The Right of Children to Free and Compulsory Education Act is India’s most recent national-level policy in pursuit of universalizing elementary education. While some states have been successful at increasing the number of students who attend school, reducing dropout rates, and reducing the rates of out of school children, others are still struggling to make progress. The states that are successful are surprising in some instances because they are not particularly wealthy, they have large rural populations, and some face larger socio-political issues. Given that conditional cash transfers (CCTs) can be a very effective social welfare program to reduce poverty and improve education and health outcomes, but may exacerbate conflict, this thesis addresses strategies for conflict-sensitive formulation and implementation of CCTs in Indonesia. This thesis raises the immediate need to address poverty in Indonesia and seeks to learn from the successes and challenges of other CCTs, such as those enacted in Mexico, Brazil, Turkey, and the Philippines. This empirical study analyzes the political implications for presidential election outcomes that stem from varying felon disenfranchisement laws within the United States. In the past decade incarceration rates have drastically increased, consequently augmenting the disenfranchised population. This paper focuses on presidential election outcomes and state political party majorities in the election years 2000, 2004, 2008, and 2012. I use demographic characteristics to calibrate assumptions for voter turnout and political party choice among the disenfranchised populations within each state. I then apply these voting populations to historical election outcomes and find that three state political party outcomes change, as well as …

This thesis explores the background of the Klamath Basin Restoration Agreement, a 250 page water use agreement among irrigators, Indian tribes, fishermen, environmental groups, federal and state agencies in the Klamath Basin. The agreement is contextualized in terms of water rights law, Indian law and the Endangered Species Act. The specific details of the agreement are explored. Finally, this thesis evaluates the agreement's merits and suggests a path forward for the agreement to become law.

Background: Traumatic brain injury (TBI) still remains a difficult disorder to treat. TBI has been associated to chronic neuroinflammation and a high risk for neurodegenerative disorders. Since 2001 between ten to twenty percent of all deployed military members have suffered a combat-related TBI. Nearly twenty to thirty percent of those will experience chronic cognitive, behavioral and somatic symptoms after suffering a TBI.

Government social interventions hold considerable power over what choices and opportunities impoverished households have available to escape the oppressive socioeconomic trappings of poverty. The U.S. Internal Revenue Service’s Low Income Housing Tax Credit (LIHTC) is one such program. While there are many positive mission statements of social governance, this study focused on the regressive potential for oppressive institutional policies and practices. Individuals with communication impairments (CI) are at a distinct disadvantage when attempting to interact through more traditional conversational means. Although their intentions may be similar to peers, physical limitations make verbal articulation of thoughts and feelings a more laborious undertaking. For some, the use of external augmentative and alternative communication (AAC) has offered an otherwise unavailable communicative opportunity. However, this type of communication requires more of the non-AAC using conversation partner and, unlike traditional forms of communication, may increase the likelihood of miscommunication. Purpose: The purpose of this study was to assess dental hygienists’ interests, current involvement, formal education, views, comfort levels, and intentions for involvement with disaster preparedness and response.

Methods: Dental hygienists (n=400) were asked to respond to a 21-item online survey. Data was analyzed using descriptive statistics, chi-square goodness-of-fit tests, and a paired-samples t-test. Common themes were identified and categorized from open-ended questions.

Results: A response rate of 84% (n=334) was obtained. Most respondents (97%) reported no involvement with disaster preparedness and response; however, a majority (86%) reported interest. Of those who indicated an interest in disaster preparedness and response, …

In a January 2016 meeting, the Clark County Commission heard a proposal from the County Public Works Department about a $200 million plan to build two urban elevated expressways constructed above existing roadways, potentially linking McCarran International Airport with the Las Vegas Strip’s resort corridor. Commissioners lauded the project with a “high degree of confidence” for funding sources and praised the “magnificent way of moving traffic” and “out of the box thinking” of these urban elevated expressways. This paper formulates and analyzes Bayesian model variants for the analysis of systems of spatial panel data with binary dependent variables. The paper focuses on cases where latent variables of cross-sectional units in an equation of the system contemporaneously depend on the values of the same and, eventually, other latent variables of other cross-sectional units. Moreover, the paper discusses cases where time-invariant effects are exogenous versus endogenous. With a graduation rate of 29.7% and a dropout rate of 59.8% reported in 2005, the Canton Public School District qualified as one of the most low-performing school districts in the United States. Recently, though, the district has experienced significant improvement in these areas, reporting a graduation rate of 72.2% and a dropout rate of 17.8% in 2013. Concurrent to the surge of U.S. forces in Iraq between 2006 and 2008, Sunni tribesmen in the U.S. Marine‐controlled western Anbar province of Iraq experienced an “awakening” movement, which led them to side with U.S. and coalition forces. The Sunni Awakening demonstrates that individuals will often realign because of betrayal and opportunities for advancement. It also demonstrates that individual motives can have macrolevel social consequences. Complexity theory suggests that political factions will realign based on individual considerations that then develop into macrolevel movements. Complexity theory also combines both agency (in terms of microbehaviors) and structure (in terms of initial conditions). …
