Civil wars typically have been terminated by a variety of means, including military victories, negotiated settlements and ceasefires, and “draws.” Three very different historical trends in the means by which civil wars have ended can be identified for the post–World War II period. A number of explanations have been developed to account for those trends, some of which focus on international factors and others on national or actor-level variables. Despite the large amount of research into disaster risk reduction [DRR], there remain significant difficulties in attempting to measure the impact of these policies. In particular, an urgent priority is the need to produce a theoretical framework for researchers and practitioners to enable the comparative assessment of the success of DRR policies. The measurement of these policies is unsatisfactory, creating a situation where it is almost impossible to assess how well the resources committed to these policies translate to improving DRR in at-risk communities. The Wireless Emergency Alert (WEA) system is a free, opt-out, national emergency alerting service that was deployed in 2012 as one component of the Integrated Public Alert and Warning Systems (IPAWS). Since 2012 over 10,000 WEA messages have been transmitted to mobile phones in the U.S. In 2015, a national online survey on WEAs (2015 WEA Survey) was conducted to understand the effectiveness of WEA messages for people with disabilities. The survey collected data on availability, awareness and accessibility of WEA messages, as well as actions taken by the recipient upon receipt. The survey also takes into consideration the type …

The federal budgeting process is wrought with conflict that makes it nearly impossible for the budget to be passed on time, or so it seems. One aspect overlooked is the effects of statutory Pay-As-You-Go (PAYGO) rules. The cursory evidence indicates PAYGO may be beneficial under certain circumstances. The analysis relies on an Autoregressive-Moving-Average (ARMA) time series model with data from appropriations bills signed into law from fiscal years 1994 to 2014. The findings indicate mixed effects for PAYGO statutes with a shorter budgeting timeline under the Budget Enforcement Act of 1990, but a longer timeline under the Statutory PAYGO Act …

What values do national curricular statements communicate related to peace, conflict, violence and nonviolence? Schools are places that teach morals and mind-sets—transmission belts—cultural establishments that can contribute to how a student learns (pedagogy) and what a student learns (curriculum). The international community recognizes that young people are increasingly vulnerable to psychosocial trauma within in intergroup conflict. Exposure to traumatic stressors within these conflicts poses unique risks not only to the neurological and social development of youth, but also to their capacities to fully engage in peacebuilding interventions. With a growing focus on youth programming in peacebuilding strategies, there is greater imperative to explore the intersections of trauma and peacebuilding, which are naturally linked in their focus on intra- and inter-personal transformation. Gendering Human Rights: Threat And Gender Perceptions As Predictors Of Attitudes Towards Violating Human Rights In Asymmetric Conflict, Yossi David, Nimrod Rosler, Donald Ellis, Ifat Maoz

We introduce, in this study, a gendering human rights model in which perceiving outgroups as having stereotypical feminine traits predicts decreased support for violating their human rights through the mediation of threat perception. This model is tested in the context of the asymmetrical protracted Israeli-Palestinian conflict using Jewish-Israeli public opinion polling data (N=517). In line with our expectations, the findings indicate that Jewish-Israeli perceptions of Palestinians as having stereotypical feminine traits predict lower levels of threat perception from Palestinians and consequently less support for violating their human rights. Created by the Affordable Care Act (ACA), Consumer Operated and Oriented Plans (CO-OPs) are private, non-profit health insurers that were designed to increase insurance plan choice and lower premiums in the Health Insurance Marketplaces. Early analyses of the ACA suggested that CO-OPs may be particularly beneficial for rural communities, where fewer individual and small group health insurance options have traditionally been available.

The primary research objective of this qualitative study is to determine if self-determination theory is applicable to the population of the recently incarcerated. If it is applicable, self-determination theory may be a new method of examining the educational motivations of prisoners and the recently incarcerated. Twelve subjects from the western region of Virginia were interviewed. Each had been in prison for more than six months within the past five years; each also held a general education diploma or equivalent. Background: Assessing cumulative effects of the multiple environmental factors influencing mortality remains a challenging task.

Objectives: This study aimed to examine the associations between cumulative environmental quality and all-cause and leading cause-specific (heart disease, cancer, and stroke) mortality rates.

Methods: We used the overall Environmental Quality Index (EQI) and its five domain indices (air, water, land, built and sociodemographic) to represent environmental exposure. Associations between the EQI and mortality rates (CDC WONDER) for counties in the contiguous United States (n=3109) were investigated using multiple linear regression models, and random intercept, random slope hierarchical models. Based on 46 interviews conducted in a 2-month period, this article explored the identity narrative of three generations of the Hutu Diaspora community living in Belgium. Through a analysis of the Rwanda's National Identity policy and political categories, the research aimed to explore important themes such as sense of self and other, victimhood, and homeland through the lenses of the perpetrator group. Background: Local health departments (LHDs) operate in a complex and dynamic public health landscape, with changing demands on their emergency response capacities. Informatics capacities might play an instrumental role in aiding LHDs emergency preparedness. This study aimed to explore the extent to which LHDs’ informatics capacities are associated with their activity level in emergency preparedness and to identify which health informatics capacities are associated with improved emergency preparedness.

Methods: We used the 2013 National Profile of LHDs study to perform Poisson regression of emergency preparedness activities.
