Rising seas and more frequent and severe storms are increasing the risks and costs of flooding. Using 2009-2018 data for the U.S. state of Florida from FEMA’s Community Rating System program (CRS), which scores participating local governments on their flood risk mitigation activities: I study (1) whether increasing flood risks have led to increases in program participation and score among Florida towns and cities; (2) what risk, fiscal, and demographic factors are driving local governments to invest in CRS-recognized flood risk mitigation measures; and (3) the association between CRS measures and home values.

Determining Access To Financial Services Among The Young And Poor In American Communities, Komla Dzigbede, Sarah R. Young

This paper investigates access to financial services in American communities. It analyzes the access gap that the young and poor face relative to more economically advantaged and older groups in society. The paper uses data from the World Bank’s Global Financial Inclusion survey to create a multi-dimensional index of financial access and estimates a menu of quantitative models to gauge financial inclusion. Results show that young and poor people face substantial gaps in access to financial services when compared with older people, higher income individuals, more educated people, and individuals who are less vulnerable to future economic shocks. The epic failure of fixed public housing projects supports the paradigm that poverty concentration makes poverty and the cycle of poverty intractable. Moreover, neoliberal, free-enterprise theorists interrogate the viability of the state as a provider of social goods and services and press the need for market-based schemes such as housing vouchers. This article examines the implementation of The Patient Protection and Affordable Care Act (ACA) with a particular focus on the states’ contracted outreach and enrollment services. Having collected administrative and perceptual data from key informants, we examined outreach and enrollment contracts in six states that have reduced the uninsured rate by at least 20% of ACA-eligible population. Our findings suggest that the complexity of the law and its structure, as well as the characteristics of contracting were, in effect, “drowned out” by clear patterns of highly collaborative implementation that involved extensive chains of diverse outreach/enrollment actors. Asian countries have experienced fast disappearance of urban-fringe farmland which at some point provided 70% of the vegetables consumed by the city's population. Uneven distribution of incomes, along with an increase in urban poverty, has further exacerbated the already critical problems of low quantity and quality and high prices of wholesome food. Secondary traumatic stress (STS) refers to the experience of people – generally professionals– who are exposed to others’ traumatic stories as part of their work. As a result of this exposure, these professionals can develop their own traumatic symptoms and reactions. Child welfare staff are particularly susceptible to STS because of the vulnerable nature of the families they work with, the unpredictable nature of their jobs, and their general lack of physical and psychological protection (ACS-NYU Children’s Trauma Institute, 2011). Neighborhoods of color tend to be the most dangerous places for cyclists and other road users, a result in part of historic disinvestment and failure to provide basic infrastructure. Safety efforts to reduce crashes, like Vision Zero, have called for both increased investment, a qualified benefit for disenfranchised communities, and increased traffic enforcement, a response that is likely to place people of color in even greater harm based on extensively documented police injustice.
