This dissertation empirically tests the effects of system context conditions such as political dynamics, legal framework, and conflict history on collaborative performance in the context of mandated collaborative governance regimes (CGRs) at the local level, namely the Illinois 9-1-1 Emergency Telephone System Boards (ETSBs). More specifically, this study examines how system context conditions affect the decision-making capacity of the Illinois 9-1-1 emergency call service and whether the system context and formative conditions affect the 9-1-1 ETSB’s productivity performance expressed through collaborative capacity to manage and marshal financial resources. communities and changes those communities’ spheres of influence. Research into

understanding how improved access from interstate highways affects rural communities

is needed. This case study was designed to investigate how rural communities changed

on the basis of population, vacancy, median home value, and median contract rent in the

short term after an interstate highway was completed nearby in the early 1990s.

This qualitative study examined how mentors aided the career progression of African American women who held leadership positions in the U.S. Army. It was focused on mentoring relationships of African American army women, challenges and successes of their mentoring experiences, and their perceived effects these mentoring relationships had on their career advancement and construct of success. The researcher conducted semi-structured interviews with 14 women aged 32 to 64 years old, of varying rank ranging from Sergeant Major to Colonel. In this paper, I undertake a comparative analysis of the authoritarian process in Venezuela and Turkey. In both countries, there are signs of political and economic instabilities. Therefore, I examine Turkey's and Venezuela's politics and economy to understand the reasons for authoritarian regimes. The comparison reveals that both countries are en route of authoritarianism; however, the motives are different. As for Venezuela. comparison grounds the argument that their authoritativeness relies on economic instability. On the contrary, Turkey has a stable economy while it has been struggling with political upheavals.
