The Role Of The Press In Framing The Bilingual Education Debate: Ten Years After Sheltered Immersion In Massachusetts, Fern L. Johnson, Marlene G. Fine

In 2002 Massachusetts voters passed a voter initiative that changed the way children who are not fluent in English are taught. The initiative overturned the state’s requirement for “transitional bilingual education,” through which children are gradually transitioned, usually over a three-year period, from instruction in their native language to instruction entirely in English. Transitional bilingual education was replaced with “sheltered English immersion,” which places children with little or no English-language fluency in classes where almost all instruction is in English, with the expectation that they will move to regular English-only classrooms after one year.

The protracted conflict in Iraq has led to one of the highest internal displacements of people worldwide. With data from the International Organization for Migration’s Displacement Tracking Matrix and other sources, geographic information system methods were applied to investigate the quantitative and spatial characteristics of Iraq’s internally displaced persons (IDPs). Based on this analysis, significant numbers of IDPs were found to be displaced among the disputed territories of northern Iraq. The findings of this analysis, when paired with additional research, poses serious complications not only for the security of Iraq’s IDPs but also for the country. The proliferation of militias …

Racial disparities abound in human services, with communities of color facing grave impediments to positive progress. Mainstream institutions move painstakingly slowly on reforms—movement too slow to offer this generation prospects for real hope in equity. This paper builds the rationale for expanding funding for culturally-specific organizations, detailing the ways that the literature and the tacit knowledge of culturally-specific organizations improve outcomes for clients and communities of color. The article identifies the service benefits in terms of client outcomes, accountability practices, community benefits, cultural affirmation and inclusion, building community and political capital, and lessening investments in white-centric services. This research explains why some industrialized democracies have experienced middle class decline while others have experienced middle class growth since the 1980s. The prevailing political science literature based on the median voter theory predicts that middle class decline should not occur in democracies, whereas economic theories fail to explain national variation of middle class decline by attributing the decline to common developments such as globalization or technological change. I analyze data from the Luxembourg Income Study Database, the Comparative Welfare States Dataset, and the Comparative Welfare Entitlement Dataset, and demonstrate a significant partisan effect on middle class decline. In the United States, the late 2000s were a time of crisis that tested many urban decision-makers. The recession that started in 2007 was defined by a severe crash in the housing market and the proliferation of mortgage foreclosures across the country. Foreclosures occurred in urban, suburban, and rural communities, but had a particularly devastating impact on larger, older cities and their low and moderate-income neighborhoods. These cities had been dealing with economic and population decline for half a century. This article examines several current risk assessment and early warning models to predict genocide and mass atrocities. Risk assessment (RA) concerns a country’s long­-term structural conditions (regime type, state-led discrimination, etc.) that determine overall risk for atrocities. Early warning (EW) focuses on short/midterm dynamics that can serve as triggers. The article evaluates contemporary RA and EW forecast modeling, and asks: How well can we predict mass atrocities and genocide? What are the strengths and limitations to current predictive modeling? Scholarship on the structural prevention of genocide and mass atrocities is, for the most part, saturated with identifying the ‘root causes’ of deadly violence. Conversely, the causes of peace and the processes that de-escalate tensions – in effect, “what goes right” – remain comparatively under researched. In his book The Structural Prevention of Mass Atrocities, Stephen McLoughlin contends that positioning prevention simply on identifying and ameliorating risk factors erroneously assumes a linear inevitability between cause and outcome, and thus “fails to explain why some at-risk countries experience mass atrocities, yet others do not” (3). I study transactions between aircraft manufacturers and airlines as well as airlines' utilization of their fleet. Aircraft production is characterized by economies of scale via learning-by-doing, which creates a trade-off between current profit and future competitive advantage in the aircraft market. The latter consideration makes large buyers more attractive than small buyers and induces quantity discounts. The resulting nonlinear pricing strategy may distort both production and allocation in favor of large buyers. In the data, there is a negative correlation between the size of aircraft orders and the per-unit price, and a positive correlation between the price paid and the …

This study attempts to advance theorizing about health policy advocacy with combinations of narrative focus and a statistical map in an attempt to increase state legislators’ support for policies to address the issue of obesity by reducing food deserts. Specifically, we examine state legislators’ responses to variations in narrative focus (individual vs. community) about causes and solutions for food deserts in U.S. communities, and a statistical map (presence vs. absence) depicting the prevalence of food deserts across the United States. Recent major natural disasters in New Jersey have demonstrated the need to increase the resilience of transportation infrastructure. This research examines public attitudes toward revenue sources that can be dedicated to protecting vulnerable areas, most notably the transportation linkages on which the state depends. A statewide survey was conducted to gather data approximately four months following Superstorm Sandy, the costliest natural disaster in the state’s history. The authors’ objective was to sample public attitudes while the impacts of the disaster were still fresh. They found little support for temporary tax increases to improve resiliency, with the most positive support for …

In Oregon, as elsewhere in the US, a greater percentage of men bicycle than women. This study illuminates the gender gap in bicycling by exploring differences in bicycling among women and men in Oregon. A one-day statewide travel survey of over 30,000 adults was examined. Comparisons between individual, household, and trip and activity characteristics for people grouped by gender (women vs. men) and bicycling (made a bicycle trip or normally commuted by bicycle vs. did not bicycle) were assessed using chi-squared tests of independence. The Zika virus (ZIKV), a flavivirus related to yellow fever, dengue, West Nile, and Japanese encephalitis, originated in the Zika forest in Uganda and was discovered in a rhesus monkey in 1947. The disease now has “explosive” pandemic potential, with outbreaks in Africa, Southeast Asia, the Pacific Islands, and the Americas. Since Brazil reported Zika virus in May 2015, infections have occurred in at least 20 countries in the Americas. Electric bicycles are growing more popular every year, but little research yet exists on how they might play a role in our transportation systems. Much of the literature on biking for transportation focuses on the standard bicycle and infrastructure to support it, less so on the vehicle itself. This project evaluates an electric bicycle program at three Kaiser Permanente campuses in the Portland, Oregon metropolitan area and examines participants' impressions of e-bikes.

Results support the hypothesis that e-bikes allow for a broader participation in cycling and for existing cyclists to go to more places.

Utilizing High Resolution Bus Gps Data To Visualize And Identify Congestion Hot-Spots In Urban Arterials, Nicholas B. Stoll

The research uses high resolution bus data to examine sources of delay on urban arterials. A set of tools were created to help visualize trends in bus behavior and movement, which allowed for larger traffic trends to be visualized along urban corridors and urban streets. By using buses as probes and examining aggregated bus behavior, contoured speed plots were used to understand the behavior of roadways outside the zone of influence of bus stops. These speed plots can be utilized to discover trends and travel patterns with only a few days’ worth of data. Congestion and speed variation can be …
