The mission of the Gastón Institute at UMass Boston is to inform policymakers and the public about issues vital to the state’s growing Latino community and to provide research, analysis, and information necessary for more effective public policy development. The Gastón Institute has a long track record of conducting collaborative mixed-methods research in Chelsea, especially with Latino immigrants from Central and South America. For example, in 2008-2010, Gastón researchers worked with Chelsea Public Schools to evaluate family literacy programs at five schools. A growing body of research suggests that sex offense registries, though popular with politicians and the public, are ineffective at reducing victimization. Registries only address the individual who perpetrates after victimization occurs in an effort to prevent recidivism. They do not address the other, broader reasons that victimization transpires; they do not prevent sexual violence, and they do not improve communities’ safety. Using the socioecological framework to design primary prevention practices accounts for the interplay between the individual, relationship, community, and societal factors that lead to perpetration and should be used in place of reactive measures that fail to effectively …

Concerns about social distancing have resulted in the cancellation of therapy and doctor’s appointments, leaving those with serious mental health issues without treatment. The need for social distancing amidst the pandemic has particularly affected children seeking treatment from Children’s Advocacy Centers (CACs), many of whom have witnessed or experienced abuse. In order to treat children who cannot physically go to a center, many CACs have begun using teletherapy, which is the use of interactive, synchronous technology to provide counseling services. First, this paper constructs the background on search warrants, including the legal precedent, policy environment, and stakeholders involved. Second, and most importantly, it will analyze the outcomes, impacts, and, particularly, the disproportionate minority impact of each section of Breonna’s Law. Potentially Terminal Conditions: Economic Globalization And Ecological Footprint, Raymond A. Wiseley

This paper studies the relationship between economic globalization and environmental footprint. It hypothesizes that economic globalization will increase the negative environmental impact. The study covers theories for and against this argument, focusing especially on the validity of an environmental Kuznets curve, market-based solutions, and other suggested policies. It then gathers data and tests the relationship using a regression analysis. The results show a statistically significant positive relationship between economic globalization and ecological impact. The study concludes by discussing these results and proposing future steps.

COVID-19 brought the public’s attention to the critical value of transportation and supply chain workers as lifelines to access food and other supplies. This report examines essential job skills required of the middle-skill workforce (workers with more than a high school degree, but less than a four-year college degree). Many of these middle-skill transportation and supply chain jobs are what the Federal Reserve Bank defines as “opportunity occupations” -- jobs that pay above median wages and can be accessible to those without a four-year college degree. Prostitution is as old as human civilization itself. Throughout history, public attitudes toward prostituted women have varied greatly. But adverse consequences of the practice—usually imposed by men purchasing sexual services—have continuously been present. Prostituted women have regularly been subject to violence, discrimination, and indifference from their clients, the general public, and even law enforcement and judicial officers.

Jurisdictions can choose to adopt one of three general approaches to prostitution regulation: (1) criminalization; (2) legalization/ decriminalization; or (3) a hybrid approach known as the Nordic Model. Across the United States, improvements in health outcomes lag while health care costs rapidly rise. Medical personnel and resource shortages combined with high underinsured and uninsured rates further complicate access to quality, affordable health care. In order to better understand state-level solutions, we explore factors that contribute to health care deficiencies and emphasize Nevada’s unique obstacles.

Clearing The Mines 2020: A Report By Mine Action Review For The Eighteenth Meeting Of States Parties To The Anti-Personnel Mine Ban Convention, Mine Action Review

Key Findings:

• In 2019, a global total of more than 131 square kilometers was cleared of anti-personnel mines, with more than 96% of recorded clearance occurring in States Parties to the APMBC. However, this total is a marked decrease on output in 2018 of more than 155 square kilometers, and was the lowest recorded clearance globally for more than ten years. The true total area of clearance is probably considerably greater, but data recording and reporting problems prevent accurate reporting of a higher figure, in addition to a lack of transparency by several States not party.

Many data situations require the consideration of network effects among the cross-sectional units of observation. In this paper, we present a generalized panel model which accounts for two features: (i) three types of network effects on the right-hand side of the model, namely through weighted dependent variable, weighted exogenous variables, as well as weighted error components, and (ii) higher-order network effects due to ex-ante unknown network-decay functions or the presence of multiplex (or multi-layer) networks among all of those. We outline the model, the basic assumptions, and present simulation results.

For four decades, U.S. Presidents have issued executive orders requiring agencies to conduct comprehensive regulatory impact analysis (RIA) for significant regulations to ensure that regulatory decisions solve social problems in a cost-beneficial manner. Yet experience demonstrates that agency RIAs often fail to live up to the standards enunciated in executive orders and Office of Management and Budget (OMB) guidance. The Office of Information and Regulatory Affairs (OIRA) oversees agency compliance with the executive orders, but OIRA is about half the size it was when it was established in 1980. Traffic congestion reduces productivity of individuals by increasing time spent in traffic and also increases pollution. To reduce traffic congestion by better handling dynamic traffic patterns, recent work has focused on online traffic signal control. Typically, the objective in traffic signal control is to minimize expected delay over all vehicles given the uncertainty associated with the vehicle turn movements at intersections. We have used value sensitive design as a method to develop an agent-based model of values in humanitarian logistics for refugees. Schwartz’s theory of universal values is implemented in the model in such a way that agents can make value trade-offs, which are operationalized into a measure of refugee wellbeing and a measure of public opinion about how the refugee logistics is being handled. By trying out different ‘value scenarios’, stakeholders who are responsible for, or involved in refugee logistics can have insights into the effects of various value choices. KCIS2019 examined the implications of the changing international order for international security. It studied the hypercompetitive, multipolar environment in which we find ourselves, marked by a persistent struggle for influence and position within a “grey zone” of competition. This edited collection features contributions from academic and military experts who have examined the future of the liberal international order and what is at stake. These evidence-based examinations discuss the challenges to the order, and why it has been so difficult to articulate a compelling narrative to support the continuation of American leadership.

This study carried out the scientometric analysis of road traffic accident research in India from 1977 to 2020. It aimed to examine type of publications with their citations and usage, the year wise publication and citation growth, most preferred journals, authors’ preference of keywords used, collaboration of Indian authors, authorship pattern and most prolific authors, and top contributing organizations. During 44 years of study, 1,132 research items were published and indexed in Web of Science (WoS) bibliographic database. There are many opinions surrounding the importance and effectiveness of emergency exercises and their influence on the response phase of emergency management. Understanding how exercises affect emergency response operations can help training and exercise programs enhance the structure and implementation of meaningful, strategic exercises. However, there is limited research available to validate this. This qualitative study analyzed the responses of 106 survey participants and found that exercise participation positively impacted the ability of individuals to respond to incidents and disasters. Latinos are one of the fastest growing ethnic groups in Massachusetts. Between 1980 and 2017, the Massachusetts Latino population increased by 475%, with many new arrivals coming from Central and South America. In Massachusetts, the top ten Latino subgroups by population size are: Puerto Ricans, Dominicans, Brazilians, Salvadorans, Guatemalans, Mexicans, Colombians, Cubans, Ecuadorans, and Hondurans. These varied national origins reflect the diversity of the state’s Latino community and its breadth of strengths and needs.
