Eligibility Recertification And Dynamic Opt-In Incentives In Income-Tested Social Programs: Evidence From Medicaid/Chip, Zhuan Pei

Conventional labor supply studies assume constant eligibility monitoring of income-tested program participants, but this is not true for most programs. For example, states can allow children to enroll in Medicaid/CHIP for 12 months regardless of family income changes. A long recertification period reduces monitoring costs but is predicted to induce program participation by temporary income adjustments. However, I find little evidence of strategic behavior from the 2001 and 2004 Survey of Income and Program Participation. Given the lack of dynamic responses, I propose a framework to compute the optimal recertification period and find 12 months to be its lower bound.

Use Of Unemployment Insurance And Public Employment Services After Leaving Welfare, Christopher J. O'Leary

In this paper I examine the rates at which adults in households recently receiving Temporary Assistance to Needy Families (TANF) become jobless, apply for and receive unemployment insurance (UI) benefits, and participate in publicly funded employment services. I also investigate the correlation of UI and employment services receipt with maintenance of self-sufficiency through return to work and independence from TANF. The analysis is based on person-level administrative program records from four of the nine largest states between 1997 and 2003. Evidence suggests that three-quarters of new TANF leavers experience joblessness within three years, and one-quarter of the newly jobless apply …

Research Brief: "Prevalence Of Suicidality Among Hispanic And African American Veterans Following Surgery", Institute For Veterans And Military Families At Syracuse University

Institute for Veterans and Military Families

This brief is about the likelihood of suicidal behavior and ideation among African Americans and Hispanic Americans after surgery. In policy and practice, pain medications should be prescribed after major surgery, health professionals should evaluate for both physical and psychological suffering several months after surgery, and also provide more services to the patient if necessary; the VHA should expand its suicide prevention program and tailor interventions toward cultural subgroups. Suggestions for future research include looking at prescriber and patient characteristics when prescribing pain medication, looking at the differences in post-surgery coping by race, and relying on data from veterans about …

It is the year of grandfamilies in our nation’s capital. Not since the mid-1990s has there been so much activity among federal lawmakers and policymakers to try to help all grandfamilies, both those within and outside the foster care system. In August 2015, a major piece of legislation was introduced in Congress, which would make holistic reforms to our nation’s child welfare financing system. For the first time, child welfare funds could be used to provide supportive services to parents and grandfamilies outside the system, so children do not have to enter it. Neighborhood building is essential to a diverse and strong New York. We are currently in a progressive political climate where legislation is being crafted so that the laws of New York reflect its residents. This includes foreign-born residents, who have successfully advocated for, and been a part of, this changing legislation. There is work to be done now by local-born residents to increase their ability to change their definition of community to be inclusive, facilitated by social workers and local government offices to ensure that the legislative changes are implemented in the spirit fought for by the coalition of advocates.

The recent revival of republicanism offers an intriguing alternative: Can republicanism do any better, with respect to work and freedom?

Many rural Nebraskans are concerned about more severe droughts or longer dry periods in their area, insect-borne diseases like West Nile Virus, and more extreme summer temperatures in their area. Fewer rural Nebraskans are concerned about the availability of water for their community or home or more frequent extreme rains or floods. Residents of the North Central region are more likely than residents of other regions of the state to be concerned about more severe droughts or longer dry periods in their area.

By many different measures, rural Nebraskans are positive about their community. Many rural Nebraskans rate their community as friendly, trusting, and supportive. Most rural Nebraskans also say it would be difficult to leave their community. In addition, most rural Nebraskans disagree that their community is powerless to control its future.

However, the proportion of rural Nebraskans satisfied with many social services and entertainment services has decreased across all nineteen years of the study. Declines in satisfaction levels across all 19 years are seen with nursing home care, medical care services, senior centers, mental health services, entertainment, retail shopping and restaurants. …

Despite the numerous initiatives suggested and implemented to reform education in Egypt, very little was achieved in terms of improving education quality and, consequently, boosting development and democratic transition processes in Egypt. This paper argued that basic education in Egypt suffered variant degrees of weaknesses in applying good governance dimensions, including participation, accountability, responsiveness, fighting corruption, effectiveness and transparency, which ultimately affected negatively the overall performance of the basic education sector in Egypt. "Since the beginning of the Iraq and Afghanistan wars, more than 2 million school-aged youth in the United States have had a parent enlist in the military. About 1.2 million of these youth have experienced the deployment of a parent. Multiple and prolonged deployments and exposure to veteran trauma disrupt family relationships and financial stability. The deployment cycle also effects the mental health and well-being of service members and left-behind caregivers and children. Indeed, the caregivers in particular must cope with emotional stress and may have feelings of social isolation. Even when seeking help, left-behind caregivers may have difficulty locating …

Introduction

In 2014, the preserve’s federal and NGO partners conducted prescribed fires during March, April, and October that encompassed 8129.8 acres of Tallgrass Prairie National Preserve (TAPR). This was a unique burn year in that prescribed burns occurred in the spring, the traditional burn season, and the fall. Fall burns were conducted to support needed archaeological surveys as part of the environmental compliance for a symphony event scheduled for June 2015 at the preserve. Burns at TAPR were coordinated with local US Fish and Wildlife Service (USFWS), The Nature Conservancy (TNC), and various units of the National Park Service.

Understanding the travel behaviors of individuals who use public transit is essential for enhancing the performance, sustainability and efficiency of public transportation. Contemporary methods for collecting data on transportation behavior are focused on manual or automated procedures for counting the number of individual passengers entering or exiting transit vehicles. While such methods provide useful data for understanding transit demand throughout a network, they ignore the important details of how passengers travel to and within a network as well as their personal experiences during their commute, all of which can enrich the ability of transit agencies to provide sustainable transportation.
