Prosecutors’ discretionary decisions have enormous impact on individuals and communities. Often, prosecutors exercise their vast power and discretion in questionable ways. This Article argues that, to encourage prosecutors to use their power wisely and not abusively, there is a need for more informed public discussion of prosecutorial discretion, particularly with regard to prosecutors’ discretionary decisions about whether to bring criminal charges and which charges to bring. This study discusses the effect of economic agglomeration on the productivity of manufacturing industry companies by using case studies on the island of Java which is the location of more than 80 percent of large and medium industrial companies in Indonesia. The company productivity used in this study is the total factor productivity (TFP) with the economic agglomeration variable used is localization economies, urbanization economies, and competition. This study compares the impact of budget allocations between regions that have carried out direct regional elections and indirectly and their impact on regional per capita income. The budget allocation uses the allocation of capital expenditure and indirect expenditure on the Regional Expenditure Budget (APBD) of regencies and cities in Indonesia. Empirically, in the 2005-2010 period in Indonesia, the estimation results using Pooled Least Square did not show a significant difference in the impact of budget allocation on regional per capita income between the regime and direct versus indirect elections. Yet several decades ago, few persons with disabilities saw their condition as an identity to be embraced, let alone to serve as the basis for affinity and collective mobilization. This research examines disadvantaged populations’ accessibility and mobility in the non-car transportation system in St. Louis. By employing mixed methods, this research investigates accessibility and mobility through three distinct scholarly lenses: physical infrastructure and proximity, individual experiences, and political processes. The thesis synthesizes the analyses from these three approaches in order to provide holistic policy recommendations for creating more equitable transportation systems in St. Louis and beyond. Empirical findings show that neighborhoods with lower median incomes and lower percentages of white population in St. Louis are less accessible for biking and walking, with highly variable public transit accessibility. This paper extends Pesaran (2006) common correlated e¤ects (CCE) by allowing for endogenous regressors in large heterogeneous panels with unknown common structural changes in slopes and error factor structure. Since endogenous regressors and structural breaks are often encountered in empirical studies with large panels, this extension makes the Pesaran’s (2006) CCE approach empirically more appealing. In addition to allowing for slope heterogeneity and cross-sectional dependence, we find that Pesaran’s CCE approach is also valid when dealing with unobservable factors in the presence of endogenous regressors and structural changes in slopes and error factor loadings. Three principal groups that interact with coral reefs on Nosy Be were interviewed: fishers, tourist guides, and conservationists. The UK summer heatwave of 2018 led to changes in consumer behaviour, including large increases in electricity demand due to increased use and intensity of refrigeration and air-conditioning devices1,2. Although the United Kingdom experienced its equal hottest summer on record, the extreme temperatures were concentrated in the south and east of England3. Here we exploit the regional variation to test for the effect of experiencing extreme temperatures on perceptions of resource security and on related pro-environmental behaviour. In response to these climate-related challenges, Governor Ralph Northam issued Executive Order 24, “Increasing Virginia’s Resilience to Sea Level Rise and Natural Hazards,” on November 2, 2018. In June 2018, Governor Ralph Northam signed legislation creating a cabinet-level position, the Special Assistant to the Governor for Coastal Adaptation and Protection, to lead efforts in addressing coastal resilience and flooding mitigation in Virginia. The following November, Governor Northam signed Executive Order No. 24, which directed the state to increase statewide resilience to natural hazards and extreme weather. This Executive Order directed Virginia to develop a Coastal Resilience Master Plan (CRMP). In order to implement the projects proposed in the CRMP, the Commonwealth will need funding.
