Land Value Tax Analysis: Simulating The Tax In Multnomah County, Peter Hulseman, Adam Rovang, Devin Bales, Hoang The Nguyen

This report, produced with support from Common Ground OR-WA, examines the impacts of a land value tax system in Multnomah County through a two-step modeling process that first eliminates the tax policy that has caused market assessed value and real market value to diverge, and subsequently simulates a split-rate tax on a) land value and b) improvement value. The report is accopanied by a technical summary document.

The current study can serve as an important prototype for planning purposes and social and environmental justice among the regional units of New York City. With the current scientific sphere lacking a comprehensive methodology for assessing social superstructure, an aesthetic framework has the potential for success in evaluating the aspects of sustainable and resilient urban development.

Since 2009, the Portland Bureau of Transportation (PBOT) has aimed to prioritize pedestrians above all other transportation modes. By putting pedestrians first, cities can improve outcomes for communities and transform streets into welcoming public spaces. Pedestrian streets help achieve this goal by reallocating space that was once dedicated to the movement and storage of cars to spaces for people to interact, socialize, and recreate. By developing a typology and an evaluation framework for pedestrian streets, this document attempts to answer the question, what could pedestrian streets look like in Portland’s Central City?

There is very limited Latino presence in the State Senate, with one Latina State Senator in office; having five Latinos in the Senate would be proportionate to the statewide Latino population. Six Latinos serve in the 160-member House of Representatives; eighteen would be proportionate. There are no Latinos in the state’s congressional delegation.

City councilors and members of school committees account for 83% of all Latinos serving in key elected leadership positions. The top 20 cities and towns with the largest proportions of Latino residents in Massachusetts account for 57% of the Latino population in the state. Among these cities …

Challenges and adversity are ubiquitous, but there is differential distribution by sex and social location. Women have an increased likelihood of experiencing social and biological challenges with an even greater probability among Black women because of the enduring historical context of oppression, devaluation, and inequality. As a result, Black women experience stressful and chronic strains over their changing life course, requiring early and greater adaptation and evolving regulatory processes that can lead to stress proliferation and allostatic load. Despite hardships, however, many have demonstrated historical and contemporary patterns of adapting and flourishing. This is suggestive of resilience. Yet, the extant …

The purpose of this review is to provide an exploration of past research on women's pathways to incarceration, specifically discussing how this problem affects California women. Using research from various case studies, both quantitative and qualitative, this review examines the correlation between life experiences and incarceration for women. California laws and policies that mitigate the impact incarceration has historically had on women will be discussed. This research provides a better understanding of the treatment needs of incarcerated women and the programs that could provide them with some positive resources to succeed post incarceration and avoid recidivism.

Purpose: This study investigates the relationships between service efficiency in 5 major cost centres (namely, business orientation, network coverage, physical resources, maintenance, repair and overhaul (MRO), and human resources) and profitability in the global airline industry. Design/methodology: The study integrates the Slack-based Model (SBM) of Data Envelopment Analysis (DEA) with the Alternating Conditional Expectation (ACE) regression to understand the relationships between an airline’s profitability and its efficiencies in 5 identified operations areas. When children are detained and enter the foster care system, social workers screen them to determine if mental health services are needed. Formal referrals to mental health providers are made, however there is a significant wait time between referral and service delivery.

The focus of this study was to explore these barriers to mental health services in an effort to identify approaches that might improve service access. Executive Summary

Accelerating the adoption of agroforestry will require a better understanding of the economic opportunities and financial benefits to society, says a recent assessment of United States agroforestry.1 Providing this understanding is critical for agroforestry to reach its full potential, whereby it enhances rural economies and provides ecological services that people need, such as clean drinking water. To assess emerging opportunities, the United States Department of Agriculture (USDA) convened more than 60 people in March 2018 to learn, network, and, above all, generate ideas for raising the economic profile and viability of agroforestry in the United States.

Although extensive research has been conducted on the effects of mindfulness-based interventions (MBIs), the processes through which MBIs affects well-being are still unclear. Furthermore, most of the current mindfulness research has focused on formal mindfulness practice. I aim to contribute to the field by studying the effects of informal mindfulness practice delivered through a mobile application in a two-week experience sampling study. Well-being was examined at three levels: immediately after completing an informal mindfulness exercise, at the end-of-the-day, and retrospective assessments of the two-week intervention period. The human resource skills gap in cybersecurity has created an opportunity for educational institutions interested in cybersecurity education. The current number of schools designated by the Department of Homeland Security (DHS) and National Security Agency (NSA) as Centers of Academic Excellence (CAE) to train cybersecurity experts are not sufficient to meet the shortfall in the industry. Research on older adults frequently explores the notion of "aging in place"—providing older adults the opportunity to continue to live in their own homes and communities. However one’s ability to stay or leave, particularly in old age, often depends on the built environment.
