There is an information gap between citizens and their governments when it comes to government finances. The inherent complexity of fiscal policy makes it exceedingly difficult for effective public participation. Effective public participation in fiscal decision making must address informing or educating the citizenry with accurate and meaningful government financial data. Better understanding citizen wants and perceptions is critical to closing the information gap between users and providers of financial information. This study uses information gathered from focus groups with residents of Norfolk, Virginia that asks what government financial information they want and how to make that information useful. Jamaica gained its independence from Great Britain in 1962, after some 300 years of colonization. Prior to Independence, the standard arts education curriculum was decidedly British and Western European. That which was labeled Caribbean or Jamaican “folk” by the British was deemed inferior and was not taught, demonstrated, or performed in formal settings. Thus, generations of Jamaicans never observed or imagined a Caribbean aesthetic in the visual and performing arts. Instead, pre-Independence Jamaicans were taught British and Western European music and performed it the “British” way.

Poor nutrition is prevalent among low-income pregnant and postpartum women, and infants. Inadequate nutrition during these vital stages can have negative effects on the health status of this population. The Women, Infants and Children Program (WIC) was established specifically to help low-income women and children lead healthy lives by providing nutrition education, referrals to healthcare and other health-related services, breastfeeding promotion, and economic resources to purchase nutritious foods at retail grocery stores. The goal of this research is to determine whether map technology and signal preemption technology contribute to lowering fire-based EMS response times in Santa Clara County. The research uses benchmarking among fire departments in Santa Clara County, the Bay Area, and large Western urban fire departments to determine which factors contribute to the success in meeting contracted response times. Findings from this evaluation were used to create recommendations for fire service leadership regarding resource use along the continuum of fire department-based EMS response to 9-1-1 calls for medical service.

Automobile-dependent sprawl remains the dominant urban development paradigm in the United States. One reason for this is that the automobile is assumed to be more beneficial to the local economy than it is detrimental to society. Both sides of this assumption are wrong. First, local economies do not benefit much from automobile dependency. On the contrary, multimodal cities have lower unemployment, higher wages for African-Americans, and more efficient property markets. In addition, while it is true that multimodality means slightly higher taxes, the total value of living in multimodal cities far surpasses automobile-dependent cities with a massively improved quality of …

This qualitative exploratory study examines the current state of school anti-bullying legislation in the United States by reviewing the 50 state statutes and builds on the work of Sameer Hinduja, and Justin W. A study was conducted to investigate the perceived relevance of using a teacher evaluation rubric with performance indicators specific to special education services in place of the standard rubric for teachers used in the State of Arkansas Teacher Excellence Support System (TESS). Through a multi-method approach, the perceptions of special education teachers and administrators regarding implementation of the current model, the significance of perceived differences in pedagogical factors, and potential barriers to effective implementation were identified. As aid-in-dying legislation expands across the United States, this study examines the dynamics influencing participation in Oregon’s Death with Dignity Act. In addition to data from secondary sources, this thesis analyzes field research data collected in Oregon, including 14 in-depth interviews with volunteers and employees of two advocacy organizations at the center of legalized physician-assisted death. Themes emerged including the conditions that motivate participation, the importance of both personal and professional autonomy, the significance of a good death, and the growth of open dialogues about end of life choices. I propose a new approach to measuring character skills. In the following three essays, my co-‎authors and I measure the effort that adolescent students appear to put forward on surveys ‎and tests. First, I examine the extent to which students simply skip questions or plead ‎ignorance on surveys. Second, I develop new methods for detecting careless answers, those ‎instances in which students appear to be "just filling in the bubbles." I show, using ‎longitudinal datasets, that both measures are predictive of educational degree attainment, ‎independent of measured cognitive ability and other demographic factors.
