The Bantuan Operasional Sekolah (BOS) Program was launched in 2005 as a grant directly from the government to each school’s bank account based on the number of the students. The main goal of BOS is to cover school tuition in the public schools, lighten operational expenses in the private schools, and to provide free education for poor students, both in public and private schools. Since the BOS Program has been implemented nationally and the funding is granted based on the number of students, this study hypothesizes that the BOS Program will have an impact on the household expenditure in education. …

Kentucky law authorizes county health departments to implement harm reduction needle exchange programs given that the county receives approval from all governing authorities including the local and/or district boards of health, the county government, and the city government in the jurisdiction in which the exchange is intended to operate. As of April 2016, five county health departments operate needle exchange programs and around 20 other county health departments are seeking approval from their governing authorities or beginning to discuss engaging in this process.

Declining fertility is one of the top policy issues in South Korea. To increase the birth rate, the government of South Korea has been enacting several fertility encouragement polices. Although almost all of the birth encouragement policies have been led by the central government, a childbirth grant program was developed by primary local governments themselves. The grant levels vary significantly between local governments.

For the past 100 years, policy analysts studied college enrollment at the individual level. Yet little research has been performed on whether the surrounding community characteristics contribute to enrollment rates. This is in part due to seeing college attendance as an individual choice whereas K-12 enrollment is typically predetermined by place of residence. However, this ignores the potential impact economic and social characteristics a community has on students while growing up. This paper attempts to add to the literature by testing county level variables with a panel regression with high school fixed effects.

In recent years, people heard similar cases where bystanders act indifferently or are slow to report the crime. This made me ask the research question of this Capstone: What factors are associated with intervention by bystanders?

The data set I used here is the incident data file from the National Crime Victimization Survey (NCVS) data, which covers the years 1992-2013. Congress must pass twelve separate appropriations spending bills by October 1st to enact the annual federal budget. Since 1974, Congress has only passed the federal budget by the beginning of the fiscal year four times (Draper and Pitsvada 1984). Continuing resolutions are utilized to help fill the gap until Congress and the President can agree upon a budget, but they often come with delays in funding of federal programs. As one of only four states that ban bail bond companies, Kentucky is an experiment in the “laboratory of democracy,” which is made even more interesting because the state has tried three different approaches to pretrial release—the Pre-1976 approach, the 1976 to 2011 approach, and the 2011 to present approach. An assessment of these approaches show s how state actions and inaction can affect the right to pretrial release and underscores the importance of adopting appropriate state pretrial release policies.

This essay provides support for Affirmative Action policy from the perspective that both supporters and opponents want merit-based evaluations. Disparate representation and prejudice-driven discrimination, however, make this impossible. Affirmative Action gives minorities the opportunity to change their representation in certain fields, therefore changing the way they are perceived, and eventually dissipating existing race-based discrimination in the evaluation process.

Laws that prohibit, regulate, or tax cigarettes can generate illicit markets for tobacco products. Illicit markets both reduce the efficacy of policies intended to improve public health and create harms of their own. Enforcement can reduce evasion but creates additional harms, including incarceration and violence. There is strong evidence that more enforcement in illicit drug markets can spur violence. The presence of licit substitutes, such as electronic cigarettes, has the potential to greatly reduce the size of illicit markets.

We present a model demonstrating why enforcement can increase revenues in the illicit market, show that states with higher tobacco taxes …

An organizational level program utilizing Participatory Curriculum Development (PCD) (Taylor, 2003) is presented to assist postsecondary institutions with development, implementation, and evaluation of programs to support student veterans. Postsecondary institutions are provided with a “how to” program manual that includes literature-based core and supplemental programs, trauma-informed theory, and a methodological framework to implement programs. Practical program evaluation measures are offered to assist postsecondary institutions with evaluating the outcomes of their efforts to support student veterans. This research examines the perceived quality of experience for safari tourists in relation to wildlife viewing proximities and the potential of educational interventions as a management strategy to mitigate adverse impacts of safari participant crowding. Crowding emanates from the safari tourist preferences to obtain close proximity to animals, particularly large mammals. In 2006, the State of Michigan passed Proposal 2, an amendment to the Michigan Constitution which effectively banned affirmative action and race-conscious admissions policies at Michigan's public universities. Despite arguments that this policy placed an undue burden on certain ethnic and racial minorities by suppressing their participation in the American political process, the U.S. Supreme Court upheld Proposal 2 as constitutional in the 2014 case Schuette v. This paper analyses the impact of public expenditures and tax revenues on non‑oil economic growth in Azerbaijan for the period of 2000Q1‑2015Q2 by employing OLS, ARDL, FMOLS, DOLS, CCR and Granger Causality techniques. Different cointegration methods result in consistent results. In this study, there is strong evidence of significant long‑run positive contributions from public expenditures to non‑oil sector output. Results also show that tax revenues significantly slow down non‑oil economic growth in the long run. Granger Causality analysis finds the existence of a bidirectional short‑run association between non‑oil GDP and public expenditures, while tax revenues Granger Cause both variables. The …

Context: Health disparities are among the critical public health challenges.

Objectives: To analyze the extent to which local health departments (LHDs) perform activities for addressing health disparities, changes in proportion of LHDs’ performing those activities since 2005, and factors associated with variation in such engagement.

Methods: We used the 2013 National Profile of LHDs Survey to perform Logistic Regression of activities LHDs performed to address health disparities.

Results: About 20 percent of LHDs did not perform any activity to address health disparities. Significant decreases occurred since 2005 in the proportion of LHDs that performed health disparity reduction/elimination activities for four …
