This study expands Twitter interactivity research in the area of public relations. A content analysis of tweets from public information Twitter accounts in Florida counties examines the degree to which county public information officers interact with the publics on Twitter. Engagement on Twitter is examined using a coding scheme adapted from previous research (McMillan, 2002; Otterbacher, Shapiro, & Hemphill, 2012; Parmelee & Deeley, 2017), which is a more sophisticated measure of interactivity than merely counting the presence of replies and retweets. Higher education is arguably critical for healing and stabilization in postconflict contexts, by developing leaders who value peace and have the skill sets to achieve it in various sectors. A rapidly growing body of literature concludes that peace education in particular has great potential to transform postconflict communities, both in higher education and at other levels of schooling. On the 12 June 1996, the Australian Special Forces were conducting night-time counterterrorism training when two Black Hawk helicopters transporting Special Air Service Regiment (SASR) troops collided mid-air. Eighteen personnel were killed, including members from the elite SASR and crew from the 5th Aviation Regiment. In the aftermath of this accident a charity, the Special Air Service Resources Trust, was established to provide ongoing support to the dependants of those killed. This trust is now the Special Air Service Resources Fund (SASRF), and it continues to support the dependants of those killed and the injured from the accident.

The National Weather Service has adopted warning polygons that more specifically indicate the risk area than its previous county-wide warnings. However, these polygons are not defined in terms of numerical strike probabilities (p_s). To better understand people’s interpretations of warning polygons, 167 participants were shown 23 hypothetical scenarios in one of three information conditions—polygon-only (Condition A), polygon + tornadic storm cell (Condition B), and polygon + tornadic storm cell + flanking nontornadic storm cells (Condition C). Participants judged each polygon’s p_s and reported the likelihood of taking nine different response actions. The polygon-only condition replicated the …

The 2013 Uttarakhand flash flood was such a surprise for those at risk that the predominant source of information for their risk was environmental cues and, secondarily, peer warnings rather than official warnings. Of those who received warnings, few received information other than the identity of the flood threat. A survey of 316 survivors found that most people's first response was to immediately evacuate but some stayed to receive additional information, confirm their warnings, or engage in evacuation preparations. Unfortunately, engaging in these milling behaviors necessarily delayed their final evacuations. Mediation analysis revealed that psychological reactions mediated the relationship between …

Background: Mainstream media is increasingly reporting on the relationships between Catholic and trans identities in parochial schools, particularly with regard to gendered washroom use. With greater numbers of trans youth coming out at younger ages, significant educational policy changes are being considered around how Catholic schools can or should include trans youth. Method: This study applies trans and queer theologies to Critical Discourse Analysis (CDA) in investigating the Wilson case, which was the first known instance of a Catholic school including some affirming policy provisions for trans youth. This paper aims to explore why some suburbs adopt land use policies that encourage exclusivity and segregation, meanwhile others adopt land use policies that encourage inclusivity and integration. Specifically, I analyze the social, economic, and political factors that motivate the adoption of certain land use policies. This research extends Charles Tiebout’s public choice theory in conjunction with Michael Danielson’s theory on local government autonomy over land use regulation. การศึกษาเรื่อง “รูปแบบโรงเรียนที่เหมาะสมกับยุทธศาสตร์ชาติ 20 ปี” มีวัตถุประสงค์เพื่อศึกษาความสอดคล้องระหว่างยุทธศาสตร์ชาติกับการบริหารโรงเรียน ซึ่งหน่วยงานภาครัฐจะต้องให้ความสำคัญ โดยเปรียบเทียบระหว่างโรงเรียนทางเลือกกับโรงเรียนรูปแบบเดิม เพื่อพิจารณาความสามารถในการตอบสนองต่อการเปลี่ยนแปลงคนสู่ศตวรรษที่ 21 และการนำยุทธศาสตร์ชาติไปปฏิบัติ โดยอาศัยวิธีวิจัยเชิงคุณภาพในการศึกษากระบวนการปฏิบัติงานของโรงเรียนตามเกณฑ์คุณภาพการศึกษาเพื่อการดำเนินการที่เป็นเลิศ (EdPEx) และใช้วิธีวิจัยเชิงปริมาณเพื่อพิจารณาความสอดคล้องในการถ่ายทอดยุทธศาสตร์การศึกษาแห่งชาติไปสู่การปฏิบัติ ผลการศึกษาพบว่าโรงเรียนรูปแบบเดิมให้ความสำคัญกับการถ่ายทอดยุทธศาสตร์ระดับประเทศมาสู่ระดับโรงเรียนอย่างมาก เห็นได้จากมีการคำนึงถึงยุทธศาสตร์ชาติ เพื่อนำมากำหนดยุทธศาสตร์โรงเรียน ส่วนโรงเรียนทางเลือกไม่ได้มุ่งให้ความสำคัญกับยุทธศาสตร์ระดับประเทศ แต่การจัดการเรียนการสอนมีความสอดคล้องกับยุทธศาสตร์ระดับประเทศ ด้วยเหตุที่โรงเรียนเหล่านี้อาศัยการถอดบทเรียนจากประเทศที่ประสบความสำเร็จในการพัฒนาการศึกษาโดยตรง โรงเรียนทางเลือกจึงถือเป็น “ผู้มาก่อนกาล” จากการจัดการเรียนการสอนที่คำนึงถึงบริบทโลก ซึ่งการกำหนดยุทธศาสตร์ชาติก็คำนึงถึงบริบทเดียวกัน ส่งผลให้ยุทธศาสตร์ของโรงเรียนทางเลือกมีความสอดคล้องกับยุทธศาสตร์ชาติโดยปริยาย

การวิจัยนี้ มีวัตถุประสงค์เพื่อศึกษาแนวทางปฏิบัติเพื่อส่งเสริมและพัฒนาทักษะเทคโนโลยีดิจิทัลของบุคลากรภาครัฐและเพื่อวิเคราะห์กระบวนการการพัฒนาทักษะเทคโนโลยีดิจิทัลของบุคลากรภาครัฐด้วยวิธีวิจัยเชิงคุณภาพ การรวบรวมข้อมูลใช้วิธีศึกษาเอกสาร สัมภาษณ์เชิงลึก และสังเกตการณ์ ผู้วิจัยเลือกกลุ่มผู้ให้ข้อมูลโดยยึดตามวัตถุประสงค์ ได้แก่ กลุ่มแรก ผู้กำหนดนโยบายและทิศทางของหน่วยงานที่รับผิดชอบการพัฒนาบุคลากรภาครัฐที่เกี่ยวข้องกับการพัฒนาเทคโนโลยีดิจิทัลของบุคลากรภาครัฐ และกลุ่มสอง ผู้รับผิดชอบนำนโยบายการพัฒนาทักษะเทคโนโลยีดิจิทัลของบุคลากรภาครัฐจากฝ่ายบริหารไปปฏิบัติและควบคุมการทำงานของหน่วยงานให้เป็นไปตามนโยบาย รวมทั้งหมด 6 หน่วยงาน ได้แก่ สำนักงานคณะกรรมการข้าราชการพลเรือน สำนักงานคณะกรรมการพัฒนาระบบราชการ สำนักงานปลัดกระทรวงดิจิทัลเพื่อเศรษฐกิจและสังคม สำนักงานพัฒนารัฐบาลดิจิทัล (องค์การมหาชน) สำนักงานส่งเสริมเศรษฐกิจดิจิทัล และสถาบันคุณวุฒิวิชาชีพ (องค์การมหาชน) การวิเคราะห์ข้อมูลใช้การกำหนดรหัสและจัดกลุ่มข้อมูลเชิงคุณภาพและใช้เทคนิควิเคราะห์ตามประเภทเนื้อหาโดยจำแนกข้อมูลผ่านการวิเคราะห์คำหลัก แล้วนำมาวิเคราะห์เปรียบเทียบ การศึกษาพบว่า (1) แนวทางปฏิบัติเพื่อส่งเสริมและพัฒนาทักษะด้านดิจิทัลของบุคลากรภาครัฐเพื่อรองรับการเป็นรัฐบาลดิจิทัล ได้มีการกำหนดแนวโน้มและทิศทางการเปลี่ยนแปลงด้านเทคโนโลยีดิจิทัลภาครัฐออกเป็น 3 ระยะได้แก่ ระยะเริ่มต้น, ระยะการพัฒนา และระยะสมบูรณ์ มากกว่านั้นได้แบ่งกลุ่มเป้าหมายการพัฒนาทักษะดิจิทัลของบุคลากรภาครัฐเป็น 6 กลุ่ม ได้แก่ กลุ่มผู้บริหารระดับสูง, กลุ่มผู้อำนวยการ, ผู้ทำงานด้านนโยบายและงานวิชาการ, ผู้ทำงานด้านบริการ, ผู้ปฏิบัติงานเฉพาะด้านเทคโนโลยีดิจิทัล และผู้ปฏิบัติงานอื่นๆ โดยจำแนกบทบาทและพฤติกรรมที่คาดหวังของบุคลากรแต่ละกลุ่มในการปรับเปลี่ยนภาครัฐเป็นรัฐบาลดิจิทัลรวม 18 บทบาท รวมทั้งกำหนดทักษะด้านดิจิทัลของบุคลากรภาครัฐออกเป็น 5 มิติการเรียนรู้ 7 กลุ่มทักษะ และ (2) กระบวนการพัฒนาทักษะด้านเทคโนโลยีของบุคลากรภาครัฐมีกลไกในการพัฒนา 3 กลไก คือ การฝึกอบรมแบบเข้าชั้นเรียน, การเรียนรู้ด้วยตนเอง และการปรับโครงสร้างหน่วยงาน เมื่อคาดการณ์อีก 10 ปีข้างหน้า พ.ศ. 2569 การพัฒนาโดยการฝึกอบรมทั้งการเข้าชั้นเรียนและการเรียนรู้ผ่านระบบออนไลน์ที่กำหนดไว้น่าจะไม่เพียงพอต่อการพัฒนาบุคลากรให้มีทักษะดิจิทัลตามที่กำหนด ภาครัฐควรการนำบล็อกเชนแบบคอนซอเทียมมาประยุกต์ใช้เพื่อรวบรวมหลักสูตรฝึกอบรม

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาปัจจัยที่มีอิทธิพลต่อความผูกพันในองค์การ ตลอดจนพฤติกรรมที่แสดงออกในงานอันเป็นผลมาจากความผูกพันในองค์การ ของบุคลากรประเภทลูกจ้างเหมาบริการ ตำแหน่งเจ้าหน้าที่ศูนย์ช่วยเหลือนักท่องเที่ยว (TAC) สังกัดสำนักงานปลัดกระทรวงการท่องเที่ยวและกีฬา กลุ่มตัวอย่าง คือ เจ้าหน้าที่ศูนย์ช่วยเหลือนักท่องเที่ยว จำนวน 219 คน และกลุ่มผู้ให้ข้อมูลเชิงลึก จำนวน 6 คน เครื่องมือที่ใช้ ได้แก่ การใช้แบบสอบถาม และการสัมภาษณ์แบบมีโครงสร้าง วิเคราะห์ผลด้วยสถิติ ได้แก่ ค่าความถี่ ร้อยละ ส่วนเบี่ยงเบนมาตรฐาน ค่าความสัมพันธ์ระหว่างตัวแปร (Pearson Correlation) การเปรียบเทียบค่าเฉลี่ย ตัวแปรอิสระ 1 กลุ่ม (One Sample T-test) การวิเคราะห์ความเป็นอิสระ 2 กลุ่ม (Independent Sample T-test) การวิเคราะห์ความแปรปรวน (One-way ANOVA) และการวิเคราะห์การถดถอยเชิงซ้อน (Multiple Linear Regression Analysis) รวมถึง การวิเคราะห์แบบอุปนัยจากข้อมูลเชิงคุณภาพ ผลการศึกษา พบว่า 1) ความผูกพันในองค์การฯ อยู่ในระดับสูง 2) ปัจจัยด้านลักษณะส่วนบุคคล ได้แก่ เพศ อายุ ระดับการศึกษา ระยะเวลาการปฏิบัติงาน และพื้นที่ปฏิบัติงาน ไม่ส่งผลให้มีความผูกพันในองค์การแตกต่างกัน 3) ปัจจัยจูงใจระดับบุคคล ปัจจัยด้านลักษณะงาน ปัจจัยด้านลักษณะองค์การ และปัจจัยด้านประสบการณ์ทำงาน มีอิทธิพลต่อความผูกพัน ในองค์การ 4) ความผูกพันในองค์การ มีอิทธิพลต่อพฤติกรรมที่แสดงออกในงานฯ

การศึกษานี้มีวัตถุประสงค์ 1) เพื่อศึกษาบทบาทของขบวนการแพทย์ชนบทในฐานะองค์การพัฒนาเอกชนที่มีส่วนร่วมผลักดันนโยบายหลักประกันสุขภาพถ้วนหน้า 2) เพื่อศึกษาปัจจัยความสำเร็จของขบวนการแพทย์ชนบทในการเข้ามามีส่วนร่วมผลักดันนโยบายหลักประกันสุขภาพถ้วนหน้า เริ่มศึกษาตั้งแต่การก่อตั้งชมรมแพทย์ชนบท ในปี พ.ศ. 2521 จนกระทั่งแพทย์ชนบทมีส่วนร่วมในการผลักดันนโยบายสาธารณะ ตามพระราชบัญญัติหลักประกันสุขภาพแห่งชาติ พ.ศ. 2545 ศึกษาด้วยวิธีวิจัยเชิงคุณภาพโดยการเก็บข้อมูลจากเอกสารและการสัมภาษณ์ผู้ที่มีส่วนเกี่ยวข้องกับการผลักดันนโยบายหลักประกันสุขภาพถ้วนหน้า ผลการศึกษาพบว่า ขบวนการแพทย์ชนบทมีบทบาทสำคัญด้านองค์ความรู้ในการผลักดันนโยบายหลักประกันสุขภาพถ้วนหน้า กล่าวคือ ขบวนการแพทย์ชนบทเป็นผู้สั่งสมองค์ความรู้ผ่านโครงการวิจัยต่าง ๆ ได้แก่ โครงการขุนหาญ โครงการอยุธยา และโครงการปฏิรูประบบบริการสาธารณสุข จนกลายเป็นรากฐานของการผลักดันนโยบายหลักประกันสุขภาพถ้วนหน้า ก่อนที่จะประสานความร่วมมือกับภาคประชาสังคมและภาคการเมืองในช่วงระยะเวลาก่อนการเลือกตั้งปี พ.ศ. 2544 ในส่วนของปัจจัยความสำเร็จของขบวนการแพทย์ชนบทในการผลักดันนโยบายหลักประกันสุขภาพถ้วนหน้าประกอบไปด้วย 5 ปัจจัยสำคัญ คือ 1) ปัจจัยด้านบริบทแวดล้อม 2) ปัจจัยด้านองค์ความรู้ 3) ปัจจัยด้านผู้นำและอุดมการณ์ 4) ปัจจัยด้านเครือข่ายทางสังคม และ 5) ปัจจัยด้านทรัพยากร

พฤติกรรมของประชาชนต่อสถานการณ์ความมั่นคงทางอาหารในกรุงเทพมหานคร, วิภาวี โถหินัง

การศึกษาครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาลักษณะข้อมูลประชากรศาสตร์ของประชาชนต่อพฤติกรรมการบริโภคในกรุงเทพมหานคร 2) เพื่อศึกษาลักษณะข้อมูลประชากรศาสตร์ของประชาชนต่อสถานการณ์ความมั่นคงทางอาหารในกรุงเทพมหานคร 3) เพื่อศึกษาพฤติกรรมการบริโภคของประชาชน ต่อระดับสถานการณ์ความมั่นคงทางอาหารในกรุงเทพมหานคร 4) เพื่อศึกษาแนวทางการบริหารจัดการความมั่นคงทางอาหารของกรุงเทพมหานคร ผลการศึกษาพบว่า ข้อมูลประชากรศาสตร์ของประชาชนและพฤติกรรมการบริโภคของประชาชน ส่งผลต่อสถานการณ์ความมั่นคงทางอาหารในภาพรวมของกรุงเทพมหานครอยู่ใน “ระดับปานกลาง” โดยมีค่าเฉลี่ยความมั่นคงเท่ากับ 1.96 และกรุงเทพมหานครได้มีการบริหารจัดการความมั่นคงทางอาหารภายใต้แผนพัฒนากรุงเทพมหานครระยะ 20 ปี (พ.ศ. 2556 - 2575) โดยมีเป้าหมายให้กรุงเทพมหานครเป็นมหานครแห่งเอเชียข้อเสนอแนะจากการศึกษา คือ 1) ด้านนโยบาย 1.1) กรุงเทพมหานครควรเพิ่มโครงการปรับเปลี่ยนพฤติกรรมการบริโภคอาหารให้ประชาชนทั่วไปโดยแบ่งกลุ่มเป้าหมายตามช่วงวัย และจัดทำโครงการฉลากอาหารทางเลือกเพื่อสุขภาพ (Healthier Choice) 1.2) รัฐบาลควรให้กรุงเทพมหานครเป็นโครงการนำร่องด้านความสะอาดและปลอดภัยของอาหารเพื่อให้มีเป็นมาตรฐานเดียวกันทั่วประเทศ 2) ด้านบริหาร กรุงเทพมหานครควรปรับเปลี่ยนหลักเกณฑ์การจ้างบุคลากรให้เหมาะสมและเพียงพอต่อการทำงาน 3) ด้านวิชาการกรุงเทพมหานครควรต้องมีการศึกษาและวิจัยเกี่ยวกับความมั่นคงทางอาหารเพื่อเตรียมรับมือกับความไม่มั่นคงทางอาหารทั้งในระยะสั้นและระยะยาว

There is increasing evidence on the association between public transit usage and obesity. To further understand the causal impact of changes in county public transit usage on county obesity rates, this paper presents a longitudinal study on this topic. Annual health data from the Behavioral Risk Factor Surveillance System (BRFSS) and transportation data from the National Household Travel Survey (NHTS) were aggregated and matched at the county level, to create a panel data set with 227 counties from 45 states across two time periods, 2001 and 2009. A well-known fact is that an earthquake or earth shaking does not cause injuries and deaths. Rather, buildings and infrastructure systems collapsing on people do. Hence, reputable government organizations from countries prone to high earthquake risks are heavily invested in advising their populations on immediate lifesaving protective actions (PAs). The purpose of this study is to identify students’ awareness, knowledge, and perceptions of the mandatory reporting policy related to Title IX of the Education Amendments of 1972 (Title IX). Mandatory reporting requirements are being implemented in higher educational institutions; however, existing literature does not examine students’ perceptions or their knowledge of the specific requirements that apply exclusively to them. This exploratory study examines the perceptions of college students at Virginia Commonwealth University (VCU) in Richmond, Virginia.
