This dissertation is an historical and empirical examination of police organizational efforts at influencing public perceptions of trust in police. It begins with an historical overview of police organizational reform, focusing on the various strategies employed by police reformers have attempted to influence public perceptions of police trustworthiness and legitimacy. The 2010 repeal of the Don’t Ask, Don’t Tell (DADT) policy ended the ban on open lesbian, gay, and bisexual (LGB) military service (Alford & Lee, 2016). However, prior to 2015 transgender military personnel were still considered medically and psychologically unfit for service (Kerrigan, 2012; Yerke & Mitchell, 2013). From 2015 through 2017, the Department of Defense (DoD) researched the implications of policy change, developed new policies and trainings, and implemented open service for transgender persons (Belkin, 2016; Carter, 2015). Child protective services agencies have long observed the complicating role that parental substance use and addiction plays in cases of child maltreatment. Families who struggle with these problems present unique challenges for child welfare professionals. This report presents the findings from an evaluation of the September 2018 Viva CalleSJ open streets event in San José,CA. The research was designed to assess the success of the event, guide planning for future open streets events, and inform potential funders and community partners about the benefits of such events. To gather the impressions of participants, local residents, and workers at businesses along the event route, the mixed-methods study analyzed results from a survey of 1,571participants, 114 interviews with community members and businesses, and participant observations. Municipal annexation is the expansion of city boundaries. The greatest motivator behind municipal annexation is maintaining and improving economic prosperity of the annexing authority. The issue of annexation involves a balance of rights between property owners and municipalities of the state. Historically, Texas cities had broad annexation authority under an involuntary annexation scheme. However, in recent years the power has shifted as lawmakers have given property owners greater control over the annexation process. This trend culminated in the passage of the Municipal Annexation Right to Vote Act (MARVA) by the 85th Texas Legislature, which severely limits annexation authority.

However, the majority focus of travel time research is average travel time or travel time reliability on freeways. My dissertation is a study of how the United States was able to expand onto the Northern Great Plains, consisting of the Dakotas, Nebraska, and the eastern parts of Wyoming and Montana, between 1854 and 1949 despite the threat to property, comfort, and survival posed by the region’s harsh winters, which brought intense cold, large snowdrifts, and blinding blizzards. This dissertation argues that five tools – government programs, rapidly changing technology, imagination, strong local communities, and toughness – allowed native-born Americans and European immigrants to survive and become increasingly secure in the region. In the last 10 years, at least 38 ammunition sites across Africa reportedly experienced unplanned explosions, causing injury and loss of life as well as significant damage to infrastructure and the environment.
