This paper describes Nepal’s national livestock policies and considers how they can be improved to help meet the pressing national challenges of economic development, equity, poverty alleviation, gender mainstreaming, inclusion of marginalized and underprivileged communities, and climate vulnerability. Nepal is in the process of transforming its government from a unitary system to a federal democratic structure through the new constitution expected by 2015, offering the opportunity to bring a new set of priorities and stakeholders to policymaking. Nepal’s livestock subsector comes most directly within the purview of the National Agricultural Policy 2004, Agro-Business Policy, 2006 and Agricultural Sectoral Operating Policies …

Actuated traffic signal control logic has many advantages because of its responsiveness to traffic demands, short cycles, effective use of capacity leading to and recovering from oversaturation, and amenability to aggressive transit priority. Its main drawback has been its inability to provide good progression along arterials. However, the traditional way of providing progression along arterials, coordinated-actuated control with a common, fixed cycle length, has many drawbacks stemming from its long cycle lengths, inflexibility in recovering from priority interruptions, and ineffective use of capacity during periods of oversaturation. There has been limited leadership research on emotional intelligence and trust in governmental public health settings. The purpose of this study was to identify and seek to understand the relationship between trust and elements of emotional intelligence, including stress management, at the Kentucky Department for Public Health (KDPH). The KDPH serves as Kentucky’s state governmental health department. KDPH is led by a Commissioner and composed of seven primary divisions and 25 branches within those divisions. The study was a non-randomized cross-sectional study utilizing electronic surveys that evaluated conditions of trust among staff members and emotional intelligence among supervisors. The basic insight behind carbon pricing is not new, and is based in mainstream economic theory. If market interactions are leading to the overuse of resources outside of the market, imposing a price on the overused resource will bring it into the market and increase efficiency. Currently, the negative impacts associated with the release of carbon through fossil fuel combustion is not incorporated into the market. By imposing a price on carbon, fossil fuel consumers are incentivized to reduce their fuel usage. This reduction in fuel demand is not necessarily associated with lower economic output. One strategy undertaken in Louisiana, Michigan, and Tennessee is the creation of a unique school district for the most academically distressed schools. Should traditional public school districts be allowed to use the same waivers as nearby charter schools? Perhaps the flexibility afforded to charters might be helpful for all schools by allowing them to become nimble, responsive organizations, less governed by inertia and more guided by innovation. House Bill 1377 proposes such an extension of waivers. In this brief, we examine the most common waivers that charter schools request to assess what types of waivers could be available to traditional public schools if House Bill 1377 were signed into law.

Members of the committee also presented the startup of the strategic plan website. The individuals at the meeting debate on whether a face-to-face interaction is important for feedback and should an online forum suffice. The committee agrees in having an online feedback page but continues to ponder the idea of an event put on by the Strategic Planning Development Team.

Natural hazard events lead to disasters when the events interact with exposed and vulnerable physical and social systems. Despite significant progress in scientific understanding of physical phenomena leading to natural hazards as well as of vulnerability and exposure, disaster losses due to natural events do not show a tendency to decrease. This tendency is associated with many factors including increase in populations and assets at risk as well as in frequency and/or magnitude of natural events, especially those related to hydro-meteorological and climatic hazards. Transit signal priority (TSP) is designed to reduce delay for transit vehicles through signalized intersections. For an existing TSP system, it is important to assess how timely and effective TSP phases are granted to buses that request priority. It is also necessary to evaluate the time savings and delays for buses and other vehicles as a result of TSP phases. However, due to the lack of disaggregated and integrated transit, traffic and signal phase data, previous studies have not investigated the TSP performance at the phase level. Librarians in the United States have many professional guideposts to inform their work. A patron's right to privacy is one tenet that tends to be upheld tenaciously, and is informed first by the 4th Amendment to the U.S. Constitution, among other Amendments, as well as Article III of the American Library Association Code of Ethics. Section 215 of the USA PATRIOT Act, the so-called "library provision," contradicts both the 4th Amendment and Article III of the ALA Code of Ethics, making it a weak third leg of a triangle of guideposts. Peer review is a necessary process with a long history of complaints, including over-solicitation of a small number of reviewers, delays, inadequate numbers of reviewers, and a lack of incentives to provide strong reviews or avoid reviews with little helpful information for the author. In the era of Web-based distribution of research, through working paper or project reports, anonymous peer reviews are much less likely. The Journal of Ocean and Coastal Economics will use signed peer reviews and an open communication process among authors, reviewers, and editors. Audrey Thomas is CEO of Deborah's Place, founded in 1984 after a survey of social services in Chicago revealed that existing programs did not address the needs of women who are homeless. The nonprofit’s mission has been to open doors of opportunity for women through supportive housing and services. Thomas believes that for social service professionals to be successful, they need to see their work as a vocation.

The authors of the handbook conclude that efforts to address poverty, inequality and unmet social needs in Singapore would be greatly enhanced by: (a) the development of locally relevant and nuanced monetary and non-monetary measures of poverty that are made publicly available; and (b) more sharing of disaggregated data from government studies and surveys. These steps would enable academics, VWOs and the public at large become more aware of the issues related to poverty and inequality in Singapore, and be placed in a better position to weigh in on debates and solutions.

The subject of how to strengthen primary and secondary education in the United States is widely discussed in news and popular media. While an extensive range of opinions have been expressed, the common thread is that these issues are normally situated in the domain of politicians and K-12 teachers. Primary and secondary education are rarely addressed by scholars who publish in Communication Education.

This paper presents a concise overview of Japan’s economic development since World War II, with a particular emphasis on the speculative boom of the 1980s known as the “bubble economy” and the subsequent period of economic stagnation known as the “Lost Decade.” The essay is largely descriptive. It provides an historical contextualization and interdisciplinary synthesis accessible to readers from a wide range of backgrounds, including those with limited formal expertise in economics.
