Despite immense efforts of poverty alleviation in the Western highlands of Guatemala, poverty is intense and widespread. Amidst an abundant array of poverty interventions, existing evidence on those interventions are not sufficient. Highlighting basic knowledge regarding impact evaluations, this paper aims to determine the most effective poverty intervention for the Western highland areas of Guatemala. Focusing on impact evaluations, this paper reviews 17 Latin American interventions, paying close attention to what may be applicable to this region. Using only the highest quality data from Latin America, it is clear that cash transfers and graduation programs are the most impactful interventions …

France and Belgium are two of the top countries in Europe with an increasing number of root fighters. Over the last two years, both countries have been primary targets of terrorism. This thesis investigates the repeated pattern of events and analyzes from a birds-eye view the cycle leading to the rise of terrorism in France and Belgium. This research disputes that anxiety causes discrimination and lack of integration in France and Belgium, which contributes an identity crisis. Green Valley Community Garden in Brownsville, Brooklyn, is one of about a dozen gardens on land owned by the New York City Department of Housing Preservation and Development that are being uprooted by plans to build affordable housing. The gardeners are fighting back to prevent the garden’s destruction, saying that the food-producing green space is a source of healthy eating in a community with high rates of health problems, like diabetes and obesity. People smugglers help transport migrants across international borders without authorization and in return for compensation. Many people object to people smuggling and believe that the smuggling of migrants is an evil trade. In this paper, I offer a qualified defense of people smuggling. In particular, I argue that people smuggling that assists refugees in escaping threats to their rights can be morally justified. I then rebut the objections that people smugglers exploit migrants, have defective motivations, and wrongly violate the law. My conclusion is that people smuggling is sometimes a permissible way of helping refugees to evade unjust immigration restrictions …

In November 2016 the number of states where recreational marijuana sales are legal increased to eight. Thousands of cities and counties are now on the front lines of regulating these new land uses. Local governments in Colorado, the first state to implement recreational marijuana legalization, are models for jurisdictions in other states. We study counties and municipalities in the eight micropolitan statistical areas in Colorado to learn how they regulate recreational marijuana businesses. We reviewed codes, ordinances, and other documents of 43 local governments and interviewed planners in a third of these jurisdictions. These places were purposefully selected and reflect …

Insider threats, or attacks against a company from within, are a pressing issue both domestically and internationally. Frequencies of these threats increase each year adding to the overall importance of further research analysis. The recent City Club report on bicycling provided an opportunity to collect and analyze a number of data sets including the new Hawthorne Bridge data. One question is where Portland bicycling on the logistic curve -- a common tool for judging the maturity of a developing product or activity. Logistic curves are used for marketing, for epidemiology, and even for visits to Indian owned casinos. The preliminary evidence is that we are reaching the horizontal area of the curve. This study evaluated the impact of Katatagan, a culturally adapted, group-based, and mindfulness-informed resilience intervention developed for disaster survivors in the Philippines. The intervention aimed to teach six adaptive coping skills: harnessing strengths, managing physical reactions, managing thoughts and emotions, seeking solutions and support, identifying positive activities, and planning for the future. Pre- and post-intervention assessments were conducted with 163 Typhoon Haiyan survivors. Six-month follow-up assessments were obtained for 37 participants. Pre- and post-results showed improvements in participants’ self-efficacy on all six coping skills. The 6-month follow-up revealed significant improvements in four of the six coping skills. In the last five years or so, a renewed enthusiasm for UA has manifested itself in the form of citizen-led UA projects.
