Obstacles And Motivators For Partnership Formation In A Multi-Dimensional Environment, Luke Fowler

Partnerships are now essential to public service delivery. However, due to limitations in collaborative capacity, there are both obstacles and motivators for forming partnerships. Intergovernmental and cross-sectoral partnerships offer different advantages and disadvantages in extending public service missions in new directions. Using survey data of local air quality agencies, findings determine different factors contribute to partnership and non-partnership. Further findings suggest partnerships are driven largely by problem severity, but non-partnership is driven by specific benefits and risks associated with types of partners. Conclusions indicate that understanding non-partnership is a key to understanding partnership formation.

This paper outlines a plausible mechanism whereby the country of Honduras could curtail gang violence within its borders with the eventual intent of exterminating gangs in Honduras. First, the need for such a plan is presented, with current statistics on the violence in Honduras. The paper then explores the possible use of an adapted form of Cold War containment policy against Honduran gangs. This method of containment would work by hindering the activities of the gangs and more importantly by addressing the societal factors that contribute to gang proliferation. The Northern Great Plains Inventory and Monitoring Network includes thirteen park units located in five northern Great Plains states across six ecoregions. Two park units, Jewel Cave National Monument (JECA) and Wind Cave National Park (WICA), protect significant cave resources. These two caves are among the longest caves in the world and have an assortment of underground water resources ranging from drip sites to cave lakes. Individuals with intellectual and developmental disabilities (I/DD) have some of the highest rates of sexual violence of any group—at least 7 times the rate for people without disabilities. (6) Attempts to alleviate this problem have been unsuccessful and based on the Medical Model of Disability, which views people with I/DD as inherently vulnerable and in need only of protection. Viewing people with I/DD as inherently vulnerable further stigmatizes them and increases dependency on others, instead of fostering capabilities and independence. In my ISP, I explored language as it relates to the ways in which people living in Cato Manor make sense of HIV/AIDS in their community. With 7.1-7.2 million people living with HIV (PLWHIV) in South Africa, individuals across the country are either infected or affected by illness. KwaZulu-Natal (KZN), the province with the highest rate of HIV, is also the province that was surveyed with the disproportionately highest internal stigma rates for PLWHIV. High prevalence of HIV, particularly in KZN, calls for a constant contextualization of life in the presence of illness.
