Residents of rural communities face longstanding access barriers to mental health (MH) services due to chronic shortages of specialty MH providers, long travel distances to services, increased likelihood of being uninsured or under-insured, limited choice of providers, and high rates of stigma. As a result, rural residents rely more heavily on primary care providers and local acute care hospitals to meet their MH needs than do urban residents. This reality highlights the importance of integrating primary care and MH services to improve access to needed care in rural communities. Labor Market Policies In A Roy-Rosen Bargaining Economy, Hugo Jales, Zhengfei Yu

We study the effects of labor market policies using a bargaining model featuring compensating differentials (Rosen, 1986) and self-selection (Roy, 1951). The framework allows us to create a taxonomy of formal and informal employment. We use the model to estimate the effects of the minimum wage for the Brazilian economy using the “PNAD" dataset for the years 2001-2005. Our results suggest that, although the minimum wage generates unemployment and reallocation of labor to the informal sector, the policy might be desirable if the employment losses are concentrated in jobs characterized by low surplus.

Addressing transportation-related barriers is an essential part of Clackamas Community College's mission to make education more accessible. This plan provides a student-centered analysis of barriers that make it difficult for students with limited access to personal vehicles to access CCC’s Oregon City and Harmony campuses and identifies strategies to overcome them. The plan focuses on the CCC Xpress Shuttle, which sees over 26,500 trips per academic year, and on the compounded barriers facing students of color, low-income students, and students with disabilities.

Rescue 1122 emergency services in Punjab (Pakistan) also responds to calls when residents feel threatened from wild animals. Emergency calls received between August 2015 and July 2016 recorded 16 arthropod, 25 mammal, 156 bird, 816 reptile and 264 un-identified cases from different parts of the Punjab, which were safely handled and in majority of cases animals were safely released back in nature.

We consider density deconvolution with zero-mean Laplace noise in the context of an error component regression model. We adapt the minimax deconvolution methods of Meister (2006) to allow estimation of the unknown noise variance. We propose a semi-uniformly consistent estimator for an ordinary-smooth target density and a modified “variance truncation device" for the unknown noise variance. We provide a simulation study and practical guidance for the choice of smoothness parameters of the ordinary-smooth target density. It is hosted at IRIS (Institute for Research on Innovation and Science, University of Michigan) and serves as a rich source of university administrative data; however, it does not contain information on research fields. Categorizing grants data by research field can help to measure results of investment in research and science and provide evidence for the data-driven policy-making; yet administrative data often lacks this type of categorization. This study is an account of the modern presidency as a source––and under Donald Trump, an accelerant––of systemic problems in American politics. Against the prevailing scholarly view of the Trump presidency as an unqualified aberration, I argue that the signal features of his efforts at governance are actually the product of converging patterns of political and institutional order. Building on seminal (but previously disjointed) work on ascriptive Americanism and the rhetorical presidency, I show that Trump represents the political synthesis of America’s ascriptive tradition and a form of presidential leadership inaugurated more than a century ago by Woodrow Wilson. How does spending affect academic outcomes in higher education institutions? Postsecondary schools incur costs to provide services to its student body. In this study, I introduce multiple outcome variables, a two-stage production function, and current-year expenditures on core services to evaluate how school spending affects academic outcomes.

The empirical analysis includes 28 group sample parameter estimates from four outcome variables, the pooled sample, and group samples for each of six sectors. The fixed effects/instrumental variable (FE-IV) instructional expenditure parameter estimates were positive for 20 of the 28 group samples. Using theoretical lenses including intersectionality, class struggle, justice, and sociological practice, this dissertation employs data from a large urban public university system to examine the relative impact of demography, academic preparedness, and financial background on students’ time-to-graduation performance.

This dissertation examines the delegation of responsibility for providing health care to particular categories of marginalized populations in the United States in the absence of a uniform and universal health care system. It explores how the U.S. federal government governs patient populations at a distance by mandating that healthcare providers collect, produce, and report on patient data. Neoliberal policies have led to the installation of managerialism, or the application of business practices and principles in institutions of higher education. Although much is known about the impact of managerialism on faculty in the overall academy, very little is known about its impact in specific disciplines, particularly in the United States. Using semi-structured interviews, this dissertation investigates how social work faculty experience and negotiate managerialism in the traditional pillars of teaching, service, and scholarship.

In recent years, high schools across the country have seen the concern around transgender students using gendered facilities, such as bathrooms and locker rooms, come to the forefront. Often, dissenters raise worries of privacy and of “catering to a minority,” no matter what decision is reached. At Garden Spot High School in New Holland, Pennsylvania, the site of this research, one such concern has led to a district-wide decision to eliminate gendered facilities and move to single-use facilities, in the name of preserving student privacy.
