The European Commission's effort to define the scope and components of the maritime economy was initially motivated by the "Integrated Maritime Policy" (2007). This policy package, principally based on coastal environment protection, maritime safety and security, and the European marine observation and data network, also included the development of an EU-wide economic and social database on maritime activities. The IMP database (2009) used experience from EU member states in terms of maritime database development, and conversely was an opportunity to update national contributions.

Many cities have adopted minimum parking requirements, but we have relatively poor information about how parking infrastructure has grown.

In this research, using building and roadway growth models, we estimate how parking has grown in Los Angeles County from 1900 to 2010, and how parking infrastructure evolves, affects urban form, and relates to changes in automobile travel.

We find that since 1975, the ratio of residential offstreet parking spaces to automobiles in Los Angeles County is close to 1.0 and the greatest density of parking spaces is in the urban core. Most new growth in parking occurs outside of the …

Those studying U.S. government policies toward this region need to pay particular attention to the role played by U.S. Congressional committees in this policymaking. Congressional committees are responsible for approving new legislation, revising existing legislation, funding U.S. government programs and conducting oversight of these programs. This study examines the criteria which help academics receive National Institute of Health funds (NIH). The study covers 3,092 NIH recipients and non-recipients in the same department or institute at twenty-four universities. The universities are drawn from those below the top twenty in terms of receipt of NIH funds. With regards to performance, non- recipients have lower performance than recipients. A key determinant of the receipt of NIH funds is individual performance, as measured by the number of articles published and average citations per article in the two years immediately prior to the grant application. Center for Public Service (CPS) helped the City of Brookings respond to public concerns and opposition to suggestions for a City annexation of the adjacent community of Harbor. The City and CPS agreed to a consulting study in which CPS assessed the public service situation in the City and Harbor area, and then modeled and analyzed two annexation scenarios. Development of the annexation scenarios was especially complex. Background: As one of many organizations within a system of networks, numerous U.S. local health departments (LHDs) use partnerships as a structural intervention to address physical, mental, social concerns of women and infants.

Purpose: This state level study examines current levels of maternal and child partnerships among Indiana LHDs and sectors in the public health system. Geography and organizational readiness (infant mortality listed as a goal in the strategic plan) were used as proxy measures to examine how likely LHDs work with these sectors.

School Choice Demonstration Project

Louisiana, a state whose educational performance has lagged behind national averages for decades, began its experiment with publicly financed scholarships for students to attend private schools in 2008. The pilot version of the Louisiana Scholarship Program (LSP) was expanded statewide with the passage of Act 2 of the 2012 Louisiana state legislative session. Nearly 10,000 students applied to the expanded program in 2012-13, with roughly 5,000 applicants receiving scholarships. The program has continued its rapid expansion every year since then, with nearly 7,500 scholarships awarded in the 2014-15 school year.

Dynamic transit assignment models have the potential to improve local transportation agencies’ capability to forecast the demand for public transit facilities under conditions of limited capacity or varying reliability. In order to be useful in practice, the simulated route choices of passengers in these models need to reflect the behavior of actual residents observed in local travel surveys. Most analysis methods of revealed route choice preferences developed to date have either (1) not been proven to provide consistent estimates or (2) required an untenable computation time for practical applications. The risk of fatigue on pilot performance and safety is well recognized in aviation. In response to increased safety concerns, the Federal Aviation Administration addressed fatigue risk for passenger airline pilots in Title 14 Code of Federal Regulations Part 117, which included accommodations to address fatigue related risk-factors such as circadian rhythm and the phenomenon commonly described as jet-lag. The rule became effective in January 2014. A survey was conducted in March and April of 2014 to better understand pilot perceptions of the new Part 117 rule. A new predictive tool for estimating pedestrian demand has potential applications for improving walkability. By forecasting the number, location and characteristics of walking trips, this tool allows for policy-sensitive mode shifts away from automobile travel.

There is growing support to improve the quality of the walking environment and make investments to promote pedestrian travel. Despite this interest and need, current forecasting tools, particularly regional travel demand models, often fall short. I actually have a vintage gridiron-inspired VMI bobble head doll, an inheritance from my great grandmother who was proud to see both her sons graduate from the Institute. Reclaiming Futures is an organizational change initiative that supports coordinated and individualized responses for justice-involved youth with problematic substance use issues. The Research and Evaluation Center at John Jay College of Criminal Justice compared people's perceptions currently working in Reclaiming Futures communities with similar colleagues from nearly ten years ago. The study suggested that communities with the strongest engagement in Reclaiming Futures tended to have more positive perceptions of their youth justice and substance abuse treatment systems, including key facets of administration, collaboration, and overall system quality.

The primary purpose of the study was to examine the impact of the length of juvenile offenders’ stay in a residential facility on attitudinal changes, measured by language use of 22 participants’ interviews analyzed by using a computerized text tool called Linguistic Inquiry and Word Count (LIWC) to obtain a measure of language use. A series of one-way ANOVA (SPSS 18.0 version) were used to examine the differences between the groups identified by the length of stay and interview interval.
