Abstract

This report presents the results of vegetation monitoring efforts in 2016 at Scotts Bluff National Monument (SCBL) by the Northern Great Plains Inventory and Monitoring Network (NGPN) and Northern Great Plains Fire Ecology Program (NGPFire).

During the sixth full year of field work, crew members from NGPN visited eight long-term monitoring plots on May 23-25, 2016 to collect data on the plant communities at SCBL. This is part of a long-term monitoring effort to better understand the condition of the vegetation at SCBL. This report presents the results of vegetation monitoring efforts in 2016 at Agate Fossil Beds National Monument (AGFO) by the Northern Great Plains Inventory and Monitoring Network (NGPN).

This paper explores key factors that contribute to military family financial readiness—prior to transition—so that service members may exercise control over their finances and optimize their choices at transition to optimize their financial opportunities and minimize the risk of financial hardship. The goal for any service member is to maximize their range of options in transition by capitalizing on their unique assets (education benefits, intangible leadership skills, etc.) and limiting potential liabilities (limited professional network, advanced education or training) through sound financial preparation.

Measuring The Financial Shocks Of Natural Disasters: A Panel Study Of U.S. States, Qing Miao, Yilin Hou, Michael Abrigo

Center for Policy Research

This paper employs panel vector autoregression to examine the dynamic fiscal response to disaster shocks. With 50-state, 1970-2013 panel data of state government finance and disaster damage, we estimate disaster impacts on revenue, expenditure, debt issuance, and intergovernmental transfers. We find that following a disaster, states increase program expenditure, but receive more federal transfers. Disasters have limited impact on total tax revenues but amplify fluctuations in sales, income, and property tax revenues. Our findings suggest that disaster-induced additional spending is largely financed through federal transfers, which include not only disaster relief funds but also non-disaster-related public welfare aids.

This case study examines the Pacific Islands Literacy and Numeracy Assessment (PILNA), which has developed as a regional model designed to enable the negotiation of a high degree of consensus among the participating countries. Commitment to a collaborative approach pervades all aspects of PILNA, from governance, operation and development through to data sharing, reporting and dissemination of results. In recent years, there has been an intensifying campaign by some stakeholders regarding concern over genetically modified (GM) foods in the U.S. As a result, the issue of labeling has entered into the federal agenda. This research uses Query Theory to provide a deeper understanding of the demand for GM foods and the preferences for GM policy. Query theory is first applied to the formation of hypothetical bias in the estimation of consumers’ willingness-to-pay. To address this, the honesty oath is used as an ex-ante technique to reduce hypothetical bias.

This article analyzes data accumulated during the first three quarters of 2016 regarding completed and pending questions of representation involving faculty and student employees in higher education. It is part of a larger and continuing National Center research project that tracks faculty and graduate student employee unionization growth and representation efforts at private and public institutions of higher learning since January 1, 2013. The data presented in this article demonstrates that the rate of newly certified units at private colleges and universities since January 1, 2016 far outpaces new units in the public sector. In the United States, the emergence of an outpatient-centered, drug-based model of mental health care was physically feasible from the 1950s onward, with the introduction of thorazine and other first-generation antipsychotics. However, it was not until 1981, with President Reagan’s veto of the Mental Health Systems Act, that American mental health policy tipped over definitively into the outpatient-centered, drug-based model. In this quantitative study of the formation of policy preference, the delay between the feasibility of the outpatient-centered, drug-based model and its adoption was explored through five research questions answered through corpus analysis and time series statistics: How do shifts …

Fixed Base Operators (FBOs) are major service providers for the general aviation (GA) sector, which closely connect the public with the aviation industry. However, over the past decade, the U.S. GA industry has experienced a decline in the numbers of registered aircraft, pilots, and airports. The United States and bordering countries benefit from the North American Free Trade Agreement (NAFTA), but amongst the positive effects of NAFTA there is a looming drug threat that effects the bi-national supply chains. Over the last decade, the Oregon DOT and other agencies have systematically implemented many pedestrian crossing enhancements (PCEs) across the state. This study explored the safety performance of these enhanced crossing in Oregon. Detailed data were collected on 191 crossings. Supplemental data items included crossing location information, route characteristics, surrounding land use and crossing enhancement descriptions. Pedestrian volume at the crossing locations was a highly desirable but unavailable data element. To characterize pedestrian activity, a method was developed to estimate ranges for pedestrian crosswalk activity levels based on the land use classification at the census block level and the presence …

Designed as a three-article style dissertation, this study was developed to first assess literature and data related to veteran outcomes following active duty service. Secondly, this dissertation sought to determine the best approach for measuring changes in veteran outcomes as a function of the policy process, which resulted in the development of a new methodological approach, Event Outcome Analysis based on Event History Analysis. Finally, veteran outcomes in employment and educational degree attainment were measured using Event Outcome Analysis to determine the relative impact of the 2008 GI Bill on Post-9/11 veterans. While there are many proposals for fixing congestion between San Francisco and Oakland in California by adding a new bridge or tube, these solutions will take decades to implement even though a solution is needed now. This thesis assesses sixteen different strategies for reducing congestion in the short-term in the four categories of improving transit, promoting carpooling, implementing intelligent transportation systems practices, and incentivizing alternatives to using the Bay Bridge. The dissolution of the Soviet Union resulted in the establishment of fifteen sovereign nations and a number of separatist states concentrated in the greater Black Sea region. The latter, so-called de facto states, are the result of frozen conflicts that emerged as Moscow's grip over its territory weakened in the waning years of the USSR and dormant ethno-religious tensions erupted into internecine conflict. Separatists, ultimately with help from Moscow, were able to enshrine victories on the battlefield through ceasefires with metropolitan states that have held for over two decades.
