The international community has time and again committed to never let genocide occur again – however, multiple bouts of genocide have occurred since the Holocaust. This, in addition to the current quandaries surrounding the Uyghurs of China, points to the fact that the international laws and institutions have loopholes that allow for genocides – especially those that enact structural and cultural violence without necessarily employing direct violence – to ‘slip through’.

In the summer of 2019, in Killingly, Connecticut the local Board of Education voted to retire the "Redmen" mascot name it had used for nearly a century. This legislation was widely opposed and received extensive media coverage. Within a few months, the town experienced a massive political referendum where several local Board of Education members and Councilmen were replaced by single issue politicians promising to reinstate the "Redmen" name. Now holding a majority on the Board of Education, these Board members made Killingly the first school in U.S. history to reinstate a mascot after being deemed "derogatory."

Informed by the disciplines of Leadership Studies and Peace and Conflict Studies, the authors offer an ecosystemic understanding of the relationship between peace, protests, and sustainable reconciliation. While the recent Covid-19 pandemic has prompted multiple reassurances that ‘we are all in this together,’ this paper focuses on conditions that must be present and conditions that opposes the quest for reconciliation from that reassuring perspective. Peony (Peonia lactiflora, Pall.) is a popular ornamental that has been cultivated for millennia. Due to its popularity, plant material is frequently moved across international borders allowing for the spread of viruses. The virome of several peony plants was investigated and four viruses; namely Amazon lily mild mottle virus (ALiMMV), Cycas necrotic stunt virus (CNSV), Gentian Kobu-sho associated virus (GKaV) and Lychnis mottle virus (LycMoV) were detected for the first time in the Western Hemisphere. Less activity translates to less travel, and less travel leads to less revenue generated from taxes on motor fuels. Jobs were plentiful and wages allowed for healthy communities to sprout up across the city’s landscape. However, for many in the African American community, societal and economic gains were overshadowed by a crippling shortage in viable housing options. This paper draws on data collected as part of two larger studies to set out the differences, according to women seeking support, between the feminist responses of the specialist women’s sector and the issues-led responses of other agencies. The first study examined the processes by which women enter, endure, and exit relationships with abusive men. The second study explored the barriers to help-seeking for those accessing a service for women involved in prostitution. In 2017, the State of California adopted landmark legislation to increase the funds available for transportation in the state: Senate Bill 1 (SB1), the Road Repair and Accountability Act of 2017. Through a combination of higher gas and diesel motor fuel taxes, SB1 raises revenue for four critical transportation needs in the state: road maintenance and rehabilitation, relief from congestion, improvements to trade corridors, and improving transit and rail services.

Head Start (HS) is federally funded early childhood development program that provides services, including daycare and parenting classes for low-income families. However, debates exist over its efficacy in improving child development outcomes throughout the child’s life course. This research aimed to review the evidence that Head Start improves parenting skills, which, in turn can foster improved health through a systematic review of recent empirical literature on Head Start and parenting. We detected Marburg virus RNA in rectal swab samples from Egyptian rousette bats in South Africa in 2017. This finding signifies that fecal contamination of natural bat habitats is a potential source of infection for humans. Identified genetic sequences are closely related to Ravn virus, implying wider distribution of Marburg virus in Africa.

This paper explores the U.S. Army’s force reorganization around the Brigade Combat Team (BCT), which began in 2002. The BCT shifted how various army units interacted by changing the echelon at which different types of units report to a single commander, essentially creating self-sufficient units of about 2,500 soldiers instead of the previous self-sufficient units of about 15,000 soldiers. Technical Efficiency Of Public Middle Schools In New York City, William C. Horrace, Michah W. Rothbart, Yi Yang

Using panel data and a “true” fixed effect stochastic frontier model, we estimate persistent and transient technical inefficiency in mathematics (Math) and English Language Arts (ELA) test score gains in NYC public middle schools from 2014 to 2016. We compare several measures of transient technical inefficiency and show that around 58% of NYC middle schools are efficient in Math gains, while 16% are efficient in ELA gains. Multivariate inference techniques are used to determine subsets of efficient schools, providing actionable decision rules to help policymakers target resources and incentives.
