Homeschooling is a viable educational option for many families. Challenges often arise when students are ready to transition into higher education. Barriers to smooth transitions exist, both for the homeschooled student as well as for college admissions teams. The purpose of this qualitative study was to recognize these barriers in order to increase the potential for working toward solutions for those involved. This study used a combination of case story and qualitative research methodology to gather perspectives through interviews from three homeschooling families in southern Minnesota and three higher education professionals working in the field of admissions. The objective of this case-study is to analyze the effects and the perception of different groups in possibly implementing market-based approaches of Pigouvian tax and Cap-and-Trade to manage the Guarani Aquifer, Brazil. The Pigouvian Tax is a corrective taxation that assigns a price for the negative impacts water consumption creates to aquifers, as a way to influence a more sustainable level of water consumption. Cap-and-Trade sets a maximum quantity of water allowed to be used from aquifers, and allow economic agents to trade quantities of water they have the right to use, as a way to adapt to the cap. …

This dissertation consists of three empirical studies that address questions regarding state welfare policy making in the post-welfare reform era. The first empirical study pays close attention to the Temporary Assistance for Needy Families (TANF) as a federal block grant program, which is a big departure from most previous TANF studies, to ask why American states differ in their decisions to allocate federal block grants across specific programs. Drawing on research on fiscal federalism and state and cross-national welfare politics, the study uses cross-sectional time-series data covering 50 states over the fiscal years 2004-2016 to examine factors that have an …

The body worn camera (BWC) policy in the United States was introduced as a response to public demand for governmental action to decrease police use of deadly force after several highly-visible police shooting incidents involving Black residents occurred. Given the recent introduction of BWC technology, past studies on BWCs have primarily focused on examining whether BWC implementation influences the desired outcomes including a decrease in police use of force and citizen complaints. Police use of deadly force has become one of the most contentious and controversial aspects of the U.S. criminal justice system. Yet, the vast majority of police shootings never rise to the level of public consciousness (Zimring, 2017). Instead, the public discourse and controversy tends to center on a handful of cases that appear excessive and/or are difficult to understand (Pickering & Klinger, 2016). On March 23, 2010, President Obama signed the Patient Protection and Affordable Care Act into law, thereby ushering in the most sweeping, expansive changes to the American healthcare system since the creation of Medicare and Medicaid in 1965. Supporters, including healthcare advocates, celebrated the passage of the ACA as a defining moment in healthcare history. Teacher quality is the most important school-based factor affecting student learning and achievement. In 2009, the Race to the Top (RttT) federal education initiative provided an opportunity for states to compete for federal grant resources to reform their public education systems, which included revamping teacher evaluation systems to improve teacher (and principal) effectiveness. Consequently, New York State was awarded almost $700 million in 2010 during the second phase of RttT for its Regents Education Reform Plan, which established a new teacher and principal evaluation plan known as the Annual Professional Performance Review (APPR). Interest in the role of non-cognitive skills on successful life outcomes (such as academic performance) has increased in recent years. Policy makers in many countries have prioritized the learning of non-cognitive skills in the school curriculum and training frameworks. Although studies in labor economics have provided important insights about the impact of non-cognitive skills on earnings (e.g., Lindqvist and Vestman 2011; Heckman, Stixrud, and Urzua 2006), solid evidence about how labor markets produce or facilitate the acquisition of non-cognitive skills in different country settings is lacking. In 2008, New York’s health commissioner asked LHDs and nonprofit hospitals to collaborate with community partners to conduct community health needs assessments, identify two or three health priorities to focus on, and implement evidence-based strategies to address them. The actions taken as part of the New York State Prevention Agenda mirrored the IRS rules and PHAB recommendations that followed. The dearth of published studies on public health-hospital collaborations and the momentum to understand how communities in New York have responded to the IRS rules and PHAB standards are the impetus for this research.

Obesity is a critical health and social concern. Almost 40% of American adults are obese, creating more than $300 billion dollars in annual medical costs. While obesity is a public concern that has been on the policy agenda for some time, obesity policies have proven difficult to formulate, adopt and implement in practice. The United States’ health care system has faced growing per capita use, and subsequent crowding, of the emergency department since the 1990’s, evidenced by longer wait times and the institution of ambulance diversions. Emergency departments are but one element of a complex system, with difficulties which persist despite policy efforts.

Open Secrets, Congressional Oversight, And The Geopolitics Of The Cia Drone Program, Marita C. Murphy

Analyzing four congressional hearings that publicly discuss the CIA’s ‘secret’ drone program, this thesis considers the interaction between publicity and secrecy in facilitating practices of later-modern warfare. Specifically, I examine the content of these drone hearings within the broader context of leaks, Obama administration speeches, and public interest in CIA drones to better understand how open secrecy engages with public oversight. I argue these hearings are deceptively productive. While they largely fail as oversight events, the hearings facilitate numerous unexpected outcomes—including the normalization and entrenchment of the CIA drone program. Paradoxically then, publicity proves essential to the maintenance and acceptance …

In an effort to address financial constraints and environmental concerns states have increasingly turned to a combination of un-tolled (HOV) and tolled (HOT) lanes. Public-private partnerships (3Ps) are a popular mechanism for this more sustainable approach to highway infrastructure that couples environmental sustainability (efficient utilization of existing lanes, less congestion) with financial sustainability (private investment). This chapter offers an approach to 3P contract writing for HOV/HOT facilities that is structured by a stakeholder analysis of actors in the project accountability environment. In early 2018, one of Malaysia’s key security forces made a startling announcement. The Auxiliary Force, a branch of the Royal Malaysia Police Cooperative, had entered into a partnership with the Chinese company Yitu Technology to equip the Force’s officers with facial-recognition capabilities. Security officials will be able to rapidly compare images caught by live body cameras with images from a central database. The head of the Auxiliary Force explained that this use of artificial intelligence (AI) was a “significant step forward” in efforts to improve public security. Risky sexual behaviors of adolescents in Creek Town have not been fully profiled. This study investigated the sexual behaviors of adolescents and their various dimensions in Creek Town, in Cross River State, Nigeria. This cross-sectional survey design adopted multi-stage sampling procedure to administer a 112-items questionnaire to 422 adolescents, to elicit information on their sexual behaviors and practices. Four focus group discussion sessions were also conducted with in-school and out-of-school adolescents. The mean age of adolescents was 17 years. Majority (65.4%) of the adolescents were sexually active. The mean age at sexual debut was 15 years for both male and …

Pawnee Dam is one of the ten Salt Creek Dams designed and built in the 1960s to mitigate flooding in Lincoln, Nebraska. This short paper illustrates the update of the Pawnee Dam inflow design flood (IDF) through calibration to recent high flow events and the development of its stage-frequency or hydrologic loading curve with the U.S. Army Corps of Engineers’ Risk Management Center Reservoir Frequency Analysis (RMC-RFA) model. The IDF update follows Engineering Regulation 1110-8-2, Inflow Design Flood for Dams and Reservoirs, including unit hydrograph peaking and two antecedent pool elevations.
