Russia’s Internet Research Agency (IRA) launched an extended attack on the United States by using computational propaganda to misinform and polarize US voters. This report provides the first major analysis of this attack based on data provided by social media firms to the Senate Select Committee on Intelligence (SSCI).

This analysis answers several key questions about the activities of the known IRA accounts. In this analysis, we investigate how the IRA exploited the tools and platforms of Facebook, Instagram, Twitter, and YouTube to impact US users. This article (ex)amines the debate through an interdisciplinary lens, drawing on the fields of history, law, and ethics. The first section provides historical background on affirmative action policies, tracing how they expanded from the employment sector into higher education. Next examined are legal challenges to affirmative action in admissions, with a focus on the pivotal 1978 Bakke case. The purpose of this single-case holistic descriptive case study was to document and describe the implementation of the FOCUS Act from the perspective of presidents and senior leaders at the Tennessee universities that transitioned from system-level governance by the Tennessee Board of Regents to governance by institutional boards of trustees. The decentralization of governance mandated by the FOCUS Act is an infrequent occurrence in higher education and presented a unique opportunity to examine how the universities prepared for the governance change and how university leaders viewed the governance change after implementation.

There is still little written about doing participatory action research (PAR) as a doctoral student. This paper provides a missing first-person account of doing a PAR Ph.D. in the Peace and Conflict Studies (PACS) field. Based on the author’s own experience of using PAR as part of his PACS doctoral degree this paper reflects on why he decided to use PAR in his doctorate project and how he went about doing it. This contribution analyses UNESCO's framework of education as a common good in the context of the Global South. It argues that dominant conceptions view education in a narrow, instrumentalist perspective. Despite its promise to reorient education as a broader social endeavour towards human wellbeing to lead meaningful lives (Sen, 1999), UNESCO's framework has failed to gain significant traction. I argue this is linked to challenges associated with: education and unemployment; global mobility and learning assessment systems; citizenship education; and the global governance of education policymaking.

The increased public exposure to the experiences of Latinx unaccompanied children seeking entry at the United States southern border has revealed the lived reality of the nation’s pernicious immigration laws. The harrowing experiences of unaccompanied children are amplified by their interaction with a legal system plagued by a legacy of systemic racism and sustained racial caste. While immigration law currently affords minimal legal protections for these children, in application, the law continues to fall egregiously short of providing for the safety of unaccompanied children. This project focuses on a mode of transportation that is currently left out of V2X (vehicle-to-everything) conversations: bicycling. The project demonstrates how university researchers, city traffic engineers, and signal-controller manufacturers can come together to give bicyclists the same technology appearing on modern vehicles: Green Light Optimized Speed Advisory (GLOSA). GLOSA allows motorists to set their speed along corridors to maximize their chances of catching a “green wave” (i.e., not being forced to stop as they travel through the corridor). Cycling and walking are sustainable modes of transportation which improve community livability, but these modes have not been studied with the quantitative rigor applied to motor vehicle travel. This work aims to change that by improving bicycle and pedestrian traffic monitoring data quality, including how erroneous data can most accurately and efficiently be identified through automated processes. The research approach analyzes continuous bicycle and pedestrian count data stored in BikePed Portal, a data archive of bicycle and pedestrian count data. Employment has been cited as a factor that can aid one's desistance from criminal activity. However, research has consistently demonstrated that those with criminal history face significant barriers to securing employment. In recognition of this problem, most states have implemented various rights restoration mechanisms aimed to increase employment opportunities for ex-offenders. One of these mechanisms, the certificate of relief, aims to aid ex-offenders in their job search by ensuring employers that certificate holders are not a safety risk, providing employers with negligent hiring immunity, and removing occupational licensing bans. Replication is an important mechanism through which broad lessons for theory and practice can be drawn in the applied interdisciplinary social science field of public administration. We suggest a common replication framework for public administration that is illustrated by experimental work in the field. Drawing on knowledge from other disciplines, together with our experience in replicating several experiments on topics such as decision making, organizational rules, and government–citizen relationships, we provide an overview of the replication process. The beautiful port city of Valparaíso, Chile is home to 42 colorful hills that overlook the Pacific Ocean. This unique city, however, is also home to multiple disasters, including urban and forest fires, tsunamis, landslides and earthquakes. This descriptive study explores the case of the 2014 “mega-fire” that destroyed 3,000 homes and affected the lives of 11,000 residents. Through five semi-structured interviews and the review of several academic and official documents, the present study analyzes the process of post-disaster reconstruction, seeking to understand the habitability and the resiliency of the reconstructed houses and neighborhoods.
