While a great deal of public attention addresses the Halliburton loophole of the Energy Policy Act of 2005 and Bureau of Land Management efforts to regulate hydraulic fracturing on public lands, less attention has been paid to the National Park Service “9B Regulations,” which provide a national regulatory framework governing the exercise of nonfederal oil and gas rights in national parks. This article begins with a review of law pertaining to oil and gas drilling in national parks. Primarily, we will remember the past year for passing a remarkable milestone in our institutional history and reaching 400 million USD in implemented donations. Even though our initial mandate was geographically limited to Bosnia and Herzegovina, we have employed these funds over the past 19 years for the benefit of over 30 countries, territories and regions. In 2016 alone, we helped individuals, communities and institutions in 18 countries, territories and regions.

APOPO is a global non-profit organization registered in Belgium that researches, develops and implements detection rat technology for humanitarian purposes. Detection rats, nicknamed HeroRATs, save lives by detecting landmines and tuberculosis. APOPO is headquartered in Tanzania and clears landmines in Mozambique, Angola and Cambodia, and soon in Zimbabwe. APOPO also detects tuberculosis in Tanzania and Mozambique and soon in Ethiopia. APOPO’s research and development center is based in Tanzania.

The international community has been actively engaged in mine action for over 20 years. Clearance has been remarkably successful both in reclaiming land and making life safer for some of the most disadvantaged people in the world. As the number of casualties due to landmines has fallen, we have seen the number of deaths and injuries caused by explosions in ammunition storage areas rise and an increasing diversion of ammunition away from state stockpiles and into the hands of non-state actors.

Lobbying in Israel was unregulated for 60 years. Scholars have decried the fact that high value is attached to the written decree, but implementation does not necessarily follow: quite a few laws have remained at symbolic level in Israel. There were two unsuccessful bills submitted to legislate lobbying regulation: first by Knesset Member (MK) Merom in 1993 and the second one by MK Naot in 2001. The bill submitted by MKs Yechimovich and Sa'ar in 2007 resulted in passing the Israeli lobbying regulations in 2008, but the Lobbyist Law displayed unexpected characteristics, and there was a 500% growth in lobbyist …

We distill complex frameworks for stakeholder engagement into five main principles that scientists and natural resource managers can use in planning stakeholder engagement efforts. Many natural resource management professionals, including practitioners and scholars, increasingly recognize the need for, and potential benefits of, engaging stakeholders in complex decision-making processes, yet the implementation of these efforts varies wildly, reflecting great methodological and conceptual diversity. Given the dynamic and diverse natural resource management contexts in which engagement occurs and the often significant stakes involved in making decisions about natural resources, we argue that stakeholder engagement would benefit from a theoretical framework that is …

This dissertation explores the adoption of Best Management Practices (BMPs) in the Kentucky River watershed. Through a survey of farmers in the Kentucky River watershed, chapter two investigates farmers’ current BMP adoption and their willingness to engage in additional adoption incentivized through a proposed Water Quality Trading (WQT) program. This chapter includes two parts: the first part is to investigate the factors influencing farmers’ current usage of BMPs; the second part is to estimate farmers’ willingness to implement BMPs given different levels of compensation specified in the survey. The literature has examined both the substantive and symbolic determinants of urban sustainability policies in addition to the implementation issues associated with those policies. At the heart of these policies is the idea that local governments have the desire and ability to engage in socially and environmentally responsible practices to mitigate climate change. There is a low risk of detection for white-collar criminals in most nations. White-collar criminals in public procurement corruption are probably no exception. Public procurement appears particularly vulnerable to corruption despite the multitude of policies and procedures that most public organizations have in place to ensure proper stewardship of public funds. While these mechanisms are designed to control and make transparent the procurement process, corruption has been inherent in public procurement since governments first began buying goods and services. Ben Bagdikian (1920-2016) graduated from Clark University in 1941 before becoming a journalist. He reported on prisons, poverty and civil rights and won the Pulitzer Prize. While Bagdikian was an editor at The Washington Post, Daniel Ellsberg gave him a top-secret history of the Vietnam War, The Pentagon Papers. Bagdikian gave a copy to a senator who read them into the Congressional Record. These papers include speeches and articles and research materials and manuscripts for his books, Media Monopoly, Double Vision, In the Midst of Plenty, Caged, and The Memoir of Lydia Bagdikian.

Terrorism is a widely debated topic on social media networks such as YouTube, Facebook, and Twitter. This is due to the fact that a high percentage of users rely on sites such as Twitter and Facebook as a news source for developing stories and information. In a study conducted in 2015 by Pew Research Center, in association with the John S. and James L. Knight Foundation, research found that 63 percent of Facebook users and 63 percent Twitter users depend on these social networks for their news, which is a substantial increase from 2013. Recidivism rates are high in most Western countries and, as prisons in these countries become overcrowded, the resources meant to enhance reintegration of inmates into society can be inadequate or nonexistent. On the other hand, Norway has one of the lowest recidivism rates among Western nations, at approximately 20 percent. Norway also has, along with other Scandinavian countries, a unique approach to its prison system. This paper discusses the exceptionalism associated with Norway's prison system and explores the reasons behind its low recidivism rates, with a focus on the encouragement of reintegration of inmates into society. This critical policy analysis uses critical race theory to provide a counter narrative to the P-16 initiative in Texas known as Closing the Gaps 2015. Findings indicate that while these reforms aim to increase educational access and achievement for people of color, they fall short of addressing systemic inequities such as enduring segregation and unconstitutional school finance policy. Using Texas as a case study illumines the ways the growing number of P-16 councils throughout the US might adapt and improve policy development and implementation to more adequately address educational inequities across racial, ethnic, and linguistic groups. Community Care Network of Nichols (CCNN) is a grassroots 501c3, created to help the elderly, disabled, and chronically ill to be able to stay in their homes for as long as possible. In order to accomplish this, CCNN provides four (4) direct services: friendly visits, reassuring phone calls, transportation services, and information and referral services to area human service agencies. These services and programs provided through CCNN are accomplished by over 100 volunteers. However, CCNN has been challenged with managing this workforce. In the Iraq and Afghanistan war context, studies have found that military-connected youth—youth with parents and/or siblings serving in the military—have higher rates of school victimization than their nonmilitary-connected peers. A positive school climate—where students perceive high levels of school connectedness, caring relationships and high expectations from adults, and meaningful participation—is associated with lower rates of victimization in secondary public schools. Based on a survey of 7th, 9th, and 11th grade students (n=14,493) enrolled in six military-connected school districts (districts that have a significant proportion of military-connected students), this study explores victimization rates and the role of school climate, deployment, …
