Over the past decade, there has been a dramatic increase in the number of areas where asking for help is restricted or banned. Whether called begging, panhandling, or solicitation, cities were spurred on by concerns of business owners and residents to ban or highly restrict this type of speech from occurring in public areas. Yet laws such as these have been repeatedly struck down by courts in recent months, fueled in large part by the Supreme Court’s decision in Reed v. City of Gilbert.

County government is an overlay of history striving to adapt to an uncertain future. Increasing arrays of complex issues face public administrators in counties as they grow and urbanize within metropolitan regions. Of the 3,031counties in the United States, 1,100 are now included within the 366 Metropolitan Statistical Areas (MSAs) and that number is growing as urbanization expands. This exploratory study examines the degree to which counties had carefully thought-out motivations for the adoption of performance pay systems, the degree to which they were using objective measures to gauge whether it was achieving those objectives, and the degree to which they believed it was achieving its intended objectives. Results indicated that adopting a performance pay system is not something to be entertained lightly. It requires more work, more discipline, more managerial courage, more training, more support, and will cause more heated internal conversations about compensation than more traditional compensation system alternatives. This paper examines the association between race blame attitudes with support for policies aimed at improving the nation’s large cities among White and Black Americans. Although legislative safeguards protect the constitutional rights of all Americans, Blacks trail Whites on nearly all quality of life indicators. By extension, the quality of life within cities with disproportionate and segregated Black populations is decidedly worse than in other cities. That said, the current study largely finds that black and white Americans maintain different motivations for supporting increased or decreased funding for large urban American cities, which often serves as a code word for …

Within the last century, interrogation practices throughout the United States have notably changed. Police interrogations went from physical harm (i.e., the third degree) to psychologically suggestive techniques. These psychologically coercive techniques put suspects at risk of giving a false confession, which is one of the contributing factors in wrongful convictions. One remedy to reduce false confessions is to electronically record interrogations. Very little is known about the specific policies and practices of electronic recordings during interrogation within law enforcement agencies. This Note addresses the effects of hydropower development projects on displaced persons globally. This Note recognizes that the increasing global energy demand puts great strain on nations to provide their people with electricity, but it also suggests that sustainable energy development projects can be carried out in a way that is fair to the indigenous populations surrounding hydropower dams. This study is an inquiry into the nature of the Islamic Community Milli Görüş (Islamische Gemeinschaft Milli Görüş -IGMG) movement in Germany. The movement has been identified as an “Islamist extremist group” by the German Ministry of the Interior in 2005. Germany has the highest number of Turkish immigrants in Western Europe and is home to Milli Görüş’s headquarters. We ask whether radicalization is a response to social, economic and political marginalization of Milli Görüş members in Germany. A great deal of political science literature has illustrated that U.S. Representatives respond to different electoral competition scenarios through modifying voting behaviors, floor statements, and bill sponsorship activities. However, scholarship has yet to significantly assess if and how political competition impacts the ways members of Congress present themselves to their voters and explain policy positions to their constituents. This dissertation longitudinally explores if and compares how members of Congress in different and changing electoral circumstances alter their home style behaviors, or not, due to the presence or lack of robust political competition.

Scholars generally agree that organizational capacity influences a nonprofit’s sustainability and overall effectiveness. Identified challenges include defining capacity, operationalizing it and understanding how capacity affects effectiveness. This research project seeks to explore these challenges and examine the construct of capacity from the perspectives of 195 emergency food program practitioners across eleven counties in upstate New York. The qualitative study aims to understand “what” capacity is; the quantitative study aims to understand “how” capacity is operationalized and the mixed method study examines the “why this matters”, through asking how capacity influences effectiveness.

Most countries, developing as well as developed, have adopted some type of quality assurance mechanism. Argentina is neither an island nor an outlier in higher education reforms in general, and it not when it comes to graduate program accreditation in particular. This study explores the way higher education institutions, as examples of autonomous organizations, respond to a new set of regulatory policies. My specific core interest is to discover what types of responses graduate programs give to compulsory accreditation. The study incorporates analysis from the regulatory and the higher education literature, theories and findings.

The Obama Administration launched an e-petitioning site called “We the People” (WtP) in 2011 to encourage the submission of citizens’ policy suggestions. Since 2011, thousands of petitions have been submitted to this site. Analysis of the contents of petition texts using topic modeling may enable policy makers and government leaders to identify latent topics of public interest that are not otherwise apparent.

In this article, we use data collected from municipal council members and department heads in Michigan municipalities with over 10 000 residents to determine how, and why, they view the quality of their interactions with one another. Building theories of small group dynamics and political control of bureaucracy, we test several hypotheses and conclude that council members and department heads hold divergent views of their interactions with one another and that their views are determined by government form and community characteristics. Public Vs. Private Schooling As A Route To Universal Basic Education: A Comparison Of China And India, William C. Smith, Devin K. Joshi

This article examines whether focusing primarily on public schooling can lead to more rapid achievement of universal basic education (UBE) than relying on a mixture of public and private schooling. Through a structured, focused comparison, we find China's greater emphasis on public schooling has contributed to higher enrollment, attendance, graduation rates, gender parity, and proportion of students entering higher education than India, the country with the world's largest private sector in primary and secondary education. This comparison suggests that greater emphasis on public schooling in developing countries may lead to more rapid UBE attainment than encouraging privatization.

In this paper, we demonstrate that an examination of the socio-environmental impacts of digital ICTs remains a fruitless enterprise without “materializing” digital labour. We suggest one approach to materializing digital labour: this first includes connecting political economic analyses of digital ICTs to the co-evolution and geography of planetary urbanization and technological change, and second, examining the relationships between immaterial, digital, labour with the material industrial production system.
