Residential Fire Impacts On Richmond, Virginia: A Plan For Identifying And Educating Our Most Vulnerable Communities, Jennifer L. Tillett

In 2017, 1.3 million fires in the U.S. caused 3,400 deaths, 14,600 injuries, and $23 billion in loss. Vulnerable populations are less resilient due to their lack of adequate access to financial, medical, and community resources as well as their propensity to reside in substandard housing. This plan studies the impacts of Richmond’s residential fires (2015-2017) on vulnerable communities within the city. Its purpose is to provide an understanding of where fires occurred in vulnerable communities and to recommend actions for prevention education.

Available stopover habitats with quality foraging opportunities are essential for migrating waterbirds, including Whooping Crane (Grus americana). Several studies have evaluated habitats used by Whooping Crane for roosting throughout its migration corridor; however, habitats associated with foraging and other diurnal activities have received less attention. We used data collected from 42 Whooping Crane individuals that included 2169 diurnal use locations within 395 stopover sites evaluated during spring 2013 to fall 2015 to assess diurnal habitat selection throughout the U.S. portion of the migration corridor. The Aransas-Wood Buffalo Population (AWBP) of Whooping Cranes (Grus americana) has experienced a population growth rate of approximately 4% for multiple decades (Butler et al., 2014a; Miller et al., 1974). Population growth for long-lived species of birds is generally highly sensitive to variation in adult mortality rates (Sæther and Bakke, 2000). A population model for endangered Red-crowned Cranes (Grus japonensis) in Japan conforms to this pattern, where growth rate is most sensitive to adult mortality (Masatomi et al., 2007). Earlier analyses observed that the AWBP growth rate increased in the mid-1950s and that this increase was likely caused by reduced …

In this exploratory study, a survey was conducted to learn about school librarian perceptions on the implementation and practice using the US National School Library Standards (NSLS) for Learners, School Librarians, and School Libraries published by the American Association of School Librarians (AASL), a division of the American Library Association (ALA). Participants in the state of Virginia in the United States, reported on their experiences after attending training on the new NSLS and they began their personal plan of implementation. The public and nonprofit sectors generally pay less than the private sector, and individuals are willing to forgo higher salaries in exchange for greater intrinsic satisfaction derived from making a contribution to society. However, personal financial considerations, such as education debt, may discourage individuals from pursuing careers in lower paying sectors even if they are predisposed to public service motivation (PSM). We surveyed a sample of graduating students to investigate if (a) education debt discourages students from pursuing lower paying public or nonprofit careers and (b) whether PSM overrides the considerations students might make about entering lower paying sectors as …

การศึกษาวิจัยเรื่องนี้เป็นการวิจัยเชิงคุณภาพ มีวัตถุประสงค์ 2 ประการ คือ 1) เพื่อศึกษาเปรียบเทียบขั้นตอนการสรรหาและจัดรับพนักงานและเหตุผลที่เปลี่ยนขั้นตอนการสรรหาและจัดรับพนักงานผ่านระบบสารสนเทศ 2) การสรรหาและจัดรับพนักงานผ่านระบบสารสนเทศมีประสิทธิผลมากขึ้นหรือไม่ กลุ่มตัวอย่างในการศึกษาวิจัยครั้งนี้ คือ หน่วยงานสรรหาและจัดรับพนักงาน สังกัดทรัพยากรบุคคล หน่วยงานลูกค้าธุรกิจรายปลีกและหน่วยงานลูกค้าธุรกิจรายกลาง เป็นการสัมภาษณ์เชิงลึก (In-depth Interview) โดยนำข้อมูลที่ได้จากการสัมภาษณ์มาวิเคราะห์ข้อมูลเรียบเรียงใหม่ในเชิงพรรณนาความ ผลการวิจัยพบว่า 1) ขั้นตอนการสรรหาและจัดรับพนักงานแบบปกติมีขั้นตอนทั้งหมด 24 ขั้นตอน ใช้ระยะเวลาทั้งกระบวนการโดยประมาณ 5 – 6 เดือน และขั้นตอนการสรรหาและจัดรับพนักงานผ่านระบบสารสนเทศมีขั้นตอนทั้งหมด 18 ขั้นตอน ใช้ระยะเวลาทั้งกระบวนการโดยประมาณ 1.5 – 2 เดือน สรุปได้ว่าเหตุผลหลักที่เปลี่ยนขั้นตอน คือ ปัจจัยของระยะเวลานาน ไม่สามารถจัดรับพนักงานได้ตามปริมาณในเวลาที่กำหนด จึงทำให้หน่วยงานมีความพึงพอใจต่ำต่อฝ่ายบุคคล 2) การสรรหาและจัดรับพนักงานผ่านระบบสารสนเทศมีประสิทธิผลมากขึ้นจริง ดังนี้ บุคลากร มีการพัฒนาศักยภาพ ความรู้ความสามารถของฝ่ายบุคคลให้เข้าใจธุรกิจหน่วยงานมากยิ่งขึ้น การออกแบบขั้นตอนที่มีประสิทธิภาพมากขึ้น คือ ลดขั้นตอนที่ไม่จำเป็นออกเพื่อกระชับขั้นตอนให้มีประสิทธิภาพ เทคโนโลยี ขั้นตอนการสรรหาและจัดรับพนักงานทุกขั้นตอนลงระบบสารสนเทศ เครื่องมือ เพิ่มการประเมินผลสัมภาษณ์ที่มีมาตรฐานเดียวกัน สรุปได้ว่าประสิทธิผลจากการเปลี่ยนขั้นตอนการสรรหาและจัดรับพนักงานนั้นทำให้มีคุณภาพมากยิ่งขึ้น ทั้งเรื่องคุณภาพการทำงานของฝ่ายบุคคล คุณภาพของกระบวนการ คุณภาพของเครื่องมือในการสัมภาษณ์และคุณภาพของผู้สมัครที่มีความเหมาะสมกับงาน ทำให้หน่วยงานได้พนักงานเข้ามาทำงานทันกำหนดตามปริมาณที่ต้องการ อีกทั้งเปลี่ยนขั้นตอนให้กระชับ ทำให้ระยะเวลาในการสรรหาและจัดรับพนักงานเร็วขึ้น หน่วยงานจึงมีความพึงพอใจต่อฝ่ายบุคคลมากขึ้นเช่นกัน

North Carolina Medicaid covers one-fifth of the state’s population and makes up approximately one-third of the budget. Yet the state has experienced increasing costs and worsening health outcomes over the past decade, while socioeconomic disparities persist among communities. In this article, the authors explore the factors that influence these trends and provide a series of policy lessons to inform the state’s current reform efforts following the recent approval of North Carolina’s Section 1115 waiver by the Centers for Medicare and Medicaid Services. Under Monell v. Department of Social Services, local governments are not vicariously liable for constitutional violations committed by their employees. Those governments, however, are liable under 42 U.S.C. § 1983 for violations committed by "policymaking" officials. In the face of these two principles, courts have struggled with cases in which an underling commits a constitutional violation and the claim of municipal liability is based on a policymaker's failure to prevent it. The government can be liable in these "indirect-effect" cases for a policymaker's "deliberate indifference" to safeguarding constitutional rights, a standard that demands an even greater showing of culpability than …

A retrospective spatial analysis of dog intake data from an open admission animal shelter in Georgia was conducted to explore patterns within dog demographics and outcomes by pickup location or by the home address of the person who transferred ownership rights of the dog to Athens-Clarke County Animal Control during the period 2014–2016. Spatial analysis found the relationship between these intake locations and the final disposition of the dogs to be non-random, suggesting social and environmental influences on distribution. This digest will showcase one approach to teaching engineering graphics and design for the active duty naval workforce. Sailors are exposed to solid modeling fundamentals during the two-day long workshop. Solid modeling is taught in connection to concepts of digital thread and design for additive manufacturing. Engineering graphics fundamentals are introduced with the emphasis on a deeper understanding of machinist approach, often used for an easier understanding of Boolean algebra, which is embedded within the Computer Aided Design tools and discusses how the design for additive manufacturing would differ from that approach. This thesis discusses how local forces, despite being the weaker actor in a proxy relationship, manipulate external powers’ support to pursue their own objectives. Three factors – practical advantage, relative will, and diverging objectives – explain this counterintuitive power dynamic. First, local forces have better local knowledge, more extensive networks, and greater legitimacy, which give them leverage and make them desirable partners. Second, local forces' involvement is often existential rather than selective; unlike external powers, local forces are thus unconstrained by domestic political vulnerabilities. This thesis investigates how and why U.S. policies and agencies are ill-equipped to respond to narco-terrorism and offers some policy recommendations for remedying that. Narco-terrorism is the merging of terrorism and drug trafficking. Terrorist organizations and narcotics traffickers each have much to offer the other; there is potential for symbiosis in the form of cooperation and even hybridization. Because nonprofit organizations often have more limited resources than for-profit organizations, implementing family and medical leave policy mandates can be problematic.
