In December 2011, the Chief Executive Officer and Chief Financial Officer of JPMorgan Chase (JPM) instructed the bank’s Chief Investment Office to reduce the size of its Synthetic Credit Portfolio (SCP) during 2012, so that JPM could decrease its Risk-Weighted Assets as the bank prepared to adopt the impending Basel III bank capital regulations. However, the SCP traders were also told to minimize the trading costs incurred to reduce Risk-Weighted Assets, while still maintaining the opportunity to profit from unexpected corporate bankruptcies. Incorporating Macroprudential Financial Regulation Into Monetary Policy, Aaron Klein

This paper proposes two insights into financial regulation and monetary policy. The first enhances understanding the relationship between them, building on the automobile metaphor that describes monetary policy: when to accelerate or brake for curves miles ahead. Enhancing the metaphor, financial markets are the transmission. In a financial crisis, markets cease to function, equivalent to a transmission shifting into neutral. This explains both monetary policy’s diminished effectiveness in stimulating the economy and why the financial crisis shock to real economic output greatly exceeded central bank forecasts.

In the summer of 2018, after it was revealed that there were dangerous levels of lead in the drinking water in Newark, New Jersey, the Natural Resources Defense Council and the New Jersey Education Workers Caucus filed a lawsuit against the City of Newark. They claimed the city did not comply with statues in the Safe Drinking Water Act, Lead and Copper Rule, and New Jersey’s Open Public Records Act. This report examines trends in high school graduation rates for the state of Arkansas. Graduation rates are evaluated at the school level for students overall and for students who face economic disadvantages. Earlier research by the Office for Education Policy (2014) found that larger high schools and schools serving more economically-disadvantaged students have lower graduation rates. We update the report by examining graduation rate trends across the five-year period of 2013-14 through 2017-18. We consider the relationship between graduation rate and variables of interest including school-level indicators of geographic region, achievement in literacy and math, proportion of racial minority and …

Nearly 250,000 babies are born each year to undocumented immigrant parents in the U.S. These babies are U.S. citizens, but undocumented immigrants are ineligible for most public insurance, making it difficult for them to access prenatal care. This research brief describes restrictive policies related to prenatal care for undocumented immigrants and discusses how these policies affect health care providers and the care they are able to offer pregnant immigrant women.

Pedestrians do not always comply with the crossing rules of when and/or where to cross the road at signalized intersections. This risky behavior tends to undermine greatly the effectiveness of safety countermeasures at such locations. Judgments about acceptable risk in the context of policy may be influenced by law makers, policy makers, experts and the general public. While significant effort has been made to understand public attitudes on acceptable risk of environmental pollution, little is known about such attitudes in the context of species' endangerment. We present survey results on these attitudes in the context of United States' legal-political apparatus intended to mitigate species endangerment. The results suggest that the general public exhibit lower tolerance for risk than policy makers and experts. Rescue and Surrender of Companion Animals Collection

To increase the public’s awareness of and exposure to animals needing homes, PetRescue, Australia’s largest online directory of animals in need of adoption, lists all currently available animals from rescue and welfare shelters nationwide. The current study examined the photographs in the PetRescue online profiles of the three most common breeds within these data, namely, Staffordshire bull terriers (n = 3988), Labrador retrievers (n = 2246), and Jack Russell terriers (n = 2088), to identify the inferred preferences of potential adopters. The Congressional Review Act (CRA) is an oversight tool that Congress may use to overturn rules issued by federal agencies. The CRA was included as part of the Small Business Regulatory Enforcement Fairness Act (SBREFA), which was signed into law on March 29, 1996. The CRA requires agencies to report on their rulemaking activities to Congress and provides Congress with a special set of procedures under which to consider legislation to overturn those rules.

This Fact Sheet highlights the effects of major shifts in geographic mobility patterns of highly-educated citizens in the Mountain West (Nevada, Utah, Arizona, New Mexico, and Colorado). The phenomenon, dubbed “brain drain” by experts, is characterized by the out-migration of a group of highly-educated people. “Brain gain” describes the opposite: when a location attracts highly-educated people. Several states are keeping and welcoming more highly-educated adults, while other states are rapidly losing talent. This migration pattern has important implications for social, political, and economic issues facing the country.

The increasing intensity, duration, and frequency of heat waves due to human-caused climate change puts historically underserved populations in a heightened state of precarity, as studies observe that vulnerable communities—especially those within urban areas in the United States—are disproportionately exposed to extreme heat. Lacking, however, are insights into fundamental questions about the role of historical housing policies in cauterizing current exposure to climate inequities like intra-urban heat. These include creating new laws, revising existing laws, funding government programs, and conducting oversight of these programs' performance. Oversight of US Government agency space policy programs is executed by various congressional space policy committees, including the House and Senate Science Committees, Armed Services, and Appropriations Committees. Anxiety and depression can be represented on a dimensional spectrum of negative affect, broadly termed psychological distress. Research has identified several factors that maintain negative emotion, but have neglected the possibility that individuals’ interpretations of moral issues in the larger macro-system affects their level of distress. Thus, the current study investigated the role of perceptions of moral transgressions, or cognitive interpretations of stimuli (“transgressions”) that violate beliefs about right and wrong, as a predictor of psychological distress. This study investigates how minority representation affects the trust and perceived legitimacy of the government among the majority. To that end, this article examines the effect of marriage-based immigrant representation in the South Korean government in shaping native Koreans’ perceptions of job performance, trustworthiness, and fairness of the government through the utilization of survey experiment data. The analyses show that a greater representation of the marriage-based immigrant population does not produce positive effects on the native Koreans’ perceptions of the government.
