This article argues Norway’s minor role in the Afghanistan War (2001–14) included opportunities to learn about the evolution of military deployments over the course of a prolonged counterinsurgency-focused conflict, the civilian and military dynamics, and the political challenges of contributing to such a conflict.

The urban heat island (UHI) concept describes heat trapping that elevates urban temperatures relative to rural temperatures, at least in temperate/humid regions. In drylands, urban irrigation can instead produce an urban cool island (UCI) effect. However, the UHI/UCI characterization suffers from uncertainty in choosing representative urban/rural endmembers, an artificial dichotomy between UHIs and UCIs, and lack of consistent terminology for other patterns of thermal variation at nested scales. We use the case of a historically well-enforced urban growth boundary (UGB) around Portland (Oregon, USA): to explore the representativeness of the surface temperature UHI (SUHI) as derived from Moderate Resolution Imaging …

Commercial airports are publicly-owned transportation infrastructure, usually funded with bonds. The bond rating decision for these entities thus has important ramifications for bond investors, issuers, airport managers, and even the communities the airports serve, but the rating decision process is not well understood. This paper discusses a simulation of the rating process in two decision environments, including a downgrade. The effect of information framing in an environment of incomplete data is examined using amateur evaluators. Amateur evaluators were utilized to understand how people with limited financial analysis skills would respond when presented with incomplete information and a primed scenario. The …

This report describes research undertaken by the Center for Social & Demographic Research on Aging within the Gerontology Institute at the University of Massachusetts Boston, on behalf of the Lexington Department of Human Services, to investigate the needs, interests, preferences, and opinions of Lexington’s residents age 50 and older. New estimates from the 2019 Elder Index^TM suggest that half of older adults living alone, and 23% of older adults living in two-elder households, lack the financial resources required to pay for basic needs. The Gerontology Institute compares the 2019 household incomes for adults age 65 and above living in one- and two-person households to the 2019 Elder Index for each state and Washington, DC to calculate Elder Economic Insecurity Rates (EEIRs), the percentage of independent older adults age 65 or older living in households with annual incomes that do not support economic security. In response to calls from previous scholarship for further bottom-up examination of local government roles in environmental policy, the authors revisit local air agencies to examine two separate phenomena occurring in environmental federalism: one from the top-down (second- order devolution) and one from the bottom-up (local activism). Using survey data from local air agencies on devolved authorities to set air quality standards and to enforce federal and/or state standards, the authors identify three different types of local agencies: state administrative sub- units (only enforcement authority), fully devolved agencies (authority to both set and enforce standards), and activist agencies (neither authority). …

Executive Summary

The National Park Service (NPS) Natural Resource Condition Assessment (NRCA) Program administered by the NPS Water Resources Division evaluates current conditions for important natural resources and resource indicators using primarily existing information and data. NRCAs also report on trends in resource condition when possible, identify critical data gaps, and characterize a general level of confidence for study findings. This NRCA complements historic resource assessments, is multi-disciplinary in scope, employs a hierarchical indicator framework, identifies and develops reference conditions/values for comparison against current conditions, and emphasizes spatial evaluation of conditions and GIS products.

In a highly competitive price-driven industry, carriers are continuously searching for opportunities to differentiate their offerings, minimize operational costs, and appeal to shippers. At the same time, environmental sustainability has evolved from being trendy jargon into a requirement for competitive supply chain management. It is at the intersection of these two modern topics that the current study identifies a new carrier selection attribute based on a specialized type of green management information system. The Rural Health Clinic (RHC) Program is one of the nation’s oldest rural primary care programs. A key feature of the RHC Program is Medicare and Medicaid volume-appropriate, cost-based reimbursement, which is designed to sustain these vulnerable rural primary care providers. Medicare currently pays RHCs for the lesser of reasonable costs (expressed as an adjusted cost per visit) for a defined package of RHC services or a per-visit reimbursement cap, from which provider-based RHCs owned by hospitals with fewer than 50 beds are exempt. Although the per-visit cap is updated periodically, RHC administrators, policymakers, and stakeholders question whether the updates …

To deal with the accompanying increase in traffic and congestion from population and business growth, the city of Portland planned to increase bikeways and reduce the use of single-occupant vehicles to less than 30% of total commuters by 2026. Despite efforts to decrease dependence on vehicles, traffic congestion in Portland

Sexual exploitation and abuse (SEA) by humanitarian workers are some of the most serious failures of protection and are grave violations of the responsibility of humanitarian personnel to do no harm. This article argues despite opportunities to learn valuable strategic lessons from Denmark’s effort in the Afghanistan War (2001–14), Danish civil authorities implemented a comprehensive approach policy that failed to establish a bridge to lessons learned by the military. Denmark’s experience in the Afghanistan War demonstrates promises and perils of lessons learned processes.

Peace and Conflict Studies

This article critically reassesses one of the classic ideas in International Relations, the security dilemma. It argues that the key insight of security dilemma theory has been obscured – by reductionist debates on single causes of conflict, inconclusive applications, and definitional disputes – and that the security dilemma’s enduring utility is as a model of the relational dynamic inherent in all conflict, the cycle of insecurity. Through a reappraisal of the literature, the article elucidates three essential dimensions of the cycle: an environment of structural uncertainty; interdependent collective identities; and an escalating and self-perpetuating dynamic.
