In December 2018, the United Nations adopted the Declaration on the Rights of Peasants and Other People Working in Rural Areas. UNDROP is the product of 17 years of struggle by La Via Campesina, other transnational agrarian movements and allies that included NGOs, states, UN mandate holders, and academics. It recognises the dignity of rural populations, their contributions to global food production, and their ‘special relationship’ to land, water and nature, as well as their vulnerabilities to eviction, hazardous working conditions and political repression. National security is one arena in which artificial intelligence is playing an increasingly important and controversial role. The Federated States of Micronesia (FSM) and the Republic of the Marshall Islands (RMI) are small sovereign island nations in the Pacific. These nations maintain a special relationship with the US Government (USG) through the Compacts of Free Association (COFA), first signed into law in 1986. One component of COFA—the more than $60 million in direct USG annual financial assistance to FSM and RMI through Compact Sector grants—will end in 2023. This financing shift brings an opportunity to re-assess FSM-RMI-USG engagement specifically around health systems strengthening moving forward. At present, FSM-RMI are included in HHS’ domestic appropriations and authorizations framework; …

Hurricane Harvey was an astonishingly destructive Category Four hurricane that made landfall in South and Coastal Texas. This destructive storm left numerous people dead and thousands displaced. It created record levels of flooding damaging over 200,000 homes, businesses, and facilities. Harvey’s disaster destruction will have lasting impacts on Texas, and beyond, for months to years of repair. A group of students, from a variety of Masters programs, set out with the goal to serve those affected by the hurricanes. Cyber Metaphors And Cyber Goals: Lessons From “Flatland”, Pierre Trepagnier

Reasoning about complex and abstract ideas is greatly influenced by the choice of metaphors through which they are represented. In this paper we consider the framing effect in military doctrine of considering cyberspace as a domain of action, parallel to the traditional domains of land, sea, air, and space. By means of the well-known Victorian science-fiction novella Flatland, we offer a critique of this dominant cyber metaphor. In Flatland, the problems of lower-dimensional beings comprehending additional dimensions are explored at some length. Inspired by Flatland, our suggested alternate metaphor for cyber is an additional (fourth) dimension. We …

The purpose of this study is to identify time periods of particular crash risk through the day for Amish and Old Order Mennonite horse & buggies. As suggested in prior studies, transitional illumination (dawn/dusk) may be a risk to travel because of a lighting situation that lowers visibility, and the sun’s glare at these same times may obstruct motorists’ vision. The speed differences between buggies and motor vehicles are already great; reduced vision compounds the problem of response time. For decades, the Swartzentruber sect of Amish have, for religious reasons, rejected state-level mandates for horse-drawn buggies to display the S.M.V. (slow-moving vehicle) emblem. Court cases in several states have suggested (1) confusion over what the emblem is supposed to accomplish, and (2) questions about the emblem's superiority to alternatives. Synthesizing evidence presented in several court cases involving the S.M.V. emblem and the Swartzentruber Amish, this study clarifies what the S.M.V. emblem can be expected to accomplish and in which domains it reaches its limits. Horse and buggy transportation is spreading as rapidly as its Amish and Old Order Mennonite users are, as are buggy crashes with motor vehicles. This study examines the primary causes of 76 reported horse and buggy crashes in Pennsylvania in 2006. The main crash types identified include a motorist rear-ending a forward-moving buggy, a motorist striking the buggy while attempting to pass, buggy struck while crossing an intersection, and buggy struck while making a left turn. While causative factors varied, major factors include the motorist or buggy driver incorrectly comprehending speed differentials, the motorist acting carelessly around the buggy, and …

Car ownership is growing in many countries. While beneficial to individuals in many cases, this trend has often resulted in significant economic, social, and environmental costs to society more generally. In researching possible solutions, one approach is to look at particular areas or communities that exhibit less reliance on the car or are even ‘car free’ to some extent, in order to see if lessons can be learned. Accordingly, this study seeks to define and characterize transport practices in Amish communities—in groups located across the United States and Canada—which for religious reasons have eschewed the car. The Quality Improvement Center for Workforce Development (QIC-WD) partnered with the Virginia Department of Social Services (VDSS) in 2017 to conduct research examining the efficacy of technology interventions aimed at reducing child welfare staff turnover and improving child welfare outcomes. Virginia is a state-supervised, countyadministered child welfare system. The state elected to study the implementation of and outcomes from job modernization technology interventions in 18 localities. These 18 localities represent a workforce of approximately 450 of the state’s 2,200 frontline staff. The intervention is occurring in multiple phases: (1) transcription services; (2) a mobility technology application; and (3) a Comprehensive …

In partnership with the City of Virginia Beach, the Old Dominion University research team of Drs. Michelle Covi, Wie Yusuf, Gail Nicula, Daniel Richards and Afi Anuar developed and executed a program for public engagement meetings using the ASERT (Action-oriented Stakeholder Engagement for a Resilient Tomorrow) framework to solicit resident engagement with and input into the City’s Comprehensive Sea Level Rise and Recurrent Flooding Response Plan, now known as Sea Level Wise.

Snap At The Community Scale: How Neighborhood Characteristics Affect Participation And Food Access, Nevin Cohen

Cities are spatially diverse, with enclaves of particular demo- graphic groups, clusters of businesses, and pockets of low-income individuals living amid affluence.

This essay presents data from New York City to illustrate the importance of measuring and addressing neighborhood characteristics that affect Sup- plemental Nutrition Assistance Program (SNAP) participation and the purchasing power of SNAP benefits: pockets of “eligible-but-not-enrolled” in- dividuals, proximity between SNAP participants and jobs, and variations in food prices across neighborhoods.

It concludes with 5 exam- ples of how addressing these community-scale issues can increase SNAP participation and food access.

In “Deliberating Public Policy Issues with Adolescents,” the authors described what they determine to be an unsuccessful attempt at deliberative pedagogy on the topic of immigration in three high school classrooms that differed demographically. Specifically, the authors observed that students failed to engage with evidence, stuck with their initial viewpoints, and only listened politely to those with different views, rather than interacting across differences to reach consensus. While student positionality, as the authors suggest, is important to take into account, there may be ways to reorient deliberations on “wicked problems” such as immigration, which are by their nature prone to …

In many situations, incentives exist to acquire knowledge and make correct political decisions. We conduct an experiment that contributes to a small but growing literature on incentives and political knowledge, testing the effect of certain and uncertain incentives on knowledge. Our experiment builds on the basic theoretical point that acquiring and using information is costly, and incentives for accurate answers will lead respondents to expend greater effort on the task and be more likely to answer knowledge questions correctly. We test the effect of certain and uncertain incentives and find that both increase effort and accuracy relative to the control …

The study was conducted by the state office of dispute resolution also known as the Massachusetts Office of Public Collaboration at the University of Massachusetts Boston.
