Compact, mixed-use, and pedestrian-oriented urban developments may offer numerous environmental and health benefits, yet they may also facilitate pedestrian exposure to air pollution within the near-roadway environment. This research examines ambient concentrations of fine particulate matter (PM_2.5) across six sites situated within central Omaha, Nebraska, a mid-sized metropolitan area located in the Midwest US. The sites ranged from a low-density, strip-mall development to moderate-density entertainment, commercial, and retail districts with varying degrees of horizontal and vertical mixed-use. Tracing approximately two kilometer routes along the sidewalk, factors affecting average and peak PM_2.5 concentrations at each site were identified …

This dissertation investigates the patterns of path dependence in intrastate conflicts. It is motivated by three research questions: What factors determine a particular outcome of a civil war? How strong is their impact? What are the causal mechanisms in play? To examine these questions, this study introduces a theory of path dependence to the study of intrastate conflicts that bridges the gap between analyses of the phases of contention.

Interest from urban planners stems from the potential of transportation efficiency gains achieved by an increased land-use mix and subsequent shortening of trip lengths; whereas, public-health research advocates an increased land-use mix as an effective policy for facilitating greater physical activity. This analysis of employment, output, unemployment, and house prices finds that the 10 major metropolitan areas of the Mountain West, despite significant economic headwinds, weathered the first quarter of 2015 with robust economic growth. Eight of the region’s 10 major metro areas advanced on all four metrics of economic performance, and the remaining two metro areas slipped only on a single front.

The national economic slowdown that arrived in early 2015 did not entirely bypass the Mountain West, but the region resisted the drag better than any other. As U.S. economic output contracted by 0.3 percent in the first quarter, …

This white paper presents the findings from a review and analysis of the available literature on benefit-cost (b-c) estimates of existing U.S. transit systems. Following an inventory of the literature, the b-c estimates from each study were organized according to the type of study area (e.g., rural, small urban, urban, etc.). Through this process, categories of monetary transit benefits were identified. The estimated dollar value for each benefit category was divided by the total estimated costs of providing the transit services, thus creating a benefit-specific b-c ratio for each category and allowing benefits from each study to be compared on …

All international sanctions are embedded in larger contexts of overlapping policy instruments and other sanctions regimes. Yet we tend to look at sanctions and evaluate their effectiveness from the vantage point of a single sender of sanctions – whether it is the UN, the EU, or an individual country like the United States – rather than consider the combined and interactive effects of different, co-existing sanctions regimes. EU sanctions tend to be imposed in conjunction with measures by other actors: their interplay deserves closer analysis in terms of sequencing, objectives, complexity and legitimacy. Razor C.O.A.C.H. (Creating Opportunities for Arkansan’s Career Hopes) is a college and career coaching program for at-risk students in 15 Northwest Arkansas high schools. To perform a random assignment evaluation, at-risk students were targeted to apply to the program, and applicant students were randomly assigned to the program. Academic coaches from the University of Arkansas College of Education and Health Professions utilized a needs-based intervention focusing on pro-academic behaviors, college or technical school preparation, and post-secondary and career exploration. The purpose of this study was to analyze the location of an emergency facility location within a town based on given information from the village and to use the results to determine the optimal location for an emergency facility. A model of the problem was developed using a spreadsheet and computer program to record and analyze the optimal response time based on different locations of emergency facilities. Oceans are suffering from the dual climatic pressures of warming temperatures and acidification, increasing the presence of disease risks that affect marine organisms and public health. Through a randomized field-based experiment, this study examines the effects of communicating about risks to marine organisms and public health on people’s support for policies aimed at mitigating those risks as a function of different message frames. Cash transfers, defined as direct transfers of purchasing power from an institution or individual to another individual, are an increasingly popular policy instrument both abroad and in the United States. This dissertation investigates how two educational interventions utilizing cash transfers affect participating students. The first, the Louisiana Scholarship Program, is a statewide program offering publicly financed scholarships for low income students attending poorly performing public schools to attend K-12 private schools. The second program, the Arkansas Academic Challenge Scholarship, is a state financed broad-based merit-aid scholarship for students in college within the state of Arkansas. The first and primary goal of the project was to assemble a large set of transit-related survey questions that can be used to inspire the design of future surveys on the topic of public transit. As more funders support networks as a mechanism for social change, new and practical knowledge is emerging about how to build and support effective networks. Based on extensive review of different types of networks and their evaluations, and on interviews with funders, network practitioners, and evaluation experts, the authors have developed an accessible framework for evaluating networks.

This article describes the evaluation framework and its three pillars of network assessment: network connectivity, network health, and network results.

This article examines one philanthropic organization’s project to overcome challenges around its work in Indian Country and to build support for that work among its leadership.

ClearWay Minnesota, an independent nonprofit working to reduce commercial tobacco’s harm, embarked on a project to educate its board and staff about American Indian history and culture. The project resulted in an increase in staff expertise, valuable context for the organization’s leadership, relationships built with Native individuals and organizations, and the integration of American Indian concepts into more aspects of ClearWay’s work.
