In early 2017, two asylum officers went to reporters at Reuters to warn the public of a new immigration policy. This policy would see thousands of children separated from their parents; a humanitarian crisis engineered purposefully by the administration would be underway for the next years. Along the way, dissenters would try to stop the administration’s policy. In her seminal work The Ethics of Dissent: Managing Guerilla Government, O’Leary (2019) describes these types of events as guerilla government. Incarcerated parents are at a substantially higher risk for losing their legal right to parent than the general public. This study assessed implicit perceptions and biases that may play a role in these legal decisions, specifically the perceptions of incarcerated parents’ ability to parent and influence their children’s lives. Court appointed special advocate (CASA) volunteers’ (N = 242) perceptions of incarcerated parents based on the parents’ personal characteristics, characteristics of their children, and characteristics of their criminal activity were assessed through a true-experiment design. One of the most niche sub-arenas of public administration, higher education administration, involves preparing future leaders and scholars for global perspectives. This original research examined whether collegiate, traditionally-aged, undergraduate student risky behavioral choices rose during the study abroad experience as compared to when in the home collegiate environment. After investigating the literature an opportunity to connect the phenomena of domestic risky behavior, collegiate study abroad, and tourism materialized. The anthropological concept of liminality served as the theoretical perspective that anchored the construction of this research. As the online spread of misinformation increases, policymakers are finding it more difficult to ensure that the public is only exposed to the evidence they share and that their evidence is believed. Policymakers find they must now combat misinformation spread by a variety of entities. This dissertation explored thematic concepts regarding information in existing literature – information as a thing, information as a public good, information as propaganda, information use by elected officials, and information on social media. This research examines the community needs of a specific region, Northwestern Pennsylvania, in order to determine how well the community’s current social needs are being addressed by nonprofit organizations in this area. A comprehensive review of related literature is provided in order to establish a theoretical framework for this topic. This background is utilized in the development and execution of a community needs assessment for the Northwest Pennsylvania region. Previous research on social equity performance in the distribution of funding mechanisms across institutions of higher education has found biases in reputation and administrative capacity contributing to peer reviews during the funding process. Further research is now necessary to identify what contributes to these perceived biases and what enables an institution to signal competitiveness to funding sponsors based on the Principal-agent and resource dependency theories. The Housing Choice Voucher Program (HCVP) is a public-private partnership between a landlord, voucher holder, and a Public Housing Authority (PHA). However, this public-private partnership appears to be a two-sided partnership instead of a three-way partnership as the HCVP was designed. Over 110,000 landlords have withdrawn from the HCVP since 2009, which has negatively affected housing choices for voucher holders. This phenomenon of landlords leaving the HCVP is a catastrophe problem for the rental housing crisis that is a part of the larger affordable housing crisis. Objectives: Problem-solving courts are traditionally voluntary in nature to promote procedural justice and to advance therapeutic jurisprudence. The Family Treatment Drug Court (FTDC) in Lancaster County, Nebraska, is a mandatory dependency court for families with allegations of child abuse or neglect related to substance use. We conducted a program evaluation examining parents’ case outcomes and perceptions of procedural justice to examine whether a mandatory problem-solving court could replicate the positive outcomes of problem-solving courts. The Equal Pay Act (EPA) purports to prohibit employers from paying female employees less than male employees with similar qualifications; however, the affirmative defenses provided in the EPA are loopholes that perpetuate the gender pay gap. In particular, the fourth affirmative defense allows for wage differentials based on a “factor other than sex.” Many federal circuits have read this defense broadly to include wage differentials based on salary history. That is, an employer can pay a female employee less than her male counterparts because she was paid less by her previous employer. While salary history was once viewed as an …

This project is an overview of the emergency management discipline in protecting American schools through describing classroom active shooters, determining shared characteristics and indicators, and previous suggestions to improve the safety of the learning environment. Several sources were used to determine the best methods to mitigate this threat, including official after-action reports from past occurrences, psychological examinations of perpetrating individuals, and numerous federal agencies, such as the Department of Justice and the U.S. Secret Service. Archival collections that include records about victims and survivors of child abuse present unique challenges regarding privacy, access, and representation. With a long tenure of collecting on the history of social welfare, University Archives and Special Collections (UASC) in the Joseph P. Healey Library at the University of Massachusetts Boston had to address these challenges before processing and making available the historic inactive records of the Massachusetts Society for the Prevention of Cruelty to Children (MSPCC). Background: Childhood overweight and obesity in the US has persisted as a serious public health concern despite efforts to address it. Children today are now estimated to live shorter life expectancy than their parents due to the consequences of childhood overweight and obesity. The earlier focus on healthy diets and an increase in physical activity have proved inadequate in reversing the trend. Using the social ecologic model (SEM), this study assessed the ecological and behavioral influences on childhood overweight and obesity among Non-Hispanic white, Non-Hispanic black, and Hispanic children. Opioid overdose deaths have quadrupled since 1999. Georgia is one of 35 states with a significant increase in drug overdose deaths from 2013 – 2017, with deaths increasing by 70% during 2010-2018. Many states, including Georgia, have implemented naloxone standing orders to remove barriers to access to naloxone, an opioid overdose reversal drug that reverses opioid overdose symptoms. However, it is still not readily available in places where it is most needed. This research investigates naloxone availability in Georgia 44 months after the implementation of a statewide standing order.
