the RISE activities started in March 2006 initially for the period of one year, and was recently extended until June 2007.
