Perceptions Regarding Public Safety In Portland’S Humboldt Neighborhood, Kris R. Henning, Greg Stewart

The Portland Police Bureau (PPB) has partnered with Portland State University (PSU) to develop new strategies for improving public safety and police-community relations. The initiative seeks to provide residents with greater voice in where police work in their neighborhood and what steps the police take to address public safety concerns. The current report presents the findings from a household survey conducted in Portland's Humboldt neighborhood. Residents' top concerns were gun crimes, gang activity, and traffic safety. The majority of residents support increased foot patrols by officers and community meetings as a means for reducing crime and strengthening police-community relationships.

In this paper, we assess the evolution of 32 state constitutions and the U.S. Constitution over a 100+ year time period (1776-1907). We construct an original sectionlevel dataset containing the text of every section within a constitution for every year between the adoption of the state’s first constitution and 1907. We classify each section by topic and compare the content of each new constitution as well as the impact of amendments. With a subset of these data, we analyze the extent to which sections were added, deleted, modified and remained the same over time using a novel approach that relies …

In an increasingly interconnected and technological global environment, ignorance of Africa is no longer acceptable. This, especially from major political leaders. Yet, examples of such ignorance are evident in the current American presidential campaign. Neither the Republican nominee Donald J. Trump nor the democratic nominee Hillary R. Clinton has articulated any concrete vision for an African policy.

This project argues that, in the wake of the 2007-09 financial crisis, the United States (US) and European Union (EU) are doubling down on finance-led domestic growth strategies and that this is their goal in constructing a transatlantic financial regulatory regime. The regime’s goal privileges the input of industry actors over other civil society actors. The construction of this regime is in response to pressure from emerging markets and to service domestic industry actors after the financial crisis. Residential Electricity Demand In El Paso: 1977-2014, Thomas M. Fullerton Jr., David R. Macias, Adam G. Walke

This study analyzes the demand for residential electricity in El Paso, Texas, USA. Annual data are provided by El Paso Electric Company covering the period from 1977 to 2014. This study reports a negative long-run income elasticity for residential electricity demand. Per customer residential electricity usage declines by 0.68 percent for every 1-percent increase in real per capita income over the long run, indicating that electricity is treated as an inferior good by households in this metropolitan economy. That result runs counter to many earlier studies, but corroborates recent empirical evidence for Seattle, Washington and other regions of the United …

Purpose: Many manufacturing companies that ship goods through full container loads found themselves under-utilizing the containers and resulting in higher carbon footprint per volume shipment. One of the reasons is the choice of non-ideal container sizes for their shipments. Consolidation fills up the containers more efficiently that reduces the overall carbon footprint. The objective of this paper is to support decisions on selection of appropriate combination of container sizes and shipment consolidation for a manufacturing company. Purpose – The purpose of this paper is to ascertain how elements of the built environment may or may not influence the frequency of grocery shopping. Design/methodology/approach – Using data from the 2009 Seattle Obesity Study, the research investigated the effect of the urban built environment on grocery shopping travel frequency in the Seattle-King County area. Binary and ordered logit models served to estimate the impact of individual characteristics and built environments on grocery shopping travel frequency. This article examines the Community Foundation of Southeast Michigan’s launch of a broad-based, multilayered strategy to promote youth leadership in the region, and showcases what can be accomplished when foundations invest in such strategies.

In partnership with the University of Michigan School of Social Work and the Dorothy A. Johnson Center for Philanthropy at Grand Valley State University, the foundation helped develop comprehensive programs aimed at building the capacity of youth-serving organizations to engage youth as leaders, support a youth-driven research assessment and social-justice project, and provide funds for youth-run efforts aimed at strengthening the region’s schools and communities.

The article challenges the perception among some in the field of community and economic development that small and socioeconomically distressed metro areas do not attract a proportional share of grant capital from the nation’s largest foundations.

The analysis presented in this article reviewed nearly 169,000 community and economic development grants made by the largest foundations between 2008 and 2013 to identify metro- area characteristics that are associated with higher levels of grant receipt.

The density of nonprofit organizations and the presence of large, local foundations are shown to be consistently significant predictors of grant receipt. After controlling for these and …

The REACH Healthcare Foundation created its Rural Health Initiative to encourage the development of innovative strategies to improve access to health care and reduce health inequities in three rural counties in Missouri and Kansas. The intent was to develop a systematic, sustainable, and coordinated approach to community change that would increase the odds of breaking through the persistent barriers to health care access for the rural poor and medically underserved in these counties.
